What would I do if I want to make a different, made up material or mineral? I want to make something like lead that can block X-Rays (or maybe even Gamma rays) but is lighter and not poisonous.

For reference on all questions regarding getting X approved, a complete and quality dev thread will absolutely never hurt your cause. We like seeing people willing to do the work to get their toys. As [member="Delila Castillon"] can attest, we even love seeing dev threads on things that otherwise shouldn't need them. The willingness to put forth the effort before you're asked to nets you huge brownie points in our book.

But to answer the question about minerals/materials, they're absolutely allowed, just like any other tech-related stuff. They go in the tech section, and they face the same restrictions as tech, viz. lightsaber resistant materials are never allowed in mass production and require development threads.

I have an item that I'll be modifying shortly due to this problem I witnessed, but on of the my items (The H.E.R.D. Laser), it would seem that not only me, but the Factory Judge, and the Roleplay Judge that approved the submission seemed to have missed that the phrik I put into it was illegal, because the objective I completed was incorrect. In fact, I completed a Cortosis objective. I don't want cortosis for this item, because I specifically wanted phrik for it.

Should I just do a phrik objective to make up for the mistake, and then modify it to have the link included in there?

Lastly, what is the general Factory Judge procedure when mistakes are made in the approval process?

Going to answer your last question first, The Submission Modification thread. Just put in that it was a mistake in the reason why.
And seeing as the phrik was used for flavor purposes rather than its resistances, I'm going to say not to worry about it. You put forth quite a bit of effort to build this thing and it's well-written and balanced. That and the fact that you called yourself out on it gets you a pass on it in my book.
