Bug Can't access template via character account

She can save the templates just fine:

And she can also access them through her writer account, no problem:

But, she can't access them through her character account:

Adding for myself;
I can't access it suddenly either. The button doesn't even show anymore, though I'm pretty certain I was able to earlier?

I cannot access the templates at all on my characters accounts. The button simply doesn't show up, to say nothing for the access to templates themselves from my writer account.
