The Caragachi Commonwealth has long encouraged the development of unique civilizations and cultures across the Unknown Regions. It has shown nothing but respect for the customs of its neighbors, offering economic and or security pacts based upon well-established, mutually agreeable traditions. Even if aspects of a foreign culture may seem distasteful to citizens of the Commonwealth, it is to be respected nonetheless based on the understanding that building positive relationships with our neighbors will be invaluable in Caragach’s rise. We are glad to say that, for the most part, that respect has been reciprocated.
The Commonwealth was therefore surprised to learn that another rising power in the Unknown Regions has shown blatant disregard for not only the traditions but even the sovereignty of its neighbors. This power is known as the Farworlds Alliance.
In its Charter, the Farworlds Alliance declares the right to launch “humanitarian interventions” against states that practice "slavery and forced labor”. Though couched in the terms of protecting civilians, this mandate hides a far more sinister agenda. The Farworlds Charter in fact gives the Alliance free rein to “intervene” in any world or installation that they can feasibly claim is host to slavery or forced labor.
The fact is that forced labor is a widely practiced custom in countless societies throughout galactic history. Even the Old Republic used penal labor for many of its greatest construction projects. In other nations, what the Farworlds Charter may consider “slaves” are in fact peasants whose poverty prevents them from leaving their land or prisoners of war who are commonly expected to repent for crimes through service to the state. These are centuries-old traditions that often enjoy mass popular support among their populations.
For these peoples with their diverse traditions, a “humanitarian intervention” would be a death sentence. It would require upending their very civilizations, bringing ruin to prosperous worlds. It would forcibly assimilate the innumerable peoples of the Unknown Regions into a single system centered around radical, often unpopular ideas. The fate of species would be decided not from their own planetary capitals and councils, but from the halls of the Farworlds Assembly in Centerra.
The Caragachi Commonwealth therefore promises that its doors are open for those who have been persecuted or attacked by the Farworld Alliance and urges Caragachi civilians to avoid doing business with the warmongers of Centerra.
Furthermore, the Caragachi Commonwealth will not sit idle while the Farworlds Alliance's veiled aggression threatens the entire Unknown Regions. In order to protect the peace, the Commonwealth has authorized the limited deployment of its naval forces outside its own territory.
The Caragachi Navy’s Fourth Fleet has been redeployed to a position just north of the Langhesa system. This position puts it in close proximity to the Farworld Alliance’s core worlds of Centerra and Refuge, allowing the Fourth Fleet to monitor Farworld fleet deployments.
The Commonwealth issues a firm ultimatum: if the Farworlds Alliance chooses to wage an unjustified, ideological war against its neighbors with whom it disagrees, the Fourth Fleet will be deployed in defense of peace and stability.
Yet it is important to note that Caragach does not seek to wage war against the Farworlds Alliance. The Commonwealth sincerely hopes that the Farworlds Assembly can be convinced to cease their aggressive behavior and respect the sovereignty not only of its own members but of all its neighbors in the shared community of the Unknown Regions.
The moment that clear, binding, and publicly available assurances are made by the Assembly that they will not engage in acts of unprovoked military aggression due to cultural differences, the Fourth Fleet will be withdrawn, and the fragile state of peace in the Unknown Regions will be meaningfully mended.
