SPECTRE is an organization centered around the idea of galactic influence through stealth methodology. In general, the organization was founded on the belief that the Empire and the Sith are at the heart of the major evils the galaxy faces, and as a result they must be eradicated through any means necessary. In order to do this without drawing backlash, members of SPECTRE hide their real identities, even from each other. The only one to know who people really are is Shadow, who personally recruits each member to the organization, but to protect that knowledge, nobody knows who he is.
The organization operstesnin secret, employing a wide variety of tactics to eliminate individual threats and topple governments. This can be done through infiltration, assassination, or any other means necessary. Collataral damage is viewed as acceptable among members of the organization provided it is contained and not grotesque in magnitude. Through these means, the organization seeks to end the galactic dominance of the forces of evil.
SPECTRE also recognizes that governments do exist that want to help eliminate the evils of the galaxy. As such, the organization is also an information broker. Some operstives prefer to act only in this manner, spying on governments and selling information to those who can use the information obtained. In this way, they can prevent disaster from falling on the good guys.
