Ever since he had taken the reins of his grandfather's company, Czerka Arms, Tyri Lsu had developed quite the mind for business. However, despite the fact that this new, productive mindset brought in an unparalleled flow of credits; it did take him away from that which he enjoyed most of all. So, in the interest of returning to his roots as a simple engineer, Tyri decided to pay a visit to his extended family: the Confederacy of Independent Systems, in order to cook them up something rather delicious. The result, following a collaboration with members of the Bothan species, was something that would give members of the Phantom Corps, Joint Security Initiative, and Templar Infiltrators a competitive edge over their competition.

However, before this concept could be put into practice on the field of battle, it would have to be met with approval and funding on the part of the Confederacy. To this end, the Echani and his main collaborator, one Wiklea, had scheduled a meeting with one of the representatives of the government itself. This individual was none other than the Templar Knight: Vorhi Alestrani. Confident strides bore the silver-haired gentlemen down the hallways of the Bothan Complex that the CIS government called home, and following a rounded corner, he found himself in the conference room that was set aside for the meeting. He was first to arrive, and busied himself getting ready by setting up the terminal on the conference table so that it projected his schematics properly.

Wiklea Ve'nar marched down the familiar building of the CIS, the Bothan had a lot on his mind recently. The meeting with Medon on Utapau had given him multiple regrets, one of them being his service to the CIS. He had been so caught up with the fact of self-promotion that he had overlooked the fact that his people were now being subject to multiple other species. Sure, there was a Bothan on the council, but what did that matter when he was forced to sit around and make decisions for all the species and planets in the Confederacy? If he ever wanted to make a name for himself in this galaxy, he couldn't have the Bothan's lounging around and taking orders from others. It was well known that most people didn't like Bothans and so his own people were his only chance.

The Bothan entered the room to find an Echani scrambling to set up his presentation equipment, at least he had sense enough to get here early "I see you got here early, excellent. Bothan officials tend to hate waiting and showing up late or on time would have been seen as incompetence. Neat and orderly, always remember that when dealing with my kind, Echani."

Vorhi was assigned to this project. After all, antiquated and bygone technology was his strongsuit. Resurrecting weapons projects from previous millennia was also his skill set. Still, Even for a man of Wiklea's talent, this sort of maneuver was quite a bold claim. Still, it would be interesting. His assistant for the meeting, an accountant form the Trade Federation advisory council, also came along as he walked towards the conference room, looking about and smiling as the door opened, his usual warm, bubbly self.

"So, then, you must be Tyri," he said extending a hand. After all, a good handshake was polite at times like these. "I'm going to assume that Wiklea already briefed you on the security rules about this project, and the fact that both billing and ordering will reflect a large number of transport shuttle components instead," he said with a nod. "I'm eager to 'see' your results," he said with a laugh, his own joke fairly awful. "Normally I'm not one for weapons demos, but if this works, the Templars are just as interested in its applications," he said calmly.

He offered Wiklea a salute, nodding. "Good to see the JSI is interested in R&D," he said with a smile. "Future-mindedness is what keeps us all a step ahead, after all. Well, that and a healthy level of caution," He said as he sat down calmly. "Alright, gentlemen. Mr. Abrennae," he said as he gestured to the quiet, slim geonosian, "is the man who needs convincing here. If he feels this is money well spent, then you can start smiling a bit wider." And they could all start using the tools here to their advantage, if they were legit. He smirked. The Geonosian nodded. It was time to start this.

The first individual to arrive in the conference room was a member of the Bothan race: Wiklea. This gentleman was his collaborator in the efforts to revive a piece of technology that was ancient, to say the least. In fact, the last time this particular armament had seen action was during the Galactic Civil War, in which the forces of the Empire battled against the Rebel Alliance. The Echani, once he had finished setting up the terminal for his presentation, turned to face the Bothan and greeted him with a warm smile. He regarded the man's words and took them at their value, and responded with a respectful: "Understood Mr. Ve'nar, thank you for all of your assistance in this project."

Once said, the Echani stepped back from the terminal in order to greet the ambassador and his assistant who then entered the room. He first returned the man's handshake firmly, while offering a polite chuckle at his joke...which, by all accounts, was terrible. Tyri nodded along with all that was stated by the man and then stepped away from the table so that he may begin "wowing" the representatives. After clearing his throat, and tapping a few keys on his wrist-bound datapad, Tyri began.

"I thank you all, first and foremost, for coming to hear this presentation. As you may know," he said, beginning the holographic projection of the Bothan Cloaking Device, "this particular device has a service record rich with success, and is a hallmark of the history of the Bothan people. Utilizing the technologies of the present, it is our goal to revive this piece of technology for usage within the Confederacy of Independent Systems in various capacities. Before I begin with the technical specifications...Mr. Ve'nar, is there anything that you'd like to add?"

Wiklea returned the salute "JSI always has the best interests of the Confederacy at heart" Wiklea said, before turning to greet the representatives and then taking his seat to watch Tyri

Wiklea eyed the Echani, he wasn't too thrilled about having a non-Bothan revive this technology with him. However, it was not Wiklea's idea and double crossing someone was a sure way to draw CIS heat. At least his presentation was good, nothing to complain about on that end. When the Echani asked him if he had anything to add, Wiklea stood calmly from his seat. "My people have a proud history in the espionage field, the Network has been the source of multiple turning points throughout history. From the days of the Old Republic, to the Galactic Civil War my people have relied on only the best in stealth technologies to accomplish their missions. So extraordinary were their advancements that even the mighty Deathstar was brought down thanks to the infiltration techniques allowed by technologies such as this. The CIS would do well to arm their agents with the best the galaxy has to offer and I assure you, this is it." with that, Wiklea took his seat and motioned for Tyri to continue.

Vorhi nodded. "The Bothan infiltration networks were one of the largest contributors to many war efforts, including the collapse of the Galactic Empire," he said with a bit of acknowledgement. "If you have reproduced that technology, than you success is a powerful motive for the CIS." He looked to the Geonosian, Mingle of Annebrae.

The insectoid just nodded. Vorhi smiled warmly. He couldn't wait to see this. Wiklea was a cynic, and not the type to chase fairy tales or rumors--he was ambitious, but not reckless. If he was backing this with confidence, then that meant that the entirety of the system was worth looking into. After all, if this hotshot from Czerka could convince Wiklea he was the real deal, he definitely had something worth looking at, at least.

With all that said, the Echani simply smiled and rendered a polite bow to those he was presenting to. "You have my thanks for your words of confidence," he began, standing straight once more, "now then, let us begin." His fingertips then began to dance upon the keypad, expanding the holographic projection of the device to show blueprints. Each individual part of the device was highlighted, and a brief description of the vital components was provided in Galactic Basic; with font large enough for all those present to read. However, Tyri would not simply rely upon text to get the job done, he needed to present the technology.

Stepping forward, he confidently motioned to the device and then began to give expositionary details. "My friends, the Bothan Cloaking Device relies upon that which the Confederacy has already obtained through prior agreements across the stars. At the heart of this excellent piece of technology is a single shard of adegan crystal; which has been mined from the Cularin Asteroids and Halm respectively. While this crystal is, regretfully, in limited supply, we do have access to enough so that we can make a minor production of this product."

He continued to move about, owning the floor. If there was one thing the Echani knew how to do, it was making effective usage of the space he was given to present.

"We have the collaborative efforts of the Black Sun Syndicate and the Confederacy to thank for the creation of the means to make usage of this crystal as a source of stealth technology. And through this, our agents will be able to project stealth fields about their body. This stealth field will mask its wielder completely from view, thereby allowing for easier infiltration or guerilla tactics on the field of battle...Now, before I continue, any questions thus far?"

"I have a few questions concerning it's limitations," Vorhi began. "I have been told that such technology cannot by-pass force-based sensory perception, such as my own vision. Is that true? Also, I would like to know, how long the operational time of the device is before recharging is needed," he said calmly. "I've also heard that weapon flashes are too bright for the field to account for, limited the use of weapons while cloaked. While that isn't a great hazard," he said calmly, "It's the kind of operational knowledge required by field operatives," he said softly.

He prodded thoughtfully at these questions. He wanted this technology to be quite grand, but he wouldn't walk away from all of this, even with serious limitations. After all, it'd be small-minded to ignore the usefulness of a fork simply because it wasn't good for eating soup.

"These are excellent inquiries, Ambassador Alestrani." said the Echani, clasping his hands behind his back momentarily. "To begin, what you have heard regarding the relationship between Force-based perceptory abilities and this cloaking device is correct. It cannot veil an individual from the vision of the Force; thereby it is advised that extreme caution be utilized when infiltrating areas characterized by wielders of the Force.

Next, the operational time of the device is, on average, ten seconds of stealth prior to a thirty second cooldown. At which point, the device can be utilized again. However, per engagement, the device can only be used a total of five times before the power cell is completely exhausted and charging is required.

Your intelligence is correct once more regarding the relationship between weapon flashes and the device. The field does not have the capacity to prevent blaster bolts from being veiled, nor does it do anything to stifle sound. However, while this does limit the usage of weapons, the most viable option is a silenced slugthrower; which would have significantly little to none weapon flash and low sound. However, it is noted that heavier weapons do not benefit the infiltrator well, as they do hamper maneuverability; but that is another matter altogether."

He nodded. "Alright so we can't use this against force-sensitive targets without distracting them otherwise, such as with a time explosion. The muzzle flare issue is less problematic at close quarters, where a good knife and a bit of stealth can go a very long way. Or my own method of just punching someone in the throat," he said casually, to the surprise of the Geonosian at the table. After all, he was a Skilled Teras Kasi fighter He knew that one good punch could kill a man, if no decent defensive reaction is taken. And with this device, there'd be no need. "So what I'm hearing, is that the field is ideal for quick surprise attacks, but not long-term stealth. That means we'd only be giving these out to operatives who are skilled enough to use them properly. Thankfully, I'm certain me and Wiklea have plenty of people trained to use this."

He looked over at Tyri with smiling friendly demeanor. "Frankly, I'm thinking we could integrate it into those protective stealth suits we've been working on, develop it as a full system assault suit." He nodded to Wiklea. "What do you think, director? After all, you're the one most studied in this technology. Can you train our operatives to integrate it well into their missions?"

Wiklea looked over to the Templar and nodded, "This technology can easily be integrated into missions, in fact I feel as if both of you do not understand the capabilities of a well trained operative with this kind of technology" Wiklea cleared his throat before continuing "Your concerns are well based, but I can expand on the answers already given by my esteemed partner. While this weapon does lack the ability to go unnoticed by force-sensitives, technologies available to us can be used hand in hand with this new device. The cloaking field will allow our troops to infiltrate enemy structures or sneak past enemy lines, completely unnoticed by cameras or non-force users. This weapon has a wide variety of espionage and unconventional warfare applications." Wiklea took a breath, enough time to prepare a short scenario in his mind, as an example to the representatives "Imagine, if you will, a city fortified by fleeing slavers. They have taken the entire city hostage and demand that they be allowed safe passage off of the planet. Among these pirates are rouge Jedi, force-users who have chosen a life of crime. Obviously, we cannot allow these criminals passage off the planet and a full scale assault would result in needless civilian losses. With this technology, we could insert operatives easily into the city and arm them with force-breaker grenades and gases that can be stealthily deployed to disrupt the abilities of force-sensitives. Then, armed with weapons such as a Plasma Caster could quickly and silently incinerate foes without giving away their position." Another pause to let his story sink in "With proper training and the use of other available technologies, this device could win us any conflict or war that we may run into."

Vorhi nodded calmly and smiled. "A plausible scenario, Wiklea. You're right--the Phantoms, when properly trained with this technology by your capable guidance, will have an even greater level of flexibility in achieving objectives and maintaining control of the battlefield firmly in CIS hands," he said calmly. "I believe our infiltrator division in the templars will also desire some of these suits for certain specialists as well. Now, we must get to the hard end of this, and discuss the price," he said, gesturing politely to the holographic model. "You've put real work into reproducing this lost technology, and it works well. Even with it's limitations, it's a game-changer in the right hands. So, how much is it going to cost to make ours the right, and only hands?" he said calmly. Exclusivity and secrecy were paramount here--after all, it wouldn't be much of an edge if everyone had super-soldiers with cloaking devices.

"I agree," began the Echani with a nod, "with proper training, our operatives will undoubtedly be able to make avid usage of the device. Now then, it is time to get to the meat of the sandwich...the Bothan Cloaking Devices are not the definition of cost effective. The scarcity of adegan crystals, coupled with shipping, tariffs, and the like; in addition to making absolute certain that these pieces of technology remain exclusively within Confederate hands...the end result is a price tag of approximately one-hundred thousand credits per unit." He took a moment to allow the enormity of the price to linger in the air before continuing. "While this is the definition of expensive, the high price does come with exceptional value. They will be few in number, when produced, so much so that those carrying them will regard them with utmost care. Furthermore, even if the schematics for the devices fell into the hands of other governments, the price cost for production would be even higher; due to the lack of concrete sources of Adegan unlike that which we have. If the price does not deter your decision, then I do believe we can proceed in earnest."

Wiklea turned to the representatives "I believe the cost is a small price to pay. This device is infinitely less expensive than building a warship and, quite frankly, has more applications than one. With this device, we can prevent wars and thus the need to amp up production of expensive warships and weapons."

If ever a Geonosoian could be say to have his bulge more than usual, this was that time. He did some number crunching. Vorhi didn't flinch. He was dealing with the only supplier in the galaxy, and credits were easy to come by for the trade council and the CIS military expense budget. He knew his budget limitations. "Twenty," he said calmly. "2 million credits will be moved into secure Czerka account, levied for positron reactor coolant and shipping costs," he said, smiling. "Twenty units will be shipped to Bothawui, bothfor the Phantom unit's usage and for the Templar Citadel on Roon." The Geonosian mumbled something about "negotiation" and "flippancy." Vorhi nodded swiftly. "This is a substantial amount of money for a very unique arms sale, Mr. Lsu," he said with a smile, dirving the point home that Mr. Lsu was now on a list of trusted suppliers. "Wiklea, your contributions to this project's development are worth mentioning. You've proven yourself to have a knack for picking good research projects and collaborators, and I like to listen to good judgement," he said with a smirk. "I hope you'll come to me with more project recommendations in the future. I like talking with people who know what they're doing," he smirked with his usual cheeriness.

The Geonosian looked at him sternly. "Mingle, don't rebuke me. If Wiklea's notes on the performance are correct, we make our money back if we use a division to tank out one good artillery line," he said calmly. It was basic math. 2 Million was a middle-sized starship. Giving a Sith-trained infiltrator a personal cloaking device, he could crash four such starships in a weekend. Twenty Templars and Phantoms with this gear could grab a planet with minaml casualties. Most ships couldn't muster that. He smiled. "I know the order may be a touch larger than anticipated, but to be frank, I'd like to make sure we get the most use out of these crystals. After all, we can train more operatives than we currently have." After all, whatever wasn't currently in use could totally be kept in storage until the right candidate came along.

With the confirmed number in the open, an expression of elation claimed the Echani's countenance. He rendered a bow of gratitude, and upon rising gave a grinning nod to the Bothan beside him. "You have my sincerest thanks," he began, "we shall begin construction of the devices immediately and will have them shipped as swiftly as possible. This has gone exceptionally better than expected, and I am eternally grateful for your hearing me out today." Then to Wiklea, he added, "And to you sir, I thank you from the bottom of my heart. It was your research and willingness to cooperate that allowed a piece of the history of Bothawui to be resurrected in the modern era. In light of this great cooperation, and as a token of my personal gratitude, I will be fronting the cost of one of the devices so that you may be awarded one: free of charge!"
