Dominion Question: "Accidental" Dominion?

If I were to go to a neutral world with another character, and through the course of the RP get over 100 posts written, could I then convert the RP into a Dominion, or does the Dominion need to be stated at the outset? I ask because I'm not sure if it's going to wind up just being an adventure in trade, or have actual lasting political gain.

If you RP with four unique writers on a neutral world, end up having 100 posts and the plotline could be seen as a way to get in power?

Then yeah, it could be seen as a dominion.

and as long as it is within one hex distance anything above that would be subject to 50+ posts per hex
