The High Assembly

The High Republic is a light-aligned constitutional democracy built upon the Nabooian diplomatic legacy but expanded to serve as a beacon of order and collaboration across the Southern Systems. Where once stood the Royal Naboo Republic, now rises a galactic coalition, a unified Republic where all member worlds can contribute to shaping the galaxy's future.
Foundational Structure
At the core of the High Republic is the High Assembly, the governing legislative body composed of senators, ministers, diplomats, and representatives from every member system. Each system elects its representatives through local democratic processes, ensuring all worlds have a voice in the governance of the Republic.
Executive Leadership
The Republic is led by the Chancellor of the High Republic, who serves as the chief executive. The Chancellor is responsible for directing the Republic's strategic vision, ensuring implementation of Assembly policies, and guiding diplomatic and military responses. They are elected by the High Assembly.
Serving directly beneath the Chancellor is the Magister of the Republic, a second-in-command who acts as a stabilizing force and assists with overseeing interplanetary coordination, emergency response, and managing internal disputes.

The Voice of Naboo: The Sovereign
Though the monarchy no longer holds executive power, the Sovereign of Naboo (Queen/King) retains an honored role within the Republic as a member of the Security Council, cultural ambassador, and influential senator within the Assembly. The Sovereign maintains direct communication with the Jedi High Council and serves as a guardian of Nabooian tradition.
The High Assembly
The High Assembly remains the heartbeat of the Republic. All legislation is debated and voted upon by senators from each member world. The Assembly is presided over by the Chancellor, who may introduce national-level issues or crises for debate. Bills require a simple majority to pass.
Assembly senators may join committees, introduce referendums, and draft legislation. Emergency powers may be granted to the Chancellor in times of crisis through Assembly consensus.

Policy and Law
The Charter of Unity outlines the legal foundation of the High Republic. It guarantees:
- Planetary self-governance
- Anti-slavery and anti-piracy laws
- Cooperative military defense
- Equal trade and tax standards
- Protection from foreign exploitation
- Rights to representation and free expression
Submitting a Bill
Bills and referendums are the true language of the High Assembly. Any acting senator may create a bill for the Assembly to discuss. When the time comes, the Chancellor or Magister shall summon the High Assembly to the Convocation Hall in Theed for an official session. After deliberation, a vote to pass or dismiss the bill commences. A majority vote is required. Bills that are passed become policy in the Republic, while bills that do not are returned to the author(s); they may choose to adjust the bill, shelf it for a time, or scrap it altogether.
The details and impact of a bill proposal is discussed in-character during Assembly meetings. As a member of the Assembly, you may share your character's thoughts, questions, and/or concerns regarding the bill. Votes for bills will be held via a simple yay/nay/abstain system on the faction Discord server, where a brief synopsis of the bill will be appended for ease of access.
