The Hakassi Codex (A Galactic Geneva Conventions)

Well when you think about it the actual Geneva convention is kinda a joke. There are always loopholes.

"Oh we didn't torture anyone.... our private contractors did."

* remembers Sio quite recently using 'enhanced interrogation' on a Sith Lord and executing captured Bando Gora without trial*

Weren't the Republic kind of executing every single Sith Prisoner they captured?

LOL. Sio would be totes the type to pull a Basil the Bulgar Slayer on captured Sith/Bando Gora. Well, Tegaea/Anya would not allow her to.

I believe they would receive trials, but at a certain point i imagine they would just be kangaroo courts.

In all honesty I completely forgot the One Sith was there and that they were still in a war.

Anyways, yes, the signers would have to enforce it, but the idea is that all the signing nations/factions would do so collaboratively. Let's say A makes a big violation. B, C, X, Y and Z can work together to make sure it is enforced. That is the beauty of such conventions and unions; everyone agrees not to do them and everyone agrees to make sure they aren't done either.

I think it's a great idea, it opens the door for a lot of different role play and can expand roles for mercenaries and bounty hunters. Say if a faction wanted to torture someone they hire a third party merc under the table and have them torture their prisoner that just happened to go "missing" or "escape" and for bounty hunters they can chase war criminals who are in violation of the codex. Or even in time an agency of enforcers can be founded. I think this would be good for the site and quality of the roleplay on it.

Well, each faction would sign at its own discretion. If the Republic is to sign this into power they are simply saying "Yes, we will enforce this and abide by its rules and the rules made of the Galactic court of justice. After that is done, Wrath will go around to the other factions and appeal to them to sign the bill into action in their spheres of power. Then, after we have gotten all the signatures we can, we put into place the Galactic Court of Justice which will be placed on Hakassi and made up of a supreme court-like group who all hail from different factions and are elected into power by their respective factions.

The Council of the Codex is another separate entity that would be the who discuss amendments, additions and ratification to The Codex. So basically its a galaxy wide checks and balances.

I was going to make a whole section on banned weapons but I figured I needed to leave room for others to do some political RP with and such if it were to become a thing. The whole reason behind the "we can make additions" thing is so we can have people suggest new things to it almost whenever and have it voted on.

I like the idea and I think it's a strong and noble concept, but if you payed any attention to Coalesce and a lot of the other Rave threads, you'll start to see that some administrations can simply be either lobbied or paid off to look the other way. Their cooperation will be lacking.

As much as I hate to say it, things such as the Geneva Convention rely on mutual power to succeed. Fear. It is fear of overwhelming force. Everyone has to be on the same page, and everyone has to be ready to potentially invade their neighbor with a coalition of forces to make sure that neighboring nation is abiding by the rules it subscribed to.

At that point, the politics become truly obscure and realistic. It's not really good for the casual roleplay environment.

Indeed, but the harder you make them to get to the and the more measures you put in place the better you are off. But i'm super excited people seem to like the concept, with the exception of a few reservations :D

Political ventures generally end up in disaster at one point or another, unfortunately. The causes for this, taken from past examples, are many, from the IC unwillingness to wage less but Totaler Krieg, OOC view of such maneuvers as "Too Complicated, we're only here to write stories, not become politicians/lawyers/etc" to the simple apolitical nature of writers and / or characters. The hardest part in this won't be enforcing the Convention through the Galaxy, because there is a 99.95% chance that it will never get to the point where it will even be on the negotiation table. The issue would be getting people either interested in partaking in such a thing, and not start shagging or killing each other in the conference room, or getting people from other factions interested in participating in things like this.

Most Major faction heads have threads and issues to deal with, both IC and OOC, that their drowning in it, and without their push, most people will simply ignore it. if anything, I suggest going at it one pace at a time. Start a minor faction, get people interested in the politics side of things to join up and help you. Create a planet to use as a home base of operations, and use that to set the stage for local political based stories. Get people comfortable with this sort of writing one at a time, get major, keep increasing your numbers, try striking IC deals with other minor factions, then probe the majors and only then, if everything so far had succeeded, attempt a galactic wide convention. Until then, I'm afraid, you will mostly be disappointed.

You raise some great points. It was intended to start a faction for both the Galactic Court of Justice and the Blue Shield Organization. What my hope is was to slowly build up a faction that has a U.N-like role in the galaxy from this one bill meant to help victims in a war to a whole organization dealing with a large amount of matters! This is more of a jumping off point for that bigger story I suppose.

But if anyone is interested in those faction ideas and like political RP, please tell me! I would love the help!

I think I can speak on behalf of the Mandalorians in that we would not sign nor enforce such doctrine. We do things in the best interest for the Mando'ade and limiting ourselves with rules in war and bogging ourselves down with weak factions seeking protection is not in our best interest. War is cruel, the crueler it is the faster its over.

[member="Strider Garon"] is correct.

The Mandalorians will not sign this codex for a number of reasons, but most of all based on what the Mandalorians are.

While they are a Major Faction - and boast some sort of (loose) monarchy, a government they are not. The Mandalorians are a multi-species culture that is based on family units (or clans). They are fiercely independent, and extremely territorial. While in SW lore, the Mandos are very much nomadic, and freelance - their home world of Mandalore is their pride and joy. In this incarnation of them on the board, they house a large swathe of territory, and that has the same response from them as they would treat their Capital planet. In short, the Mandalorians do not take the advice of aruetiise on how to conduct their affairs, or 'govern' the systems in their sway - they do what they will and make no apologies.

Best of luck though, [member="Wrath Hardin"] in your attempts at the Codex - the idea is neat, just not for the Mandos.
