UGF Integration

With Arla taking the role as Minister of Internal Security and Intelligence, i'll be expanding upon integrating the Qenan Intelligence structure into the UGF. A lot of what was previously Qenan will become the foundation of the UGF's intelligence apparatus.
Intelligence HQ will be on Qena
A director will run intelligence under the personal oversight of Arla.
The Blackhand will operate under the personal oversight of the director.
The organization will be divided into Intelligence and Operations Directorates.
Each Directorate will have four Divisions

Analysis
Data/Information
Research
Operations Directorate
Counterintelligence
Observation
Paramilitary
Security
