Outrage briefly flashed across Hakar's predatory features when confronted with the Imperial treasurer's arrogant dismissal before freezing like the blood in his veins. Cold calculating logic barely defeated the trandoshan's more savage thoughts. Now that he'd tasted the human's scent there was nowhere on this planet he could hide but the Underlord insisted that these Imperials were friends not food.

"There are many pathsss through the Transssitory Missstsss which are sssafe from unwelcome eyessss," Hakar nodded back at Velzari, "Black Sssun can guarantee dissscrete transssport to the Imperial Core. Queen Aurellia Aurellia owesss the sssyndicate many favorsss."

His unsettling gaze momentarily shifted to the young Sith princess who held Velzari's ear of late. Her religion did not offend him, but he suspected her motives as he suspected everyone at all times. Even the ithorian, Jerec Asyr. Hakar narrowed his eyes wondering what fiendish insight into isotope-5 the clever tycoon was keeping to himself while feigning ignorance.

"Isssotope-5 holdsss great promissse for usss both. Your Empire needsss more power and Black Sssun needsss better weaponsss," the trandoshan growled, "But we alssso sssshare a mutual enemy. Jedi ssscum."

Hakar paused to let the profane word gather everyone's attention.

"Black Sssun will sssoon cassst our sssshadow over the adrenal minesss on Quesssh. Consssider the value of an Imperial ssstormtrooper enhanced with high performance combat ssserum."

In the grand scheme of things, the deal Black Sun was offering was far more generous than it was risky. It’s not every day that the galaxy’s strongest criminal empire openly betrays one nation in a meeting to support another, after all. That sort of revelation usually comes at the end of a saberdart with an extortion note attached. The treasurer should leave Makeb feeling like quite a lucky boy.

The bargain sweetens, Imperial, but my patience is not so accommodating.” Velzari clicked his tongue when the words flowed, drawing attention back to his veiled threats. “As we speak, Makeb falls under Black Sun’s control. Every moment you spend deliberating our mining regulations and our ability to smuggle is another moment I spend considering the Sith or Mandalorians to be more attractive recipients of isotope-5.

Naturally, the Sith would have their share. The Mandalorians had no use for such volatile materials, lest they risk compromising the integrity of their neutrality in galactic society. If the treasurer bungled things now, though, well… Princess Quinn would be a very happy—and extremely well-armed—Sith Lord. Velzari suspected the Empire would prefer to acquire and maintain a military advantage over the Sith for as long as possible.

THE IMPERIAL TREASURER
AGGADEEN IN THE GALACTIC EMPIRE vol. I

Aggadeen remained indifferent, not due to the lack of value in what the Black Sun Syndicate was proposing, but rather because the manner of its presentation struck him as desperate. His gaze shifted back to the holographic display, as if he were observing something visible only to him.

He was not focused on the anger stemming from the threats; instead, he was analyzing the raw data, much like any businessman would, to assess whether this potential agreement aligned with the Emperor's intentions for the campaign against the Galactic Alliance.

The Empire could certainly benefit from the Isotope-5, using it to fuel their industries and military ambitions. The public shift in allegiance from the Confederation to the true Empire was a clear demonstration that their rise in the Core Worlds was advantageous to the syndicate. And securing a long-term contract with a faction as influential within the Criminal Underworld as the Black Sun provided they could be regulated would be a boon for stability.

Now onto the risk that a criminal syndicate by its very nature was an unreliable partner. Their loyalties were to profits and influence not to treaties and official acts in view of the galactic stage. The safe paths they promised could be compromised at any moment. In summary their entire offer was a gambit, designed to get the Empire to commit resources to their cause.

"You have alleviated some of the Empire's concerns regarding the apparent instability of the planet Makeb and the matter of potential transportation to Imperial Space. And the added benefit of the Syndicate's move towards the Quesh System as its combat adrenals will be most beneficial to the Empire. " Aggadeen said, acknowledging that they at least attempted to answer to the best of their ability as the Imperial Government was well aware that the Hapan Cluster had decided to withdraw from the Galactic Alliance and that pirates had been given a safe haven to thrive under the general oversight of the Black Sun.

The offer from Hakar Scaleback Hakar Scaleback was taken with a measured consideration but the focus needed to be on secure trade routes.

"The loyalty of pirates, even those under your skilled supervision, remains an unpredictable factor that the Empire is unwilling to tolerate. For instance, Legacy Pirates could seize the cargo before it even reaches us from the Hapan Corridor and demand a ransom. This would mean that we would be compensating you for the first work order, in addition to a second payment to these hypothetical pirates, resulting in both sums ending up in the coffers of the Black Sun,"

Aggadeen explained with a more assertive tone than previously, recognizing that the Criminal Underworld might utilize such tactics to uphold plausible deniability. However, the Imperial Treasury would not permit Imperial Credits to be expended twice on a potential work order that was not delivered.

He rose from his seat with a grace that only an Imperial could embody, offering a nod to Quinn Varanin Quinn Varanin . "If you believe that I am wasting your time, Underlord Velzari, feel free to approach the Mandalorians and the Sith Empire to negotiate even harsher terms than those offered by the Galactic Empire. I will duly note in my report to the Galactic Emperor that the Black Sun has been uncooperative; I am certain he will comprehend and reevaluate certain operations within the Core."

Should the Underlord choose to rely on subtle threats, the Imperial Treasurer would not intervene. However, the Emperor would undoubtedly be very displeased with the Syndicate's evident hostility towards his envoy, and who could possibly oppose the man who had slain Emperor Fel of the New Imperial Order? He proceeded towards the palace entrance to depart.

Mercy watched as the Imperial representative left the room after having blown up the negotiations entirely.

"Well..." Her boots settled on the low table in front of her, sprawling casually in the chair. "That went karking well." She said with a yawn as she pulled a cigarette from out of her pack and lit it up. Soon enough the tip was unleashing a trail of smoke. Mercy had been silent the entire round of negotiations, because her idea of a negotiation was mostly reminding the opposite side she could tear their head off without breaking a sweat.

Which apparently wouldn't play well with the representative of a nation that had just beaten the Alliance twice in a row at major operations.

Fair enough.

She drew in some smoke and expelled it through her nose while studying the Falleen. It was a bit hard for her to gauge his mood, because the Prince oscillated between serene calm and cold murder often and quickly. Maybe this was part of his plan, maybe it blew up in his face.

"So, are we arming the Sith then instead?" Much preferable... which was entirely unbiased. The fact that Mercy was a Sith at heart had nothing to do with her being pleased about the situation. The Galactic Empire was too orderly, too... shiny and pristine. And they thought they were better than everyone else.

Mercy considered it likely the Empire would have turned against the Sun sooner rather than latter anyway.
 
"Captain Olraen," Bodek guessed, not being entirely sure of this person's actual rank, "is there anything I can do to make your evacuation more efficient? I have offloaded my marines, so we can take up a substantial number of workers onto our Gozanti, taking them up to your mother ship... which I have thus far been unable to detect.

Alternatively, the Marines could be deployed to help your evacuees to move emergency supplies out of the facility. Food, medicine, clothing, personal effects. Our walkers have cranes, if there is any heavy cargo that needs relocating. My people will not rob anyone of their possessions. Well... other than the facility itself."

It would be a cold day in hell before she decloaked and let the Gozanti dock, but she kept her face quiet.

"Continued nonaggression is all we need," she said, shaking her head. "I appreciate the situation is..."

There was a large sharklike person thundering around some distance away.

"...relatively bloodless and I respect that. I believe there's room for the remaining miners on a nearby barge, but its captain is hesitant to pick them up. If you'd be willing to give him assurances that he'd be safe to approach and take on them and their personal effects, I think we can pull out the evacuees within an hour or two. Does that time frame work for you?"

Velzari’s head rolled back as he filled the room with a full-bodied laugh.

Your lack of faith in Black Sun is the true embodiment of ‘uncooperative’ here, Treasurer. We are a syndicate. An empire of crime. A spiderweb that spans hundreds of systems. Do you not think us capable of protecting our own operations? Do you think we are so moronic as to sabotage our own relations with the Core to double dip on mineral shipments?

He laughed again, deeply amused by the assertion that Black Sun is anything less than the vice that grips all of the Underworld. Velzari’s eyes narrowed at the Imperial, who’d already stood to depart. A wolfish grin followed.

Report whatever you wish to the Emperor, but make no mistake: Solipsis and I have plans far greater than isotope-5 and your paranoia of piracy.

A final comment, made with a small chuckle. “And do append a note to your report. I would prefer to deal with the Grand Vizier in the future. Our first meeting was very successful, and I suspect future discussions will continue to be so.

Perhaps Myi did not know, but it was Shannic Wulf Shannic Wulf who met with Velzari on Nar Shaddaa at the Emperor’s behest. Black Sun had allied itself with the Empire months before its reclamation of the Core. The Underlord was not afraid of being badmouthed by a bureaucrat. The Syndicate’s place had been secured long before today, and that place would not soon be shifting any direction but upward.

As Aggadeen exited the throne room, Velzari shifted his attention to other matters. Mercy Mercy was eager to sell to the Sith instead. The other Vigos, surely, had news for him across their respective sectors as well. Schemes to regale, victories to share.

The Underlord nodded toward Quinn Varanin Quinn Varanin as he responded to Mercy. “Selling excess isotope-5 to the Sith was always the plan,” he revealed. “Emperor Solipsis will surely boast the same hunger for the stuff as before, but should Myi pull more weight than he’s worth… yes. The Sith, I imagine, would not turn their noses up at such a remarkable arrangement as what was offered to the Imperials, should the Empire reject the deal.

The Underlord clearly wanted to move on. This was now the braggadocio and idea criticism part of the meeting, tale as old as time. Jerec adjusted his mynock-leather cloak self-consciously. For drama and bandwidth alike, the Empire was a tough act to follow.

"The new Cataclyst Raider corvettes have seen action at Toydaria, Hapes, Kattada, and the Godsheart Pulsar. Many more to come. You might recall I had the banker Reegor and his wife and sons killed over Toydaria, then had a ripperdoc give the wife someone's cyborg heart. Reegor's widow, the estimable Captain Flapessa, has been reign-of-terroring it up on our behalf.

"Also, I put out a basic bounty of 7,500 Underworld Credits for Jedi surveillance, so Koda Fett tracked down a new Jedi terrorist group — with real terrorists! — and we extorted 650,000 at auction for the footage. There are a lot of Jedi in the arms trade with a lot of money and I think the extortion angle is replicable, especially with the Empire taking the Core and the..." Jerec made air quotes. "...heroes turning insurgent. I'm also taking six-figure bids for a scroll that declares the bearer Jedi Grandmaster. That one's going well.

"Two things most people don't get about Jedi. They're driven by pride and insecurity...and a lot of them are rich as hell and willing to pay through the nose for that pride. They will give us money. Over and over."

"Does that time frame work for you?"

Bodek considered it for a moment, and then nodded. "Yes, that seems fine. I'll have my men form a front along here," he gestured, "to keep any overzealous Syndicate members from advancing past us."

He hesitated slightly before adding, "It seems plain to me that you are somehow concealing the position of your mother vessel. I don't care about that. But if you are discovered by another party, please send me a communique. I'll make it clear to my associates that you are helping us to clear combatants from the combat zone."


It was close enough to the truth.

Then he lifted a fist, holding it outward against his forehead. "Thank you for your forbearance during this difficult hour."

He turned and began hauling the large flag back to his troop's position, activating his comm unit to send a message to his communications officer.

"Jelka," he said, "send a message to our Syndicate Allies. Let them know we are in the process of pacifying the facility and should have it within two hours with minimal casualties.

Also... see if you can find out about that shark-man running around not far from our position."


The last thing he needed was for a wildcard to disrupt an orderly enemy withdrawal.

Quinn listened to the deal unfold, to Mercy, who had her colorful options, and the laughter from the Prince of the Underworld. Her gaze wandered from the Vigo to the Prince. She had nodded to the Imperial representative as he left the room without the coveted Isotope-5.

She wondered how the Emperor would react to this slip-up. The man focused too hard on the schematics and didn't weigh the options correctly.

She sighed, resting her chin in her hand.. The Princess assumed that the bureaucrat sent would have been able to see the value over the risk of the deal.

Quinn remained quiet, letting the Vigos speak before she shifted in her seat and looked to Velzari — her hands resting in her lap as her smile tugged at her lips.

"It is quite the loss for the Empire." She started, her eyes drifting to the door where Myi had just left. "But what is the loss for the Empire, is the Sith's gain."

A small chuckle as she tilted her head, letting the crown of ashen hair cascade against her face. She mused, thinking how this deal would benefit her the best — how she could bring it home to the Sith. This would give her weight; it would fuel her power grab for the Dark Council.

"If the Empire further denies this trade, or decides to continue to worry about their precious cargo, I offer aid for access to Isotope 5."

Quinn had a few chips up her sleeve to play.

"To help protect the shipment, I have a very effective mercenary group. They could fill any ranks, adding power to the crew, making the delivery." Quinn continued to smile as she nodded.

"I have a few other items that might be to your liking, Prince Velzari, but we can discuss more once the Empire finally decides what to do with your generous offer."

Her gaze never left the Falleen Prince.

"The Sith have much to offer."

A sensible offer,” Velzari noted with a nod. He wore a grin like a silk shawl, easily donned or doffed at a moment’s notice—but for now, he seemed pleased with the deal’s shifting direction.

If the Sith continue to make such wise decisions, you might find yourselves in a very lucrative position in the Underworld. Black Sun plays the game regardless; the Empire will soon learn that it does them well to play along rather than watch.

The Underlord was very intrigued by the princess’s offering of additional security. Mercenaries, she called them. Lesser crime lords might have taken it as a slight, but Velzari was wise enough to respect the Sith’s interest in keeping such expensive—and volatile—materials secure. Too bad the Empire wasn’t as eager to spare a few TIEs to protect their precious cargo. It was all the same to Velzari in the end. Sith credits spend just as well as Imperial does.

Tell me more about these… mercenaries,” Velzari said. He learned forward, stepping his fingers as his full attention landed on Quinn. He was eager to know how they operated, and more importantly, if they would play nicely with the Black Sun Guard.

As the Black Sun-affiliated crew (or contractors, possibly, or professionals under obligation) went about their work of dispossession, TK made her exit. It took a decent amount of coordination to get the remaining shuttles filling the barge she'd mentioned, but once she did, the facility emptied out rapidly.

From there it'd be a matter of gathering the shuttles from their deep-space evac points and dropping everyone off at the nearest reasonably safe port, Dressel or Lannik most likely. Assuming nobody had staged a mutiny - and the shuttles' cockpits were well-defended - it ought to all unfold the way a dozen such operations had unfolded over the last year. Quick transport, quick handoff. If anyone was at particular need - injuries, refugee claims, illness - the Initiative partnered with all kinds of local services and agencies so its rescue ships weren't always just dumping people at a spaceport.

The cloaked frigate left separately; a rendezvous in Makeb space would have pinpointed its location. She rode with the barge in the illusory guise of a hulking tattooed Dowutin wearing an Initiative uniform. It worked out pretty well.
