DESCRIPTION
The Zakuul Industrial Concern is a state-run manufacturing entity, responsible for the rapid expansion of the First Order military machine. The Concern is a closed market conglomerate, prohibited from selling their wares to non-state, external entities - except under specific exemption at the sole discretion of The First Order. They operate with the same cold, clinical focus that describes the First Order military - seeing the natural resources of any planet within their reach as the primary measure of a planet’s value, as opposed to its populace or cultural significance; the only exception logically being Zakuul itself.

RATIONALE
While at first beginning as a collection of state-run entities under the direct state management of the Eternal Empire; with the collapse of the central government, many of these companies and manufactorums began selling off their inventory and equipment to survive and reform. While at first appearing to transition into full integration within the free-market economies of the Galaxy, such efforts would be ruthlessly and decisively stamped out as the FIRST ORDER began to emerge from the shadows. Each entity would be systematically cajoled or coerced under the direct control of the First Order’s hidden leadership, albeit from the shadows. Today, the First Order begins its reemergence. While under the ultimate authority of the SUPREME LEADER, The ZAKUUL INDUSTRIAL CONCERN falls under the direct purview of Grand Admiral Vladic Drakov , if for no other reason than the Navy serves as the chief logistical wing of the Concern, and therefore administers its operations from behind the scenes of its forward facing bureaucrats and overseers. While preference is given to self-reliance in the form of internally produced materials and components; whatever the ZIC lacks is purchased via proxy shell companies, and shipped to Zakuul for prompt reverse engineering and reproduction.
