Canon Companies, Inactive Owners

Hi!

Had a question about Canon companies. Typically there's an entire process dedicated to the transfer of ownership and submitting a factory submission for Canon companies that are owned already by an inactive user. The main question is this:

Is a dev thread required for transfer of ownership even though the previous owner is inactive? In that case, an official transfer of ownership can't really happen since they're just that, inactive.

That also made me wonder about Canon Companies that are owned as subsidiaries of larger companies. If a subsidiary is resubmitted to the factory, is there a way to break that company out from under the parent company if the parent company's owner is 1. The same owner and 2. inactive (as in the previous example).

These are the exact rules for gaining ownership over a canon company whose owner is inactive.

1. If a Canon Company Owner is absent for more than 30 days, any writer who does not already own a canon company may contest your claim by creating a submission of their own for the same Company name.

2. The Factory Judge presiding will alert a Role-play Judge, who will then attempt to contact the previous Canon Company Owner.

3. If the Role-play Judge fails to contact the previous Canon Company Owner within 72 hours and deems the Canon Company Owner inactive, the Role-play Judge will then alert an Administrator who will then transfer ownership of the canon company along with one level tier drop (may not fall under Tier 3) to the new Canon Company Owner, along with any edits made. The old submission will then be archived..

4. If a canon company owner has been contacted previously with a contesting canon company claim, upon the second inquiry the owner must show themselves to be active in order to keep the canon company. Activity can be demonstrated with a substantial RP thread or 3+ Factory submissions which took place within the 60 days prior to the second inquiry. Activity after the second inquiry will not be taken into consideration.

Now where is there any notice on having to write a dev thread for it.

Subsidaries which are canon companies still fall under the same rules and regulations of canon companies. They are still canon companies and their claim can be contested if they are already owned by another writer who is inactive.

So if a Canon Company is owned by an inactive owner - following the rules above - the request process is outlined.

That being said, if one were to claim a canon company that was a subsidiary of another company, does that mean it ceases to be a subsidiary and operates independently, or does that mean it remains a subsidiary? That's the other part I was confused about.

The premise is this:

Parent Company owns Child Company. Owner of Parent Company is also owner of Child Company. Owner is inactive. The subsidiary is being submitted for (Because the owner of it is inactive). Does that child company remain a subsidiary of the Parent Company even if the Child Company is transferred to a new user because the original owner in this case has gone inactive, or does it break free of that Parent-Child relationship?

(Assuming the parent company isn't the one being requested transferred due to inactivity, meaning the Parent would stay inactive, but the Child would be transferred)
