Imperialism is "a policy of extending a country's power and influence through colonization, use of military force, or other means". There are considered two subtypes of Imperialism; which the first is the "regressive imperialism" identified with pure conquest, unequivocal exploitation, extermination or reductions of undesired peoples, and the settlement of desired peoples into such territories; The second type identified is "progressive imperialism" founded upon a cosmopolitan view of humanity, that promotes the spread of civilization to allegedly backward societies to elevate living standards and culture in conquered territories, with the allowance of a colonized people to assimilate into the imperial society, an example being the which the Galactic Empire claimed to give their subjects a number of advantages.
For the Galactic Empire under Palpatines vision this was wholly embodied by the regime he created. That Regime would last only for a blink in the galactic history books but it was one of the most powerful regimes to ever grace this galaxy.
An Imperialist would exercise both subtypes as needed to achieve the primary goal of the ideology, power and influence. Palpatine had achieved just that. Through the Imperial Military the Galactic Empire extended its ability to project its power and influence through the use of both subtypes of Imperialism. Base Delta Zero was perhaps the most pure and blatant application of regressive imperialism. On the other edge with progressive imperialism the assimilation of nearly all species and systems under the Imperial banner would lead to the elevation of living standards, technological progression, and vast number of advantages many would benefit from.
