Yes I've seen how people who post amazing things get promoted, but some only post amazing once, get the rank and are never seen again. If anything, sideline those as desk jockeys until they become more active. It gives those who are new, and excited and constantly active a better chance to make a name for themselves. And move up in the RP world.
