Designed by Sasori and its medical labs at Sakura with experiments into different plants for effects. In this case shadowroot from endor and what could be done with it. One suggestion was a healthy smoking implement which was intriguing enough for the medical labs to work on it. The Victory Dance is for its namesake and how they managed to do it. Through materia and the shadowroot.. the main effect is a super calming effect on the body. Allowing greater mental clarity and focus... the secondary effect is the smoke itself can cling to clothing and skin making one invisible. Until it is washed off with water or sweat that is.. the stealth effect is fairly strong since it is not technology or force based it is harder to detect outside of thermal imaging for the person. The few testing it said that inhaling gave a sweet taste akin to amber and rain when ignited.
