Modernization is a real challenge at a social level. Traditional structures and authorities are in question, and the tribal council struggles to keep order. There’s a general mood of anxious excitement, risky opportunity, and an unknown future. Travelers should be very, very cautious. Oddly, the safest place to be is near the small Sith Empire garrison.[/SIZE]
  • [SIZE=9pt]Description: The Whiphids built Uglaqq City in a deep, stable glacier crevasse. The city’s outskirts include many ice caves and tunnels. Starships land on the glacier around the city, and small craft (freighters, starfighters) can find hangar space in the canyon city. Uglaqq City is very cold by human standards.[/SIZE]
[SIZE=9pt]POINTS OF INTEREST[/SIZE]
[SIZE=9pt]A deep bedrock tunnel, far below the glacier, connects the deepest shelters and storage caverns of Uglaqq City with the nearby city of Rukhearth. The tunnel sees frequent shipments of mastmot meat, pelts, ivory, and technology. It’s tall and wide enough for speeder trucks or live mastmots.[/SIZE]

[SIZE=9pt]Most offworlders who live in Uglaqq represent physically comparable species who appreciate the cold -- Talz, Eloms, even the occasional Wampa. For those who don’t (e.g. spacers on shore leave), there’s exactly one comfortable place: the Blue Horizon Hotel. It includes a spa, heated pool, restaurant, club, and convenience store. The one convenience the Blue Horizon doesn’t offer is private docking: you still need to land elsewhere in the city. [/SIZE]

[SIZE=9pt]Hot water springs in the bottom of the canyon provide bountiful geothermal power and source the public baths.[/SIZE]

[SIZE=9pt]The Hearthfire Technical Institute is, as of this writing, the only institution of higher learning anywhere on Toola. Hearthfire offers a wide variety of practical courses (with an emphasis on mechanical and engineering studies). Though several traditional courses are taught in the Whiphid language, Hearthfire places a dominant focus on literacy in Basic, Huttese, and other common trade languages. Ideally, a Whiphid who commits to a course of study at Hearthfire will graduate with the skills to make a solid living offworld -- or help to advance the Whiphid civilization. Offworld teachers are common and generally honored, though more than one professor has fled the planet after a severe faux pas. Hearthfire accepts barter as payment, and does a fair but brisk business.[/SIZE]

[SIZE=9pt]SECURITY[/SIZE]
[SIZE=9pt]High. Occasionally, a local tribe might attempt to raid the fringes of Uglaqq, and it’s an interesting target for offworld pirates. The Toolan tundra is also full of dangerous predators. Therefore, the Whiphids have loaded for bear. A [/SIZE][SIZE=9pt]White Iron[/SIZE][SIZE=9pt] area shield generator protects the city and its immediate surroundings from ice storms and orbital bombardment. Uglaqq City also boasts perimeter [/SIZE][SIZE=9pt]tanglefields[/SIZE][SIZE=9pt]. The perimeter is overseen by a few good blaster cannon turrets in anti-starfighter, anti-vehicle, and anti-personnel configurations. And, of course, the city is chock full of gigantic, muscular, short-tempered aliens who really like stone spears and [/SIZE][SIZE=9pt]specially engineered rifles[/SIZE][SIZE=9pt]. The average Whiphid stands between seven and eight point five feet tall, hunts for a living, and lives up to two hundred and fifty years. These are not people you want to cross. [/SIZE]

[SIZE=9pt]HISTORICAL INFORMATION[/SIZE]
[SIZE=9pt]The long-term success of Rukhearth demonstrated to the local Whiphids that their way of life could be compatible with city dwelling. It also lured back many Whiphids who’d found offworld careers and who tended to look down on the acephalous tribal arrangements they’d left behind. Tionese investors began sniffing around at a new opportunity to secure high-quality furs and ivory. And, of course, Velok poured an awful lot of resources and influence into the project. Long years of trading in the Sith worlds and raiding in space had left his associates flush with resources. They were only too happy to become central players in a scheme to create Toola’s first true city. Whiphids founded Uglaqq around the time the Silver Jedi Order gave up the surrounding territory, and the city was fully functional by the time the Sith Empire annexed the sector. [/SIZE]
