Location: Viceroyalty Chambers.

It was cold in the chambers, unnaturally so, as if the chamber itself knew what was about to happen. A vote to create a Government-backed Mob, made of the CIS' criminals, as a form of Community Service. They'd do the CIS' dirty work, assassinations, thievery, things the CIS didn't want their forces publicly doing. The Minister of War, [Member=Caesar Kenway] had of course, arrived first. He was here hours ahead of schedule, now that he no longer had the workload of the Ord Pardron government in it's entirety on his shoulders, he found himself with an amount of free-time he hadn't seen in decades.

All other matters aside, he'd been here a few hours, waiting. The Exarch, Adron Malvern had arrived a bit after him, they'd talked a bit, set up what needed to be set up still. His ankle was healing, he'd still need the cane long term, but he could survive without it for a few hours. All this was besides the point.

It had been a few hours, and a handful the Viceroys arrived, taking up there respective podiums. The podiums had been outfitted with comfier chairs, mugs of coffee, and tea, for their discretion and an equally comfy seat for the Deputy Viceroys of the planet, should they attend. One thing to note about Caesar, was that his taste for comfort was impeccable, pushing it's limits even within the halls of the Viceroyalty Chambers. He wanted them all to be awake, and calm, this could be a highly controversial topic after all, allowing criminals a form of freedom, giving them weapons and armour, in some cases.

He couldn't tell whether or not his former Deputy Viceroy, Zyrias Pax, was among the few collected, he didn't know if she'd even kept the position, let alone accepted it. She could've even been promoted to Viceroy, that's how much he didn't know, as soon as he'd got back to his ship, he'd been informed that he had been elected into the role of Minister of War. He hadn't had much time to settle in before he'd headed to Geonosis for a meeting, he'd spent less than a day at his home, less, even. He'd spent most of the time picking out an outfit, getting cleaned, and other necessities, Zyrias had been exploring the castle when he left, leaving only a message of what had happened.

Three bangs filled the chambers, as a voice called out,

"Ten minutes until the opening statement by the Minister of War, you are advised to sign onto the datapads provided so we are aware of your presence."

The twi'lek man turned towards the Minister of War, Who was wearing: X and X. Orin had been elected as the speaker of the event by Minister Kenway himself, the Minister had seen Orin perform in the Viceroyalty Vote for cloning, he'd grabbed his attention, both figuratively, and literally. The twi'lek's voice was more hushed now, in a way the Minister had yet to experience.

"Minister, is there anything else you wish to add?"

The voice that answered in return was no less hushed, nor confident, than the speaker's.

"Save for the information that should the Viceroyalty require drinks, or a snack, they need but press a button on their datapad, appropriately named. And that if the assembly goes on long enough, there will be a recess where drinks and food will be brought around, and they will be allowed to exit their podiums, and roam, talk to others, use the bathroom, should they need too."

The three bangs of Orin's hammer filled the room again, then his voice filled the empty silence.

"The Minister of War wishes to inform you that should you require snacks, or a refill of coffee or tea, you need but press a button, aptly named, on your datapad. And that if the assembly proceeds for a great enough period of time, a recess will occur. During this time, you are free to roam, talk, use the bathroom, take and make holocalls, and relax. Drinks and food will be brought around."

The Twi'lek moved back, and sat next to the Minister.

It was not so long ago that Adron himself stood as Minister of War. His time had been ambitious yet short lived as he was quickly elevated to the rank of Exarch, a more befitting station for a man of his caliber. Though his hiatus from the field of combat and transition into the office of Minister of War had given him a certain hindsight, one he could rely on in moments such as these. The hall of the viceroyalty had been still when Adron arrived, almost to the point where he wondered if there was a single soul within. In reality there was a good number of people walking about in preperation for the coming debate, it merely seemed they were stale from the topic to be discussed. Glancing down at the datapad in his hand, Adron could not help but smirk at the ingeniuty. Force criminals to fight the battles of The Confederacy? An almost laughable notion, but not one without it's benefits.

"We shall see." He said, quietly to himself before his eyes fell over Caeser Kenway. The freshly appointed Minister of War had been hard at work. Adron would approach him, going into a bit of idle chatter for a while as they prepared for the evening. In time they too would part and Adron would make his way for the booth where the leaders of The Viceroyalty occupied. His eyes scanned the hall, hoping to see his Master [member="Darth Metus"] or [member="Srina Talon"] in attendence. If they did not show then it would not mean much, however their appearence was always a clue to the rest of the Viceroyalty as to the severity of the bill. ]

Clad in a marron suit with a black lapel, Adron made his way to the booth and rested back in his chair. This was an odd feeling. Usually it was him at the podium speaking with Orin, yet this time it would be Minister Kenway to direct the forum. A small smile came over Adron's lips as he found some amusement from this. Rather than dwell on his thoughts he took hold of the cup of water that had been poured for him, taking a shallow sip from the cup before crossing his legs and watching as the other members of the Viceroyalty flooded into the chamber.

The more he considered it the more Adron enjoyed the Minister's idea of a penal military unit. Perhaps it was his past experiences as Minister of War that caused these thoughts. Regardless he was eager to see if he bought what Kenway was selling.

Jorco was given was brief rundown on what he would be voting on before arriving. It would be over the prospect of a penal legion for the confederacy. Something he saw as a bit of a rarity in galactic societies he thought. After all it was a pretty archaic form of capital punishment. But still, not even a thousand standard years ago did the Old Galactic Empire employ such a strategy. One could view it less as a punishment and more as a very extreme form of rehabilitation.

When the Rodian got into the assembly room he looked around for where he'd be seated for the time being. Eventually he'd find it, taking a seat behind the podium labeled "Rodia" for him a viceroy. To the meeting he wore a typical three piece suit with a houndstooth design over it. On his lapel was a deep blue flower pinned to it.

Jorco himself had a copy of the new proposal as a mix of military doctrine and social reform policy. An odd combination to say the least. Surely being a former criminal and still having ties to the underworld, especially on Rodia, which wasn't doing so well currently, he would have some stuff to say about this new piece of legislation. With what he viewed as just some minor fixes to flesh it out he could easily see himself voting in support of this.
 
The large Viceroy entered the familiar chambers without fanfare or much of an apparent fondness for being physically present on the world of Geonosis. It wasn't the pervasive heat or the irritating sound of native Geonosians speaking that perturbed the Viceroy. Indeed his dislike ran more towards the political process. This was what...a bunch of sentients corraled into a room to listen to some person or another pontificate upon whatever initiative happened to cross their fancy.

While Aiden could admit that not all proposals were a waste of time, he found the democratic process to be...lacking. It was a challenge every single day for the large Prince to endure in this environment. It was either the reckless display opulence or the somewhat pointless posturing that seemed like a waste of time and resources to the Sith Lord.

As his silver-green gaze swept the dimly lit room, Aiden made his way to his appointed seat. Ordinarily, he would have holocomed into the meeting, but the one saving grace of Geonosis was the opportunity it afforded to interact with [member="Naedira Darcrath"] outside of a battlefield. Well...unless she was feeling particularly like herself, insisting upon grating softly against his nerves. A thin smile touched Aiden's lips at the thought. She was not perfect but neither was he. The only thing the woman needed to be in order to hold Aiden's interest was to be real and useful.

Withdrawing the dark-blue bladed sword that was sheathed to a scabbard attached to the back of his upper torso, Aiden took his seat and gently placed the tip of the weapon on the ground. The hilt itself was wrapped in simple leather, but an emblem of a time long since past rested in the pommel of the weapon. Absentmindedly, Aiden twirled the weapon in casual circles, ignoring the effect the point of the extremely sharp weapon had on the fine carpet of the chamber.

An army of prisoners...

For the moment, Aiden would allow the new Minister to convince him whether it was a useless or worthwhile venture.
 
She had missed the whole Kenway becoming Minister of War but in the CIS sudden minister shifting seemed to be the norm, from what she knew the current minister of science was no longer around leaving yet more room. If someone was to take up such a position that would make them the 4th Minister of science, she had to wonder if there was some huge assassin ring lead by the Vicelord that killed off those in power when they did something wrong.

Regardless the new Minister had proposed this Penal Legion Bill for the CIS which in her mind did not make a lot of sense considering that the military was primarily droid with only Dauntless and some other special units being organic. Perhaps it was some sort of rehabilitation program, but thinking about it more she remembered that the New Republic had something like this, mainly to deal with Hutt cartel prisoners from Narr Hasska.

It had seemed to work well for them, and with Tatooine and similar regions under their control certain crime gangs and influxes of prisoners would probably get a little higher. Perhaps it would do the CIS good, but she couldn't really think of were they would be placed in a war besides a vanguard of fighting in areas were droid forces couldn't use their numbers. For the moment she;d keep an open mind about it until all arguments where put forwards, though so far such a system didn't look like a bad idea.

The Viceroy's time was up, more could join should they wish. A few had joined during the waiting time, however, now was not the time to see who was here and who wasn't.

Orin's hammer filled the hall, blocking out any other sound, then there was silence, before the twi'lek spoke, his voice filling the room.

"Members of the Viceroyalty, you have been called here today to vote on the topic of the creation of a Penal Legion. With the blessing of the highly esteemed Exarch, [Member=Adron Malvern], we shall begin."

Orin turned to where the Exarch was seated, and received a nod in return. Who then turned back to the Viceroyalty, his voice filling the silence once more.

"Without further ado, I hand over the stage to the esteemed Minister of War."

The room was then filled with an eerie silence, as the Minister of War, [Member=Caesar Kenway] took the lead. A voice filled the room, but not that of Orin, the speaker, but that of the Minister of War himself.

"Gathered Viceroys, Exarchs, fellow Ministers. I have called you here on this day, at this time, to discuss a subject of slight controversy with you. Most of you know the subject, but not much more. Before I do however, I should introduce myself. I'm the new Minister of War, your new Minister of War, Caesar Kenway. For those of you unaware of what my position entails, I shall inform you briefly. I overseer the military forces, such as the Navy, the Military, the Dauntless Commandos, the Exterminatus, I overseer the military efforts of the Confederacy. Moving on. A Penal Legion, for those of you who do not know, is a legion of troopers that consists of criminals. Now, the purpose of the Confederacy's Penal Legion is to do our dirty work, the work we don't want to be connected to, unlawful assassinations, thievery, the fulfilment of plots, bombings. You can see where I'm going with this I hope."

There was a moment's pause, as the Minister allowed the Viceroyalty time to comprehend and make sense of what he was saying, his voice then filled the room again.

"Moreover, it will function much like a crime syndicate, or mob, it will receive government funding, and conscription from the criminals will begin during times of war. Otherwise, it will serve as a form of community service, with added danger. You could call them mercenaries. Joining the Penal Legion would be entirely optional to the criminals or convicts in question. It's leader ship system would function much like that of the Knight's Obsidian, or Dauntless Commandos. One above all. Now you may wonder, how would this leader be chosen, what power do they have. Well, I'll answer those questions before they're asked. The leader would be chosen at the discretion of myself, the Vicelord, and his Exarchs. What power do they have? the individual in question has no power above that of leading and steering the Penal Legion in the right direction, they hold no actual military power. The Legion itself would have no military power unless they were in dire circumstances, for example, a full scale rebellion or riot, or war. This power might also come into play during a time of Martial Law, however, they would require an actual officer of the Defense Force, or permission from the Viceroy of the World, or their superiors."

He allowed a final moment of silence for the Viceroyalty to comprehend, and understand.

"As always in these voting situations, we give the question to you to answer. If you would look at your datapads, there are three options. Option One: Yes. Option Two: No. Option Three: Indifferent. During this time, if you wish to speak, you may do so by pressing the button in your podiums, as normal. You may use this time to convince your fellow Viceroyalty of why they should choose a certain option, or, more specifically, why they shouldn't choose another, or as to volunteering your resources to the Penal Legion, to manufacture weapons, armour, etc. Or to suggest a name or designation for the Penal Legion. As always, the choice, is yours. One a final note, the standing name of this Penal Legion would be the C.C.C. an acronym for Confederate Correctional Corps, or to the public, S.O.D. another acronym for Syndicate of Disorder. "
 
The casual, disinterested spinning of Aiden's large blade into the carpeting continued as the Sith Lord's gaze was centered on the new Minister. The entire opening monologue of his presentation caused the large Viceroy to laugh softly to himself. He was quite certain that the entirety of the Viceroyalty knew what the purpose was of the Minister of War, but it was fine. You can only expect what you inspect.

However, as [member="Caesar Kenway"] launched into an explanation of this Penal Legion, Aiden abruptly stopped spinning his weapon. Arching a curious brow, Aiden's facial expression went from confusion, to intrigue, to outright incredulity. Did the Minister of War just put, on the record, that he was proposing the institution of criminal-ladened mob that had the express purpose of carrying out a variety of illegal actions? Did he literally just say that to the one body in the Confederacy that could vote for his outright removal at any time? The Sith Lord didn't know if it was bold, moronic, or clever.

There had to be an end game. Right?

Eventually, the assembly was brought, quickly, to voting. Bright eyes glanced around the chamber briefly before the Viceroy of Stewjon came to his feet. Resting his palms on top of the pommel of his sword, Aiden spoke in his normal deep baritone was the microphone was activated. For sure, Aiden was not a politician. While he could speak and act like one, he saw little point to be other than precisely what he was. He would forever be a warrior...no matter what type of title he maintained in order to accomplish his goals. "So. Real quick. That actually sounds like the dumbest idea I have ever heard. You want to offer convicted criminals, criminals that are imprisoned for the purpose of punishment and rehabilitation, the opportunity to serve in an armed fighting force? You want the supervision of this entity to have, based upon your outline, loose supervision at best, and you want to charter this entire concept under the auspices of conducting illegal operations both in and out of Confederacy space?"

Aiden shook his head slightly. "So what happens when would-be criminals get wind of this. Are you aware that you will, probably, increase the amount of crime we experience as people learn there is a state-sponsored mechanism for them to do all of the illegal things they presently have to try and hide? Now, if you're looking for an entity to do discrete operations, this isn't it. How are you going to train these people? We're going to use Confederacy funds, paid out of the pockets of citizens both law-abiding and not to train criminals to be better at what they do? No offense Minister, but I think you need to go back to the drawing board upon which you conceived this idea...and erase it."

Naturally, all of that was Aiden's public perception. Internally, he absolutely could see the benefit of a connection or element of control over some type of criminal enterprise. There was, in fact, plenty of evidence throughout the galaxy of major crime being best controlled by supporting one organization to control it all. If you in turn controlled that organization, you could keep a better pulse on criminal activity. However, that was not something to be presented to the entirety of the Viceroyalty. That was a discrete decision to be made in small committee. It was still highly illegal...therefore the key was to keep the circle of people that were read-in to the plan very small.

Too late now though, the Minister had just laid his illegal desires bare for the entirety of the Viceroyalty. He'd allowed it to be entered into public record, and sealed his image in the eyes of the government all of five seconds into his tenure as the new Minister of War. "I yield the floor..."

Before he took his seat, the Viceroy of Stewjon immediately voted no on the proposed measure.

Why was she always late? Dianah sped through the corridors, skipping, hopping and jumping her way quickly through the maze that was the Viceroyalty Chambers. Her formal dinner on Krant had run a little longer than she expected, but hopefully there was still enough time to slip in and cast her vote. Each time she passed a sparkling window and caught a glimpse of her reflection Dianah was reminded of how ridiculous she looked for such a small bill. Hopefully nobody would even notice or care about her tardiness and her choice of attire. The double doors to the chambers were open before she even had time to arrive at them properly. She was just in time to hear the dull tones of the new Minister of war echoing off the marble walls as he explained the idea for the 'Penal Legion'. Dianah signed herself in and slipped into the nearest podium to listen.

Her lips remained sealed as the Minster spoke on, followed by someone she only recognized because of his silver-green eyes. There was little time to form an opinion, but Dianah needed little time on this particular matter. Almost the second Aiden had finished and sat back in his sit, Dianah's willow frame had stood from hers.

'Minster. I'm inclined to agree with the viceroy of Stewjon.' Dianah had no idea what the man's name was beyond simply 'Aiden'. She felt rude to assume it was deWinter, or Centurion or even Antares. 'First of all I sincerely hope that no illegal activities are being carried out under my Father's name, sanctioned or otherwise. The rules are there for a reason. In my time as Viceroy of Krant I have ordered no assassinations, no thievery, plots or bombing. I would hope my fellow viceroy in the chambers today can say the same. I'm rather inclined to ask you for a list of the people who have been committing such acts so that they might be brought to justice.'

'Secondly, I'm assuming you'll need more than one planet's prisoners to make up the Penal Legion. The criminals currently residing in the prisons on Krant are there for a specific reason. They committed a crime and thus must pay society back for it. It seems rather far fetched to instead reward them for this behaviour by offering them a chance to commit more crimes. As the Viceroy of Stewjon rightly pointed out I think it will encourage criminal activity across our worlds. Why bother being afraid of the law if the law encourages you to break it once you're caught?' Dianah turned her head, eyes shifting from the Minister of War to the rest of the Viceroy in the room.

'My fellow viceroy. The planets we represent rely on us to be upstanding members of the Confederacy. We're there to guide and to aid however we feel fits our people best, but we are also there to carry out the laws and decrees of the Confederacy as a whole. I ask you this. Do you want to give the impression that criminal behaviour is not only acceptable but welcomed and encouraged as well?'

'The Confederacy should be proud of it's high standards and it's understanding that a healthy citizen is by far the most productive. The penal system should be left unmolested to focus on rehabilitation, for efficiency's sake, for our society's sake, and if not for either then at least for morality's sake. I urge you, fellow viceroy, to consider all of this before voting today.'

'Thank you Minister, I yield the floor.'

It seemed Adron had gotten his hopes up a bit too early. As he listened to the Minister of War, he realized something. The many was woefully inept in the true art of politics. The Exarch down another sip of water as he listened to Kenway. Those close enough to see the Exarch may notice a vein growing on the side of the man's temple. It was not necessarily what the man was saying, but how he was saying it. As an official governemnt, The Confederacy would be held responsible for all laws and declarations they made. It may have been their own people or even an outside force but they would be accountable for their actions. To declare such intent in a public forum was foolhardy and damningly disrespectful to Adron's Master, [member="Darth Metus"].

It was the Viceroy of Stewjon who spoke up against this madness. The words that came from this man's lips were truthful and held the exhausted tone of frustration that was to be expected in such a situation.

Aiden was not the only one to speak up against the Minister. His own apprentice [member="Dianah Vi'Dreya"], who also knew the value of discretion spoke against Kenway. Well spoken and thought out, she made her own point and a chime across the Forum would ring as several other Viceroys stood to speak. Few of which likely had positive words for the Minister of War.

A loud slam came from behind the main podium. This slam, deep and deliberate, echoed through the hall bringing every person to a unified silence. Adron's hand rested on his walking cane, the very cane he had slammed into the floor to bring this Forum back to order. It should not have made such a resounding echo, yet with the help of The Force, he was able to amplify the sound that spilled from the action. The eyes of The Viceroyalty looked down on him, their unified gaze nearly piercing this silence.

Finally, The Exarch stood to his full height, dark eyes looming over the gathering of Viceroy's and Minister's. He approached the main podium, beckoning for the Speaker to step away as well as eyeing Kenway dangerously. "Step. Aside." He ordered in a deep tone, leaving no room to misinterpret the danger behind his tone. The low mumble of the Forum ceased as he tapped his earpiece, connecting it to the intercom system.

"We are a lawful nation. We have always been a lawful nation. We will always be a lawful nation." His eyes fell over Kenway once more, a moment of silence looming before he continued. "Unlawful assassinations, establishment of a crime syndicate, plots?" A tone of agitation mixed with mockery fell from Adron as he repeated the vague concepts that the Minister had explained.

"Anyone, especially members of the Government, who attempt to subvert the integrity of The Confederacy will face a full investigation and when you are found guilty I will sentence you, myself!" Adron's voice boomed as his clear displeasure was showed to the entirety of the Forum.

One final time his eyes flashed to Kenway in a silent expression of warning, before he spoke plainly. "Now. A penal unit can be effective and it is not a resource I would outright decline. However, it should be a limited unit, not allowed to grow past the realm of military control. We cannot pardon legions of cutthroats and murderers from death, merely to arm them with the potential to turn against us. Also this form of alternative punishment must be extremely selective. It cannot be viewed as a positive outcome for crime, or as the Viceroy of Stewjon said, we will be dealing with a high spike in crime."

"I have no problem with a man who chose to steal and murder, beyond reformation, consigned to die for those who would lead lives of honesty and patriotism." He explained, before clasping his hands behind his back. "It seems this is a topic that must be discussed, thoroughly, before a vote is put forth. I now call to you, the leaders of the Confederacy, to consider the pros and cons to this action, and the best way to maintain it if we are to do such." Turning from the podium, Adron stopped only a few paces from Minister Kenway. His eyes were locked forward, not bothering to turn to the man before he spoke softly, outside the prying ears of the rest of the Forum. "It was not your plans that were faulty, it was your public announcement of them. Some dealings are best kept in the shadows. If you ever publicly speak in such a manner again, or show me you are lacking in tact, I will have no choice but to strip you of your title."

Jorco listened on as they continued, his attention had waned as the minister began speaking. However, his pointed ears and head had perked up over the speaking of organized crime. But the words being spoken weren't the hard line approach he'd expected. In fact one could say it was the opposite. Even Jorco, a Rodian mob boss was surprised to hear such things that were being proposed. Looking around, he saw that he wasn't the only one in the room that felt the same way.

Then in rapid but organized succession several government officials spoke their minds on the matter being proposed. [member="Aiden"], the viceroy of Stewjon had started with some critical words. Secondly was Viceroy [member="Dianah Vi'Dreya"], seeming to have come from some party, who shared his sentiment and seemed to have more personal investment in the matter.

Lastly before Jorco felt like it was his time to speak a loud slam came from the Exarch in the room, [member="Adron Malvern"]. The noise actaully causing the Rodian to flinch some. The man came up and put some actions along with his words from how Jorco saw as he came up to the podium to address the potential P.R. nightmare that was about to fall upon the viceroyalty. Jorco felt that Adron he done well to bring about some transparency with his views against the manner of which this proposal has been conducted. All in all Jorco had found himself agreeing with the man far more then the other ones. Yet he felt like passions were a little to high at the moment. As the Exarch stepped away from the podium the Rodian felt like any premeditated statements he had before were thrown out the window.

Taking one last moment to make sure he looked presentable he stood up from his chair, bring and hand over his chest and giving a slight bow to everyone in the room, as any self respecting Rodian would do. "Ladies and gentlemen I feel like it's safe to say that this meeting being slightly controversial is a bit of an understatement. I'd like to defend Minister Kenway for a moment, and say that I believe this proposal shows promise, thus agreeing with Mr. Malvern's earlier statement. I believe that the more, dare I say, less then legal elements proposed here shouldn't be seen through. However, incorporation of convicts into the armed forces show's promise and has throughout some of Galactic History." By now Jorco was going to try and bring out the inner sleazy lawyer in him to hopefully get this through. "With something like this so called Confederate Correctional Corps. we could be giving convicts who have wronged the CIS and her people a way in which they could makes things better for our society. I'd imagine this would be a voluntary based fighting force, as to not being balancing the line of slave labor. Surely enough with proper oversight, and regulation we could craft a very beneficial addition to the CDF. One the can aid not only the Confederacy, but those who have wronged it so long as there's with incentives for joining. Giving then not just a reason, but the tools and experience to once again become functioning member of our society."

Before ending his statement Jorco wanted to add just one more thing. "Ladies and gentlemen I urge you not to let yourselves get carried away in this moment and preventing the creation of something like this which could very much change the lives of those in our society in need of help, you're bigger then that." Looking around the room one last time he concluded. "So, with some proper changes to this proposal I can confidently say this would have my vote." Without officially casting his vote yet he took his seat.

Zeke stood near Viceroy Dentorian as the man stood up and said his peace. Shaking his head, and rubbing his temples, the Viceroy looked at the minister. “Minister. You have my greatest respect, and I will assume that the oversights I'm about to bring up, are completely accidental. First, you are asking us to say, that OUR criminals, the ones who have already broken the rules, would actively desire to fight for us. That they wouldn't be seeking a way to escape, or take the equipment we give them, to try and harm us and our populations. You act as if worlds haven't tried what you are suggesting. Imagine the costs, for a moment, the arms, armor, ships, the training, now add in the cost for a normal security force, to watch over them, capable soldiers and droids, who literally are just there to watch to make sure they do what you say they should do.”

The overweight man rubs his palms together. “I cannot think of a single time, this type of event has worked in the favor of legitimate governments. They can be used when broken out of prison to help overthrow a planets government, because they gain freedom out of it, we were not the ones to put them away. However, I can think of hundreds of times others thought the same thing, only to do it, and have planets raided, armies destroyed, or the criminals finding a way to flee our space with the new equipment. Come now, there are ways to make this work. For instance, consider not our criminals, but the criminals of neutral worlds, or those of our enemies. For them, loyalty could be a thing.”

He gestures to the group. “You are asking us, to break the sacred laws of our planets, to allow our criminals out of their prisons, to give them power, authority, weapons, tasks, and to believe they will not turn on us! I for one do not believe this. I believe you are asking for the beginning of the end for the Confederacy. Without law, order, strict punishments, without a loyal fighting force, what do we honestly have? They would sell us out in a moment.” He backs down and bows. “I, and the law abiding people of Melida/Daan, do not support this.”

What word that spewed out of [member="Caesar Kenway"] differed greatly from what she had in mind for a penal legion. In every other case of such a thing penal legion were front line cannon fodder, used to 'remove' certain criminals from the galaxy and making use of them. The First Order had made good use of penal troops during their invasion of Lothal, making them blindly charge into the Alliance gun fire and whittle them down. The new republic penal legions were used to fight in certain areas that would be considered too dangerous for regulars to go in or were casualties would be too high. In other words, in most cases a penal legion was a place you didn't want to go, and here Kenway was saying the CIS should give them top notch weapons and send them on assassinations and raids.

Wasn't that the whole point of the Pathfinders from the Knight? people trained to be silent, so much they could kill a person and escape without ever been noticed? Arming criminals with top range weapons and trusting them with sensitive operations just seemed like a very bad idea, thankfully she was not alone in that thought, both [member="Aiden"] and [member="Dianah Vi'Dreya"] not hesitating to call out how stupid such an idea was. It made Chikako question if Kenway was prepared for such a role, from what she knew the man was a business owner, why in the force had he be made the war minister then? It was quite clear the elderly man knew nothing about how a military worked, it would have made more sense to see him as Minister of Influence.

Following the other Viceroys disagreements, the reputable [member="Adron Malvern"] took the stand, giving a more watered-down version of the whole idea, one that differed quite substantially from Kenway's thank, the force. Still his opinion on that matter still didn't sit well as if it was a limited role such would be inconsequential to any major conflict they would be put in, once again the whole point of a penal legion was man power, lots and lots of man power that could be used... abundantly.

Soon [member="Jorco Czeku"] took the stand defending the whole bill which came as a little odd, the Rodian deliberating a different approach on a whole 'rehabilitation program', a theoretical goody two shoes reasoning, one she had some words of her own to say. Though before taking the stand to add her own 2 credits Viceroy Dentorian decided to speak out, once again another person rejecting such an act once more, Chikako giving the man a small clap as they sat back down. So far it was 3 against 3 more or less, though Kenway and Malvern did not get a vote, making it 1 against 3 for the time being.

With the other Viceroys done Chikako took to the stand to speak her own mind, "I myself Chikako Liona will have to agree with Viceroy Dentorian and those sharing a similar statement". "Though the initial statement has been watered down I do not believe the CIS ever needed some sort of assassinations division, as our Knight Obsidian are more than capable of taking out such tasks if needed, which I all hope is not something we do often". "I also have to refute what Mr Czeku said, as there are far more cost-effective ways to rehabilitate criminals than giving them training and sending them off to fight in battle, I would highly doubt such would change their ways, less so if they are a are a violent person".

"At their core, in all places were such a system somewhat works a Penal legion is a place where people dread to go, cannon fodder empires use to get rid of criminals and unwanted people". "It is an object that higher ups use to save military recourse not waste them, a way to be cheap and effective, to commit bodies to a fight without having to worry about the home front". "A penal legion is not, I say not, a military get away for criminals that gives them the chance to do more harm and cause problems, once again restating such a system could just increase crime".

"Now, I think we can all agree that we among the CIS would not be like the First Order and use penal legions and people’s lives as meat shields, though we are not willing to rewards those who break our rule... as such, at this time I will have to say no to such a bill". "Ture, my mind can be changed, but with what the Minister and others have put forward in favour of this bill I cannot see any major benefit, only issues and problem". She would give a respectful curtsy to those around before sitting back into the chair provided, arms crossed, waiting to see how things would progress from here.
