SETTING INFORMATION
  • City Name: Project 15, “The Empty”
  • Classification: Metropolis
  • Location: Upper City, Coruscant

  • Population: Insignificant
  • Demographics: The Empty is a ghost town with no permanent residents. A few, smaller gank clans loyal to Windrun resided in a few of the abandoned buildings. The occasional scavenger or squatter group might drift through, but few stay for long, and those who do typically turn up dead or go missing.
  • Wealth: Poor. There are no businesses, no industries, no prospects. "Get a Job!" has no power in the Empty.
  • Stability: High. Things are great for the ganks, and Windrun can’t complain either. Any danger is obvious and consciously accepted by those who ‘visit’ the city. There are no unexpected threats and no population burdened by the lack of operational infrastructure.
  • Freedom & Oppression: You are very free, unimpeded in fact, unless Arris Windrun doesn’t like you personally. Or, perhaps, if you’re an uninvited guest crossing a gank clan.
  • Description: Project 15, colloquially known as The Empty, is an uncannily intact ghost district located within Coruscant’s Upper City. At night, there are no sources of light save for the peak of one solitary tower. The streets are devoid of people, with abandoned construction zones and decaying labor camps as the only immediate evidence that anyone ever lived or worked within Project 15.
POINTS OF INTEREST

The Tower:
Windrun’s penthouse and personal base of operations is located at the very top of one of the Empty’s many skyscrapers. At night, it is the only source of light within the whole district, but a faint one at that, barely noticeable from a distance. The building itself is powered by an isolated and resilient grid, thanks in no small part to a little help from Riffraff Ranat Riffraff Ranat , who gained a solid understanding of Coruscant's power infrastructure during the invasion.

The Portal: A solitary underworld portal connects Project 15 to the lower levels. However, traffic to and from is highly restricted due to the presence of Covenant gunship patrols at Windrun’s discretion. The portal serves as a gateway for criminal traffic and shipping between the Triumvir’s base of operations and her many criminal enterprises below.

The Nest: An area within the Empty infested with hive rats and hawk-bats that feed on the granite slugs, which found their way up to the surface due to a lack of pest control. The entire area is the closest thing the district has to a natural ecosystem, and is perhaps its most hazardous save for the gank lairs. It was one of the many spots that Arris and Mercy Mercy sometimes visit during their impulsive escapades (heavy substance use is usually involved).

The Lairs: A handful of smaller gank clans have pledged their loyalty to Arris Windrun, migrating from Nar Shaddaa to Coruscant sometime after the Covenant’s invasion. They operate out of their own compounds within the Empty’s dense, central zone that was originally to become an administrative park. There the clans live, train, and stockpile. Occasionally, they will venture into the underworld or even off-world at the Triumvir’s behest. Due to their territorial nature, the gank clans are likely to kill trespassers.

HISTORICAL INFORMATION

Project 15 was once an ambitious initiative of the former imperial administration to create a planned urban community for the Empire’s most loyal servants in what was originally a commercial district. However, significant budget cuts--rumored to stem from some massive superweapon construction--saw Project 15 shuttered, and the district abandoned. A token force of troopers remained behind to prevent squatters from taking up residence until they, too, abandoned the location in the wake of the Empire's defeat.

Arris Windrun discovered Project 15, or what was often referred to derogatorily as “The Empty” (of the kinder epithets, anyway), within the records of disgruntled contractors, mid-level administrators, and others associated with the project. Given its relative seclusion, lack of a population, and underworld portal access, the cybernetic Triumvir had the Empty slated to be her personal territory on Coruscant’s surface. It is located only a moderate airspeeder’s ride away from the Sith Temple, making travel to and from the Covenant’s administrative center quite convenient.
