  • Headquarters: Yavvitiri, Veed District, Yaga Minor
  • Loyalties: Yaga Minor Planetary Government (purported), The Helix Syndicate (actual)
  • Group Sigil: Three triangles interlocked.
  • Description: The Yavvitiri Central Planning Commissariat is a body of commissars appointed by the planetary government of Yaga Minor to administrate the important commercial city of Yavvitiri. They have experienced a marked increase in efficiency in the last few months.
SOCIAL INFORMATION
  • Hierarchy: The YCPC is made up of six Commissars, one Chairman, one secretary, and one treasurer. Each Commissar is the final authority of their appointed sphere and answers only to the Chairman. The treasurer is in charge of budget allocation and tax collection. The secretary is the primary public face of the YCPC and also conducts most of the Commissariat’s meetings personally. The Chairman is the final authority on all internal disputes. He also sets the YCPC’s agenda and city-wide policies. All of these positions are filled through appointment and many members are not even natives of the city.
  • Membership: Aside from the leadership, almost everyone who is a member of the YCPC is a bureaucrat, steward, or administrator. In order to be employed by the YCPC, you should have both a primary and secondary education. Preferably one in public administration. Job offers are made to those who show a talent for bureaucratic work… Or a fanatic, borderline psychotic devotion to all levels of governance. They try to be open minded about these things.

HISTORICAL INFORMATION

The Yavvitiri Central Planning Commissariat is one of thousands of Central Planning Commissariats to be found on Yaga Minor. Each one governs its own city at the behest of the central government. As you might guess, the domain of the YCPC is the city of Yavvitiri. Like all Central Planning Commissariats, the role of the native Yagai has been largely marginalized in favor of the planet’s majority human populace. Everyone on the YCPC since its inception has been human or near human.

Yavvitiri has always been in a unique position on Yaga Minor due to its important spaceport. It is the gateway between Yaga Minor, its extensive orbital shipyards, and the rest of the galaxy. Given its large population and the constant influx of travelers and migrants, the YCPC has historically been one of the more troubled Central Planning Commissariats. Its early years were plagued by corruption and inefficiency. So were its middle years as well. Eventually the planet’s government stepped in. The Commissars who were not executed for criminality were fired for incompetence. A new cabinet was brought in, personally appointed by executive officials in the central government.

Despite all odds, the new line up of Commissars has proven remarkably effective in keeping Yavvitiri on the straight and narrow. Growth continues at a steady rate. Commerce is regulated closely, but not to the point of stifling. By appearances, the bureaucracy has turned from an unnavigable mess to something more streamlined. In reality, the new lineup was not so much selected by the central government as it was orchestrated by the Helix Syndicate.

The appearance of an effective bureaucracy is merely the result of a clandestine partnership with the Helix Syndicate.
