Question Eternal Fleet Mandate clarification

I love the premise of Eternal Fleet Mandate - what's better than a roaming fleet in the Galaxy? It's such a strong IC story-telling mandate of a fleet moving through the Galaxy doing whatever its story is supposed to be.

I would just like to ask for some confirmation regarding the OOC of the mandate:

When the Capital Hex is to be moved, does it need a supporting thread every time? As per general rules, moving Capital Hexes requires a Diplomacy thread of x amount posts - would this mandate supersede that rule? Can we do a PvE thread (Dominion/Populate/Junction) to motivate the move IC instead, seeing, as per the current mandate, there isn't exactly a cap on the amount of times you can move (which is pretty powerful, so I personally feel that to balance this, we can at least do a PvE thread to motivate the move every map update - seeing as you are capped on 7 hexes and won't exactly update the Map Update unless it's to move capital).

This is just to clarify - the mandate is great as a story-telling mandate and is nerfed on its actual movement - I just want to check as it would be cool for IC if there's an actual thread motivation for the capital move - in this mandate's case - a PvE thread (same as gaining a normal hex) is done to motivate the move of IC ships.

Would it be ok to motivate it with a PvE thread instead of actual Diplomacy? Does the mandate supersede the Rule of moving Capital?
