The High Assembly
Clr5WZ2.png

"...and so, with the full confidence of this Assembly and the hopes of our people, I proclaim the birth of the High Republic. Let this union of worlds stand not merely as a structure of governance, but as a promise... one of progress, of peace, and of purpose. Let our light reach beyond Naboo, into the stars and the souls of all who seek freedom. The age of isolation is over. We rise, together."
—Chancellor XXX, at the Formation Convocation

Unity. Purpose. Progress
The High Republic is a light-aligned constitutional democracy built upon the Nabooian diplomatic legacy but expanded to serve as a beacon of order and collaboration across the Southern Systems. Where once stood the Royal Naboo Republic, now rises a galactic coalition, a unified Republic where all member worlds can contribute to shaping the galaxy's future.

Foundational Structure
At the core of the High Republic is the High Assembly, the governing legislative body composed of senators, ministers, diplomats, and representatives from every member system. Each system elects its representatives through local democratic processes, ensuring all worlds have a voice in the governance of the Republic.

Executive Leadership
The Republic is led by the Chancellor of the High Republic, who serves as the chief executive. The Chancellor is responsible for directing the Republic's strategic vision, ensuring implementation of Assembly policies, and guiding diplomatic and military responses. They are elected by the High Assembly.

Serving directly beneath the Chancellor is the Magister of the Republic, a second-in-command who acts as a stabilizing force and assists with overseeing interplanetary coordination, emergency response, and managing internal disputes.

The Voice of Naboo: The Sovereign
Though the monarchy no longer holds executive power, the Sovereign of Naboo (Queen/King) retains an honored role within the Republic as a member of the Security Council, cultural ambassador, and influential senator within the Assembly. The Sovereign maintains direct communication with the Jedi High Council and serves as a guardian of Nabooian tradition.

The High Assembly
The High Assembly remains the heartbeat of the Republic. All legislation is debated and voted upon by senators from each member world. The Assembly is presided over by the Chancellor, who may introduce national-level issues or crises for debate. Bills require a simple majority to pass.
Assembly senators may join committees, introduce referendums, and draft legislation. Emergency powers may be granted to the Chancellor in times of crisis through Assembly consensus.

Policy and Law
The Charter of Unity outlines the legal foundation of the High Republic. It guarantees:
  • Planetary self-governance
  • Anti-slavery and anti-piracy laws
  • Cooperative military defense
  • Equal trade and tax standards
  • Protection from foreign exploitation
  • Rights to representation and free expression

Submitting a Bill
Bills and referendums are the true language of the High Assembly. Any acting senator may create a bill for the Assembly to discuss. When the time comes, the Chancellor or Magister shall summon the High Assembly to the Convocation Hall in Theed for an official session. After deliberation, a vote to pass or dismiss the bill commences. A majority vote is required. Bills that are passed become policy in the Republic, while bills that do not are returned to the author(s); they may choose to adjust the bill, shelf it for a time, or scrap it altogether.

The details and impact of a bill proposal is discussed in-character during Assembly meetings. As a member of the Assembly, you may share your character's thoughts, questions, and/or concerns regarding the bill. Votes for bills will be held via a simple yay/nay/abstain system on the faction Discord server, where a brief synopsis of the bill will be appended for ease of access.

If you are interested in submitting a bill for consideration, please use the following template:

Code:
Bill Name/Topic: (i.e. what you would like the Assembly to vote on)
IC Information: (i.e. describe or link any relevant IC information)
OOC Intent: (i.e. describe what you aim to achieve by presenting this bill)
Attachment(s): (i.e. Google Docs, PDFs, etc. NOTE: These are entirely optional for those who wish to RP legalese a bit deeper)

The Art of Politics

"Serving in the High Assembly is not a matter of rank or rhetoric, it is a daily act of humility. You are tasked not only with speaking for your world but with listening to a galaxy. Between diplomacy and doctrine, between ambition and duty, we discover the true meaning of Republic service."
—Senator Arayne Solari

Political Alignments
Within the High Assembly, four notable political alignments have risen to prominence. Association with a political alignment is not a requirement, but many members of the High Assembly flock together with colleagues who share similar ideals and goals.

Committees and Departments
Members of the High Assembly with special interests or talents can further exemplify their strengths by serving on special committees and supporting specific ministries. Through these committees, senators with commonalities focus their time and efforts on pursuing goals on a wider scale that impact the Republic as a whole. Notable Assembly committees include:

- Economic Development Advisory Board: An advisory board that focuses on improving economic growth and development across Republic systems. The EDAB assists with anything from loans and economic stimulations to infrastructure and trade authority regulations.

- Judicial Committee: A committee working with law enforcement agencies to ensure cooperation, fairness, and justice are applied throughout the Republic. Senators on the Judicial Committee often meet with local judges and planetary lawmakers to ensure the terms of the Royal Accords are upheld.

- Internal Affairs Committee: An investigative committee of trusted officials who develop regulations and codes of conduct for the Royal Assembly. The IAC conducts necessary and sensitive inquiries into fellow government representatives who come under scrutiny of the law.

- Public Health and Science Committee: A committee tasked with oversight, legislation, and regulations pertaining to public health, medicine, state insurance, disease prevention, scientific agencies and institutions, research and development, environmental science, etc.

- Board of Education and Youth: A board that regulates public education, the Junior Representatives program, and other learning institutions throughout the Republic. Members of the Board of Education and Youth make regular visits to prominent learning institutions and meet with headmasters to ensure adequate educational opportunities are available to all students.

If you are interested in joining a committee or department, please use the following template:

Code:
Committee/Department: (i.e. which you would like to join)
Seat/Position (if applicable): (i.e. standard seat, chairperson, etc.)

"I swear to uphold the Charter of Unity; I swear to legislate with honor and foresight, and to serve the people of my world and of all worlds, with unwavering integrity. I commit my voice to justice, my vote to peace, and my actions to the Republic. Long live the High Republic."

Joining the High Republic
New member worlds are granted full rights and representation upon admission. They may field senators, propose legislation, and run candidates for Chancellor or Magister, ending the exclusivity once tied to Naboo's royal houses.

A Future Forged Together
The High Republic invites all who seek to defend peace, shape the future, and follow the Force. Whether on the battlefield, in the chambers of power, or through spiritual paths, every citizen has a role to play.

Your Story. Your Purpose. Your Republic.
Below is a list of member worlds in the High Republic. Senatorial seats are first come, first served. While it is not a requirement, it is preferred that senators are of the same species as that which is native to the world they represent. It is not a requirement to be nobility to write a senator. This list will expand to include new worlds as the Republic grows. If a neighboring system or world that you are interested in is not listed and you believe it should be, reach out to faction staff and we will look into the matter.
