Name: The Flames of Chaos
Intent: To provide grunt forces for the Instruments of Chaos

Description: The Flames of Chaos are the most basic of the Instruments. They are the cannon fodder of the terrorist organization, used mainly as a distraction for more elite operatives. Disorganized, their main strategy is to charge the enemy head on, no matter how many casualties they take. Hailing from all walks of life, the only common factor among the Flames of Chaos is their fanatical devotion to the Cause.
In combat, the Flames are a front-line unit. Wielding vibroblades, they will charge the enemy head-on, ignoring any amount of casualties they take. Retreat is not an option.
However, the Flames do have a trick up their sleeves. Select Flames are given a short-range flamethrower, and take shelter among the massive throngs of their comrades until they reach the enemy; then, these special Flames will set the enemy ranks aflame. Once this is done, they usually don't last much longer; the enemy will target them specifically.

Alrighty then, interesting sub here, got a few things
  • While the whole getting lit on fire and charging at an enemy is all well and good, it doesn't seem practical to me at all. Someone gets blasted by a flamethrower, they will not be thinking about anything except getting those fires out or dying so I'd recommend something different to make them a bit more unique
  • Also, since they are basically cannon fodder, they would be either common or uncommon, so change that as well since you'd be constantly recruiting these guys to fill the ranks
 
Edited to where they wait until they are in the enemy ranks before being set aflame. Same effect, but much more practical.

Lighting troops on fire, without them having any protection, is a pointless exercise. No matter how motivated they are, they'll die. Moreover, no one can maintain focus whilst being burnt to death.

Sure, it might cause morale issues in the enemy, but this is not medieval times. Running at the enemy, on fire, with a melee weapon is completely ineffective.

So here's what can be done.
  • Give them fireproof suits so they can burn whilst being useful.
  • Give them small flamers or molotov cocktails for close range burning.
Choose one and edit accordingly, or some other scheme more practical.
 
The ones with flamethrowers now use the massive charge to hide until they reach the enemy, whereupon they begin burning the enemy instead of their own side.
