It was founded by a strand-cast called Alicia Drey, who approached Darth Malum of House Marr (Lord of the Tsis'Kaar) during the Empire of the Lost's annexation of the planet Felucia in 900 ABY (under our directive) to create an organisation embedded in the Tion Cluster (and other surrounding Imperial star sectors) for the purpose of dismantling the Kilran Dynasty and preparing the Imperial occupied Tion Hegemony for Sith invasion. Malum agreed to the proposal and secretly began colluding with Drey unaware of our involvement in the scheme.
Drey (manufactured through the obscure science of "STRAND-CASTING" by THE NOMAD) was elected to the position of Staff Director of the New Imperial Security Bureau in 900 ABY: a military branch within the Empire of the Lost responsible for the security, intelligence and policing operations in Imperial space. Their position gave us avenues of exploitation, information gathering, politicking and influencing internal or external policies regarding the Sith Order, the Tingel Arm Coalition and House Mecetti.
Through this position our subordinate orchestrated the creation of the Direct Surveillance of Domestic Threats: a surveillance program operating in Imperial space for the official purpose of locating and later eliminating threats to the Kilran Dynasty. The ulterior motive behind the creation of the program was to create the means of compartmentalizing information regarding the infiltration of Tsis'Kaar operatives (sent by Darth Malum) who infiltrated the various military branches of the Empire of the Lost for the means of information gathering and spycraft with our help.
Drey used the N.I.S.B to create an obscure hyperlane called The Ghost's Vein. The route was used by us and the Tsis'Kaar for the means of discreetly moving between Sith and Imperial space without authorities on either being aware. It was also used for the supply and distribution of Glitterstim (and other Spice narcotics) to varying criminal groups (such as the Krykna Mafia on Lianna) after we claimed control of the Spice Mines of Kessel fifty-years after one of our predecessors opened the mines via with associates gained in the defunct Black Tie Syndicate and a gang based on Formos called the Purple Rejects.
During the Second Galactic Economic Conference (hosted above Garqi on board the Meniium) Drey made contact with Casteban Mecetti (representative of Obulette on the Galactic Alliance's Federal Assembly)
