HUMILIATION AT BROSI!

Following it's humiliating defeat at the BATTLE OF BROSI, the IMPERIAL CONFEDERATION has entered a period of deep reflection as it moves forth to recover from the defeat and learn from their mistakes to ensure that what happened at Brosi doesn't happen ever again.

While the SITH ORDER celebrates it's victory in the Thandon Star Cluster, the Imperial Confederation under the direction of the IMPERIAL RULING COUNCIL have begun planning their next move starting by working on economic growth along with the reorganization and the modernization of the IMPERIAL ARMED FORCES

Thus on the Imperial fortress world of CHOLGANNA, a special conference has been organized for members of the Imperial Ruling Council, the Imperial Navy and Special Corporate Interests to gather and discuss the process of reorganizing the Imperial Navy and modernizing it's arsenal in addition to establishing a proper defined military doctrine that will shape the future direction of the Navy.

Under the oversight of SUPREME COMMANDER MARLON SULAREN, this Conference will be the key to securing the future of the Imperial Confederation and ensure it's future triumph in the wars to come.

At the turn of the ninth-century the galaxy was forever changed.

They call it the Planetshift-- an astrological event wherein satellite galaxies previously found hundreds of parsecs were drawn in through gravitonic wells resulting in our galaxy converging with theirs. Hyperlanes, trade routes, sectors, and entire star systems were set to be redrawn in a new, unprecedented era in galactic history. Santhe Corporation would be there to capitalize on this as it found itself revitalized and rejuvenated under the leadership of a new Liann industrialist backed by the peculiar, enigmatic non-profit known only to some as Vūm.

Navigational technology was an old market but with the recent disturbances found across the Outer Rim systems it was set to become a resurgent place of commerce and trade. Eirys stood beside a transparisteel overlooking the vast forests and wilds of Cholganna with a caf in both hands. The air was sterile, and the environment cold, so the warmth of the drink was most welcomed as the conference was set to begin in earnest soon enough. Quietly she practiced her ideas and went over the possible avenues of conversation as she sought to acquire new avenues of commerce for her company...

FLEET ADMIRAL VORIN ZONILL

"Has everything been prepared to my specifications, Captain Tane?"

Fleet Admiral Vorin Zonill was currently en route to the Imperial Conference Center on Cholganna, accompanied by Captain Ronhar Tane Ronhar Tane and a contingent of Chrome Guardians. The Imperial attack on Brosi had been, for lack of a better term, an unmitigated disaster, one that had forced a hasty retreat from the planet's surface. Zonill was worried that the Imperial Confederation might try to lame the blame for the attack's failure on him and his fleet, as his forces had seen relatively light combat compared to the other naval assets fielded by the Confederation.

With some luck, and a demonstration of the technology he had brought with him, Zonill hoped to assuage any fears the Confederation might have while reaffirming Mahporeem's commitment to the Imperial conquest of Sith controlled space.

"Of course, sir", Ronhar replied as he checked over his ZB-41 Heavy Blaster Rifle. "The firing range has been assembled as you requested, and all targets are set up and ready to go."

"Good, good", Zonill muttered nervously as he brought up the list of weaponry he had chosen for the demonstration on his datapad. "Let's see...Sonic Pistol...Acid Rifle...BG-D 6 'Outlaw'...Rhydonium Grenade..."

"I can assure you sir, everything on the manifest is present and waiting to be demonstrated", Ronhar said as he tried to assure the rather sour looking Admiral.

"And the device? It is ready to go?"

"Yes sir, along with the surprise that you've prepared", Ronhar replied.

"Then thats that, it seems", Zonill said definitively as he straightened out the collar on his Admiral's uniform. "Still, best to be on your guard Captain, one can never be sure how these types of meetings might go down".

"I'll keep that in mind, sir", Ronhar responded dryly as he finished calibrating his heavy blaster. Shooting their way out of this conference was the last thing Ronhar would expect them to be doing, but...

The MIN Peace Keeper landed on docking bay nine, and unloaded its passengers without incident. Ronhar exited first, followed by the Chrome Guardians and finally Admiral Zonill himself.

They hadn't been fired upon or blown up mid landing, so that was already a good sign for Zonill. Yet, he couldn't help but be on high alert.

"Let's go", Zonill said curtly as the delegation made its way toward the conference center...

Admiral Squesha walked briskly through the corridors of the imperial complex. She carried with her several databanks and her trusty holo-projector. If squesha was being honest she disliked the facility. The air was too dry, making it uncomfortable for her aquatic skin. Nevertheless she did not complain, it was a privelage to be invited to this conference. Far more than Project Tion, this conference could change the Confederation completely. TO be part of shaping the very basis of the fleets was an honor.

She passed by security on her way in, showing them her credentials. Once she had passed them she reached the conference door and used her codes to enter. She was one of the first to enter. She marched in and sat in her seat, and busied herself by setting up her displays and data handouts. She had prepared quite the presentation, and looked forward to leaving her mark on the navy.

"You'll have to surrender your blaster, sir," the Imperial Security Officer guarding the conference room told Calin as he approached, "And your security detail will have to wait outside."

A squawk of garbled sounds emanated from Calin's black armored troopers as they stepped forward confrontationally.

Calin held up a hand, and the troopers backed away from the unperturbed Imperial Security Officer. "Of course," Calin said amicably, handing over his blaster. The Officer took it and placed it into a locked box next to the conference room, handing Calin the key afterwards.

"Thank you, sir," the Officer stated, nodding at Calin.

"Wait here," Calin ordered his men as he stepped up to the conference room door, inputting his code cylinder into the panel next to the door. The door slid open silently, beckoning him inside. As he did so, he heard the delegation from Mahporeem ( Ronhar Tane Ronhar Tane ) entering the room as he entered the conference chambers.

Calin stepped into the room, noticing some Imperial's already inside. Calin nodded in Squesha Squesha s direction, "Admiral," he said by way of greeting as he sat down near her, pulling out a small datapad from inside his coat pocket. The datapad contained notes from the battle over Brosi, as well as ideas he had for future engagements. Calin waited for the conference to begin as other members continued to filter in.

Sularen watched from the comfort of his seat at the head of the conference table as his guests arrived one by one to the Naval Conference within the Imperial Center for Military Operations on Cholganna. The Imperial Confederation was still recovering from it's humiliating defeat at Brosi, which saw it's attempt to invade the Sith-controlled Thandon Star Cluster repulsed by the Sith Order. Although High Command was still processing multiple after-action reports from high-profile members of the Confederation who partook in the failed offensive what was clear was that the Imperial Confederation lacked two major things : proper cohesion and a defined military doctrine.

This weaknesses is what led to Sularen calling for this conference, a gathering of members of the Imperial Ruling Council, top officials within the Imperial Navy and representatives of various Special Interests such as Imperial-aligned Corporations, all with the purpose of properly defining a doctrine for the Imperial Navy and getting the Special Interests on task to meet up with the demands that would come with pursuing such a strategy.

While most of the attendees had already arrived it appeared that both the Marquis Nargath and Exarch Von Strauss, two key figures of one of the main Special Interests associated with the Imperial Confederation known as the N&Z Umbrella Corporation, had yet to arrive. As such the Supreme Commander would remain comfortably seated in his chair, his hands clasped on the table as he patiently awaited the arrival of his last two guests before finally starting the conference.

It wasn't exactly Tertius' style to tell any military personel what they needed to do or what would be expected of them, but considering attending this naval conference could yield some better insight in what the Imperial Confederation was expecting from their military contracts, what they perhaps noticed to be wrong or missing within their own armories and arsenals. All of these were interesting enough to at the very least show up properly, despite the fact that the Marquis had decided to allow for someone else to take over the more global tasks of the N&Z Umbrella Corporation, while he could focus on the financial and more political engagements of his family now that he had managed to turn the N&Z from a hollow giant into a reborn corporate juggernaut.

Ofcourse the choice for this replacement in the position of CEO was clearly Amalia Visconti | Mira Rhory Amalia Visconti | Mira Rhory who accompanied the well-dressed and suave head of House Nargath as they made their way through the various corridors which would lead to the conference room where the meeting was scheduled to take place.

"My apologies for the late arrival, ladies and gentlemen," Upon entering the conference room, the Marquis of Valkan gave a courteous nod towards those already present, noticing that the Exarch Karl Von Strauss Karl Von Strauss had not yet arrived either, something which made Tertius smile slightly, since usually he would be the last one arriving at most gatherings which included both of them. "It seems there were a few more arrangements my new assistant had to make, thus delaying both myself and my companion, Lady Amalia Visconti."

Sitting down in what he assumed to be the designated chair for himself, the Marquis sat down and showed a somewhat sheepish, gentle smile towards the others present.

Following the man she'd been supporting openly in their position of Chairman of the N&Z Umbrella Corporation, Amalia calmly followed Tertius, the current head of House Nargath, all the while hiding where her true loyalties lay within the complicated web which had formed within and around the powerful corporate juggernaut. it had taken her years of service to Tertius, years of manipulation and careful consideration, but finally she had managed to get a position which would allow her to fulfill the commands her true Lord gave her.

Upon arrival at the Conference room, just like the Marquis, Amalia greeted everyone present with a short nod, her emotionless eyes and expressionless face turning towards Eirys Santhe for a moment, before she fully turned her attention towards the Supreme Commander of the Imperial Confederation Marlon Sularen Marlon Sularen , walking around the table and calmly approaching him with not a smidge of fear or hesitation, until she stood next to the man, leaning a bit forward so she could make her thin lips move, whispering into the Military Commander's ears...

"The Dealmaker excuses himself from this meeting, but if there are any details you need, I am happy to provide my master's thoughts and pointers should you be willing to accept my words as if they were the true words and intentions of my Master."

There was a time when the Santhe Corporation were the premiere shipwright and producer of ship-parts technologies in this region of the galaxy. With their considerable holdings, supported by the vast subsidiaries it had accumulated (such as Santhe/Sienar Technologies), they used to be an untouchable entity and the first in line when it came to both civilian, commercial or military contracts for upgrades, refits or manufacture of vessels across the Outer Rim systems in the star sectors located in and around the Tion Cluster.

The fact that N&Z Umbrella Corporation were sat at these proceedings was a testament to what had become of the Santhe name and it's legacy-- a fallen giant that had been brought back from the brink of catastrophe, and ruination through the machinations of the mysterious Her , and the equally enigmatic non-profit known only to a few as Vūm, whose donations and support of Santhe Corporation had prevented the company from closing after Vyllia Sancetti Vyllia Sancetti was ousted from Imperial space during the fall of the Empire of the Lost.

Santhe's downfall in stature, size and ability had been to the N&Z's gain. Clever political manoeuvring, dealings with key players in both the Imperial and civilian complexes (via COMECI), as well as wide array of products, supplies and industrial power had put them in first place when it came to attaining contracts, commerce and trade with the nascent Imperial Confederation. They were here to stay now, and so had become a natural rival for the Santhe Corporation as it sought to claw it's way back into an influential and commercial position within Imperial territories.

The recent renovation of the Neyrix pyramid, located in the Halquarn District, Lianna City-- recorded by some historians, archaeologists and scientists as a site of thought-to-be extinct race of Humanoids called 'The Builders'-- had resulted in the opening of offices for the N&Z alongside new corporate headquarters for the Santhe Corporation, and of course, an allocated space belonging to the Vūm Investment group located on it's upmost floor.

On the surface of natural rivalry between the two corporate entities, as they seemingly poised themselves to acquire new contracts from summits such as this Cholganna Naval Conference, suggested that they would fight tooth and nail to acquire the contracts from the likes of Marlon Sularen Marlon Sularen as he sought to renew and reform the Confederation's navy and military following the disastrous loss during the Thandon Star Cluster Campaign, but the Santhe had not survived or thrived during the millennia since the rise and fall of Palpatine's Galactic Empire to maintain itself without foresight and cunning in their own right.

Instead of poising itself as a rival to the N&Z, with thanks to the machinations of the Warden Primus, the Santhe Corporation had identified markets of which the Umbrella Corporation were either unequipped, or inactive, in order to acquire a foothold in these proceedings without jeopardizing a brewing partnership between both commercial entities as they vied for position and influence within Imperial territories in the early ninth-century.

Santhe had something that the N&Z would never have-- the TIE series, and it's legacy as the creators of the technology gave them the necessary clout to provide new lines of product, such as the Aegis series, which would improve and upgrade the starfighter corps of the nascent Confederation as it sought to carve itself into the fallen territories of Empire of the Lost during the second Imperial occupation of the Outer Rim systems.

Combined with the development of the Planetshift exposed a burgeoning market for navigational technology that had yet to be seized by corporate entities out here on the edges of the known galaxy. Santhe intended to deliver...

The Exarch was running late, egregiously so, by his own standards. Since the Confederation's first major campaign had ended in defeat, the burdens of command had multiplied. As head of COMECI, every requisition, every logistical knot, and every authorization seemed to land on his desk. Even with a small army of assistants and High Prefects to manage the tide, the demands were unrelenting. Still, when summoned by the Ruling Council, duty left no room for delay. The Naval Conference, if nothing else, offered a brief reprieve from the constant pressure of administration, though he had diverted several Prefects to ensure the machine of governance kept running in his absence.

The trip from New Alderaan had been swift. Soon enough, his hard-soled boots echoed through the hallways as he advanced, flanked by four N&Z KXU security droids under the lead of an unstealthed C1RC3. Behind them trailed his cadre of aides, including his N&Z attaché, Milton Flight, who moved with the brisk efficiency of men accustomed to such proceedings. At the chamber doors, his credentials were confirmed, and with the ease of routine he surrendered his sidearm. His security detail fanned out along the wall in disciplined silence, taking station near Admiral Rakel's troopers.

Crossing the threshold, he extended his arm without breaking stride; a datapad was placed into his hand, its screen alive with yet another priority request. His eyes skimmed the details as he approached his seat, a quiet sigh escaping him before he slid the datapad back to his aide. At last, he allowed his attention to settle on those assembled.

"Forgive my lateness," he said, his tone warm yet measured. "The Confederation never sleeps, and neither do its demands. Thank you for granting me the opportunity to attend."

"Point taken, Karl Von Strauss Karl Von Strauss ", Zonill said smoothly as the Exarch made his way into the conference room. "Ever since the situation at Brosi, the burdens of leadership have never been greater than they are now. I'm sure each man, woman and alien here has been devoting their all to the continued growth and success of the Imperial Confederation. I personally don't think I've caught a lick of sleep over the past week!", Zonill chuckled nervously as Ronhar disappeared from view.

"Yet, in order for us to be at the top of our game, it becomes very necessary for us to take time for rest and recreation, even given the urgency of our current situation. Of course, any sort of extended vacation is most definitely out of the question. That is why I have prepared a short demonstration for all of us here today. An interactive demonstration, at that. If you'll follow me?"

Zonill stood up out of his seat and exited the conference room. Right next door to where everyone had assembled was a sort of impromptu shooting gallery, complete with an electric timer and durasteel shooting targets. A number of weapons had been assembled for the demonstration, including a ZB-41 Heavy Blaster Rifle, a BG-D 6 "Outlaw", a Prototype Sonic Pistol, a Mahporeem Acid Rifle and some sort of weapon that Zonill didn't recogonize.

"Just finished testing this morning", Ronhar stated as he picked up the L7 Ribbon Rifle. "The eggheads call it a 'Ribbon Rifle'. It's a slugthrower that fires five bullets at once in a straight line. Should be pretty good against any lightsaber users", Ronhar said casually as he began blasting targets, knocking down durasteel frame after frame. As Ronhar continued firing, Zonill turned to address the assembled guests.

"While the primary focus of this conference is dedicated to naval matters, I do believe this demonstration will achieve two distinct goals. Firstly, it will allow us to gauge the effectiveness of our new small arms for our upcoming campaigns against the Sith. Secondly, it will give us all an opportunity to relieve our pent up stress, which I'm sure everyone here must have been harboring since the previous operation", Zonill remarked as Ronhar picked up an Acid Rifle.

Another target popped up, this one covered in a thin layer of Sithspawn skin that had been "recovered" on Brosi before the chaotic retreat. Ronhar fired a concentrated stream of acid at the target, melting a massive hole in it before it fell apart entirely.

"Anyone who wishes to try out our new weaponry on the range is more than welcome to. Perhaps you'll even beat Captain Tane's record?", Zonill stated mischievously as Ronhar went back to knocking down the durasteel targets.

"After, of course, one additional demonstration", Zonill added hastily, before anyone could step up to the range. Across the shooting range was an empty room with nothing but a strange device inside of it. There was no way Zonill was going to enter that room, knowing what the test was. As much as he had faith in the technicians of the Mahporeem Imperial Remnant, he still didn't quite trust the technology they had developed.

"Perhaps a volunteer for this one?", Zonill noted as he scanned around from someone to send in there.

"Admiral Squesha Squesha , if you would?", Zonill asked of the Quarren Admiral, who did as Zonill asked. As soon as they entered the room, Zonill shut the door behind them and locked it.

"Now Admiral Squesha Squesha , all you have to do is activate the device. Though if I were you, I'd do so quickly", Zonill remarked dryly as the test began. From the opposite side of the room where Admiral Squesha Squesha was located, a panel opened up, and out stepped a frightening creature known as a Vornskr.

The moment the Admiral turned the device on, the creature would run back to where it came from as the interference from the HNDA-Mk III/T began. Theoretically, it should work just as the same as the other force nullification developed by the Confederation.

Theoretically.

Admiral Squesha watched as everyone filed in. She was reminded of project Tion, and she recognized many of the officers joining her.
"Admiral,"
Squesha nodded in return. Squesha respected the other admirals, having seen them work. She was beginning to trust them more, some of her paranoia being alleviated by meetings such as these. She nodded to Zonil as well.

Squesha noticed that this time the meeting was open to some of the most influential starship companies, or at least their representatives. That made sense. She just hoped that the meeting would not turn into a bidding war.

She saw Eirys Santhe join as well. Perhaps it would be time for Squesha to fulfill her end of the deal she had struck with her.

Finally Exarch Karl von Strauss arrived and the meeting could begin.

They were all led to the shooting range, which Squesha approached cautiously. She recognised some of the weapons, Particularly the acid gun. But she didnt get the chance before being ushered into the next room.
"Admiral Squesha Squesha Squesha Squesha , if you would?", Zonill asked of the Quarren Admiral, who did as Zonill asked. As soon as they entered the room, Zonill shut the door behind them and locked it.
Squesha knew she had agreed to help out Ronhar Tane in return for the acid walker his team had designed for her. Still she gasped when the doors locked behind her, leaving her alone in the room.

No, not alone.

Some form of monster was on the other side. snarling at her. It started running, and prepared to launch at her.
"Now Admiral [/USER] Squesha Squesha , all you have to do is activate the device. Though if I were you, I'd do so quickly"
Franticly she pressed the button. With a hiss the creature ran back, clearly afraid of the device. Squesha made a mental note not to trust Zonil so readily again.

As the group were heading back to their seats Squesha made sure to hand them each one of her dataslates. Once everyone was ready she stood up.

"I suppose it is my turn for show and tell. Well then."
She cleared her throat.

"As you know the navy desperately needs restructuring,. And I believe I have the solution. If you look at the dataslates I have handed out you will find I have created standardised fleets for any need. I hope by using these templates we can bring greater unity and order to the navy. Of course I have left classes of ship ambiguous just keeping their role and you do not have to use them. But if you do it could lead to greater strength than our navy has seen before."

She sat down again, allowing the next member to speak.

Fortunately for Sularen, he did not have to wait too long for the arrival of the Marquis and the Exarch as both men would make their arrival, the former having been accompanied by his secretary. With everyone now in attendance the conference was ready to begin, although before Sularen could stand up and officially start the process of the conference, Field Admiral Zonill instead took the lead inviting the attendees to briefly leave the room and join him. At first the Supreme Commander sought to interject seeking to follow through with his own plans for the conference, but he was curious to see what the Field Admiral had in store with his demonstration.

Soon enough Sularen and the others would find themselves in a room adjacent to the conference room, which had been transformed into a temporary makeshift shooting range. On a nearby table, an array of weapons had been assembled. From a first glance they appeared to be prototypes as Sularen did not recognize the design, but it was clear that Mahporeem had been very extremely busy lately. Then Captain Ronhar Tane stepped forward taking a pair of weapons and testing them.

According to the Field Admiral, all of these weapons were designed with the purpose of countering force-users in the wake of the Confederation's defeat on Brosi and given these tests they had potential. But the battlefield was a different atmosphere then a shooting range, and as such if these weapons effectiveness were to be proven, then they would have to be actually tested on the Sith themselves. Then Admiral Zonil led the group to another room, which this time was empty and only contained a single strange device.

Then came in Admiral Squesha who stepped into the empty room alone, before a single vornskr was released. The Vornskr would charge towards Squesha but before it could reach the Admiral, she activated the device which caused the creature to run back where it came from. As the group made their way back to the conference room, Sularen took a mental note of the demonstration as it was something that he should revisit in the near future. Working with Mahporeem to further develop Anti-Sith weaponry and test them against the Sith was most definitely something that would need to be added to the Supreme Commander's agenda.

Once Sularen and the others made their way back to the Conference room and took their seats, Admiral Squesha then stood up and began to distribute datapads that contained a template of fleet compositions, which in Admiral Squesha's own words would bring "order and unity" to the Navy. While indeed impressive, there was a more important topic at hand that needed to be addressed before the members of this conference discussed about the tactical orginization of the Imperial Navy.

Thus, the Supreme Commander would proceed to stand up to finally bring the Conference back to it's original course and shift the discussion to the topic he had sought to addressed and which he viewed as one of uttermost importance, far greater then that of Anti-Sith weaponry and technology and standardizing the tactical orginization of the Imperial Navy. "Before i begin, i must say that i am very impressed by the demonstration carried out by Admirals Zonil and Squesha. Although the weapons and technology you both have shown us have a great degree of potential for usage against the Sith in future encounters, their effectiveness can only be tested on the battlefield against the Sith before i can approve any sort of mass-production. I do not wish to develop weapons that the Sith will simply shrug aside before killing hundreds of our fellow soldiers on the field of battle." the Supreme Commander began.

"As for Admiral Squesha's proposals regarding the tactical orginization of the Imperial Navy, i would like to save that topic for later as there is a more pressing issue that must be addressed above all else for our navy. That issue is that of our Naval Doctrine. At Brosi our fleet's performance was far too mediocre for my liking. While there was some degree of coordination among fleets, what we lack is a proper doctrine that defines how we conduct naval warfare. Until we develop our own unique doctrine, distinct from the traditional doctrines of Imperial regimes and that of other galactic governments, our navy will remain far behind that of our counterparts despite our heavy investments to it." Sularen added.

"Furthermore, defining a proper doctrine for our navy will allow for us to pursue more concrete and defined contracts with our corporate suppliers with a long-term vision in mind, instead of simply getting random ships manufactured for us. A proper direction for our navy and the shipbuilders that provide us with our warships and the equipment associated with them." he continued. "Now before i add anything more, i would like to hear your ideas on what type of doctrinal approach we shall take with our Navy."

Calin had gone along with the program, followed the others, and watched as the Mahporeem Delegation showed off weapons, tech, and a demonstrator with Squesha Squesha as the bait? Calin made a mental note of the force tech; it might be helpful in certain situations, but he needed something that could stop force powers from afar, not just the user. That would be the tricky part for a fleet engagement. But as they filtered back into the conference chamber, Marlon Sularen Marlon Sularen stood up, ending the show.

Calin listened to Sularen speak, agreeing with most of the Supreme Commander's words. He did not, however, agree with the Supreme Commander when it came to Brosi. He would say as much to the group in front of him.

"If I may, Sir," Calin spoke as Marlon finished his speech, "Before I get into Imperial Doctrine, I must disagree with you on one point." Calin held up a single index finger to exemplify his point. "I believe, as my report stated," he pointed his finger at a nearby terminal, "That our tactics at Brosi were sound and well-rooted. We lost, yes, but there was no routing of Imperial forces. There was no widespread destruction. We took a few punches, but there was only
one element in which we were outclassed. The Force."

"Our friends from Mahporeem have shown great fervour in that regard, bringing to us something that may help in future engagements, and I would like to commend them on it. I would like to discuss this technology further with Admiral Zonill at a later time," Calin nodded in Ronhar Tane Ronhar Tane direction to further strengthen his acknowledgement of their technology demonstration.

Calin swiveled his seat to face Squesha Squesha , "I believe Admiral Squesha's proposal, sir, directly ties into what you're asking about for our doctrine. A standardized fleet is leaps and bounds more than we have; it is a good start and should not be overlooked. I might suggest a few changes, but that may be more to my own taste."

Calin swiveled away from Squesha, looking at all members in the eye as he spoke, giving everyone his respect and attention, letting them know he wanted them to hear him, hear what he had to say, and to give their criticisms. That's the only way the Empire could grow.

"As for a doctrinal approach, I am unsure that such a massive topic can be covered in a few words. Doctrine must change during Capital Ship engagements, ground support, pirate suppression, far-ranging patrols, and a myriad of other engagements and support the fleet finds itself in. We must all put forth ideas and mold and shape the Navy. It must have a solid bedrock, but it must be flexible. Which is where I will share one of my doctrinal approaches."

Calin continued, "The Empire has long been too rigid, too top-heavy. We have bred a culture where men dare not act without explicit orders, even when the stakes demand decisiveness. Every command must be followed to the letter, and in that rigidity, we've cost lives and squandered opportunities. I would see this change. Our enlisted, NCOs, and junior officers must be empowered to fight with the Commander's Intent in mind, yet exercise discretion when the moment demands it. The captain who stares the enemy in the eyes must have the freedom to act, save his men, and seize the advantage without fear that initiative will be punished as disobedience."

"An Empire that forges leaders, cultivates critical thinkers, and strengthens the will of its soldiers will outlast any enemy. Victory is not won by mindless obedience, but by disciplined professionals who can think, decide, and act precisely in the Empire's service. This change will take time, and more must be done, but I believe it will shape a stronger future for our forces."

Calin sat back before continuing, "I could go on about doctrine for days, but I have said a small snippet of my beliefs. I would like to give others the chance to do the same before I continue."

Karl stepped into the adjoining chamber and found himself facing a makeshift weapons range. At first, the idea of such a facility at a naval conference seemed out of place, but his curiosity quickly overcame the initial confusion. The Mahporeem Remnant's engineers had produced weapons that were both novel and promising, and Karl made a quiet note to keep them under close observation. There was real talent there, perhaps even a worthy successor to take up his old mantle as Division Chief of N&Z EnSol, a position he still had yet to fill.

Returning to the conference hall, Karl took his seat just as the Quarren admiral, Squesha, stepped forward to address the assembly. He accepted the dataslate she presented with a small nod of respect and listened closely as she outlined her proposal for standardized fleet structures. The framework she suggested was modest in scope but practical, covering the Confederation's most common operational needs. Karl found her approach refreshing, far removed from the old Tarkin Doctrine of brute-force suppression. That doctrine's reliance on fear and its obsession with supercapital warships was both uneconomical and strategically brittle. A navy built around Star Destroyers might intimidate, but it was poorly prepared for the wide spectrum of conflicts the Confederation now faced.

It was reassuring, Karl reflected, to hear such pragmatism from another senior naval officer.

When Admiral Squesha concluded, the Supreme Commander, Marlon Sularen, took the floor. He praised the initiative but redirected attention to the true heart of the matter: doctrine. Fleet structures, he argued, could not be debated in isolation, as it was doctrine that dictated structure, not the reverse. Karl silently agreed with the Supreme Commander.

Admiral Calin Rakel followed, countering that structure could not be divorced from doctrine, as the two were inextricably linked. His argument was not wrong, but it captured only part of the larger equation. Rakel then described his own doctrinal method: empowering subordinates to act on the commander's intent and make decisions in the moment, effectively becoming the captains of their own fates. Once again, Karl felt a quiet reassurance: there were others among the Confederation's high command who saw beyond rigid orthodoxy and who understood the value of adaptability.

Karl cleared his throat before speaking. "Thank you, Admiral Zonill, Captain Tane, and Admiral Squesha, for an excellent interlude ahead of the conference. It is prototypes such as these, once tested and refined, that can truly shift the balance of a campaign." He offered a polite applause, though his expression remained focused. "That said, there are three primary points I wish to raise before I get to the core of today's discussion."

"Firstly,"
his voice shifted, cold and deliberate, the tone of a man dissecting the matter before him. "Admiral Squesha, your proposals on standardized fleet structure are commendable. At present, we lack such a framework, and as a result, we lean on the doctrines and organizational habits of past Empires. This inconsistency created friction during the engagement over Brosi. While losses were minimal, as Admiral Rakel has rightly noted, they were not inevitable; they were avoidable."

Karl paused, lifted a glass, and took a measured sip before continuing. "While I applaud the Admiral's excellent proposal, I must echo the Supreme Commander's position: doctrine must come first. With respect, Admiral Rakel, while structure is indispensable, it is doctrine that shapes both structure and strategy. Doctrine is the bedrock. Strategies and formations can be adapted or altered as conditions demand, but without a clear doctrinal foundation, we remain disjointed." His gaze shifted to Rakel. "That said, I do agree with your point, Admiral, that we must empower select lower command ranks to exercise initiative when aligned with the fleet commander's intent. If we allow our officer corps to stagnate, we lose the sharpness that makes a navy flexible. Developing and empowering promising officers is essential."

He leaned forward slightly, his voice steady but edged with conviction. "For those unfamiliar with my background, before I was Exarch, and before my tenure as Moff in the Empire of the Lost, I served as a fleet captain in the First Order under Grand Admiral Carlyle Rausgeber. There, I learned the weight of both obedience and initiative. During the Battle of Skor II, we faced smugglers, enemy fleets, and purrgils. I was ordered to abandon our flank and withdraw toward the center. I assessed the situation differently. To obey would have collapsed our line. I chose to hold the flank long enough to ensure an orderly withdrawal. The line held, and we withdrew in good order."

Karl's hand clenched briefly on the table before he relaxed his grip. "For that decision, I was punished. I received no commendations, no recognition; only censure. It stung, but it also reinforced my conviction. Initiative, exercised with discipline and in alignment with the commander's intent, can preserve the fleet where blind obedience would have doomed it."

Karl let his story linger for a moment, the weight of it hanging over the chamber, before shifting the discussion forward. With a few deliberate presses upon his datapad, the room's holoprojector flickered to life. Before the gathered officers and dignitaries appeared two fleets of Imperial capital ships. One formation was composed of three massive hybrid battlecarriers, the other a lean, fast-moving strike group of destroyers, cruisers, and corvettes.

He drew a measured breath before speaking. "Before us are two fleets. The first reflects the Supreme Commander's doctrinal preference for hybrid battlecarriers; ships that can absorb punishment, deliver it back in kind, and project dominance through vast complements of starfighters. The second embodies the doctrine of my son, Commandant Augustus von Strauss: the Fast Attack approach, designed to leverage superior speed and concentrated firepower to shatter cohesion, disrupt formations, and collapse the enemy line before it can consolidate."

Karl's eyes shifted from one hologram to the other. "I have chosen these two examples because they stand at opposite ends of the doctrinal spectrum, and yet each is the other's natural counter. The Battlecarrier Doctrine offers unrivaled staying power and control of the battlespace, but risks overconcentration and vulnerability to agile, precision strikes. Conversely, the Fast Attack Doctrine seizes initiative, excelling at disruption and collapse, but it lacks endurance in drawn-out engagements and risks collapse under sustained attrition."

He paused, letting the comparisons sink in, before continuing with a faint note of pride. "My son has spent considerable time working to bridge this divide, devising a doctrine that incorporates elements of both approaches. Though he could not be present at this conference, I bring his words here now."

Augustus Von Strauss said:
"Where the Battlecarrier Doctrine is the anvil and the Fast Attack Doctrine the hammer, the Hydra Doctrine is both shield and spear. It is not bound to any single class of ship, but instead to modular lines: Core, forming our backline; Attack, for flanking and disruption; Screen, to guard against starfighters, bombers, and missiles; and Support, to sustain the fleet in protracted campaigns. These elements can be rotated, reinforced, or restructured as circumstances dictate. The Hydra Doctrine is designed for endurance and adaptability, thriving where brute force alone or sudden strikes alone cannot. It is not meant to replace existing doctrines, but to stand between them. Resilient, versatile, and sustainable. I believe it is the framework best suited for standardization within the Confederation Navy."

He looks to the conference, his expression cool but attentive. "Thoughts?"

The conference seemed to be rather relaxed, with some known and some lesser known faces each either attempting to have their say or just like Tertius taking their time to observe and make notes. He in this case preferred taking notes, finding it quite important to see in what way the N&Z could offer support in this endeavour. The first moment his eyes perked up though was when Ronhar Tane Ronhar Tane took the entire company to have a look at some of the weapons he had created under the banner of the the Mahporeem Remnant, further solidifying the choice of this ingenius man to truly become part of the N&Z Umbrella Corporation's upper echelons.

Afterwards, making notes on the weapons the field commander had shown, Tertius listened to the prognoses made by Squesha Squesha , one of the Admirals present at the conference, her focus laying on the standardization of fleet cores and possible diversions of these standards based on circumstances, a dissertation Tertius fully supported, as such an idea would effectively seek better communication between the parties concerned about military hardware and could even lead to an industrial standardization for ships as well.

Supreme Commander Marlon Sularen Marlon Sularen still seemed to be somewhat let down by the proposals and displays of the two former, making the Marquis wonder what exactly the man expected from this conference, what his vague words implied in terms of realistic progress and as he so frequently seemed to call it: the naval doctrine.

Calin Rakel Calin Rakel made a more in-depth report on what this naval doctrine truly needed to encompass, hammering on the confederation's lack in regards to those men and women who were adept at using the force, not to mention the equally apparent lack in regards to countermeassures when confronted by such people.

Lastly, the man to share their vision and apparently that of his son as well, was the Exarch Karl Von Strauss Karl Von Strauss , who briefly described two different doctrines and pressed unto the choice he had presented by asking for the thoughts of the others. However, it was now that the Marquis of Valkan, chairman of the N&Z, Tertius Nargath finally stood up and looked at each and every member of the conference, nodding politely to each as he cleared his throat.

"thank you for the demonstrations, the concerns and the propositions, but I must add to everything which has been said...that none of it is even close to covering the problem which has been decisively found within the confederation's naval and perhaps indeed its entire military set up," Even though he was no soldier, the Marquis did have the advantage to many other corporate leaders of having gone through military education on his homeworld, even when there was no military career in the cards for him due to his disabilities, having gone over the theorem of thousands of years of war and military tactics did give some clear insight in what it was the confederation had done wrong on Brosi and was thus expected to do wrong again should another battle occur. "Doctrines, ones they become common place generally tend to focus on a single strength and thus turn any military into a single trick pony, becoming too overly reliant on the strength of their doctrine and usually losing sight of any of the doctrine's weaknesses until it is to late. A clear example would be the much-discussed Tarkin doctrine which is still frequently employed; forcing the focus of a naval force on intimidation and high firepower over asset and resource flexibility."

Giving the Exarch a calm nod, the Chairman of the corporate juggernaut continued: "While the battlecarrier and fast attack doctrines hold a strong contention, neither can be considered capable of turning the confederation's flaws around. relying solely on carriers will lose you the war against overwhelming power, the fast attack strategy and doctrine also lacks thge firepower to remain plausible. However, both should not be ignored. If anything, what the Imperial Confederation's navy needs is not persay a doctrine, which would put pressure on flexibility and may rust us into a singular focus without any response to our own weaknesses, but closer to what Admiral Squesha Squesha proposed, though slightly different. What you need is flexibility based around a single standard fleet core. Information is also a powerful piece in the progress the navy would need, Calin Rakel Calin Rakel your point on the force does remain and the N&Z will assist the Confederation when it comes to finding adequate countermeassures and options to stand against the many threats with equal strength and even greater resolve."

Sitting down again, the Marquis hoped that by pointing out the glaring weakness that is part of any doctrine, the members of the navy present would take this to heart and would think clearly on what the solution to their issues may truly be.

Zonill wiped the sweat off his brow as Admiral Squesha Squesha successfully managed to activate the device in time, scaring off the Vornskr before it could do any lasting damage. With the conclusion of Zonill's demonstrations, the group headed back into the main conference area, ready to get to the task at hand.

Admiral Squesha Squesha opened up the proceedings with the list of standardized fleet sizes that they had created, much to the approval of Zonill. Admiral Calin Rakel Calin Rakel then spoke about the need for greater fleet commander autonomy, another facet with which Zonill agreed wholeheartedly. He had to wonder if the various admirals present had, in fact, read the after action report that the Mahporeem Ministry of Intergalactic Warfare had created after the Invasion of Brosi. Whether they had or not, it seemed that much of what Zonill believed was already shared by his colleagues.

Exarch Karl Von Strauss Karl Von Strauss then affirmed the actions of Admirals Squesha and Calin Rakel while reminding all present that the main focus of the conference was, specifically, the adaptation of new naval doctrine: the Hydra Doctrine. From what the Exarch described, it was a strategy that involved combining the nest components of both the Battlecruiser Doctrine and Fast Attack Doctrine. While such a move made total sense to Zonill, he did have some reservations toward the way such a doctrine would be carried out in the future.

Finally, Tertius C. Nargath Tertius C. Nargath then warned those present of the dangers of doctrinal overreliance, agreeing with the points made by Admiral Squesha Squesha . That would be a perfect segway into the thoughts that Zonill had on this conference.

"I must say", Zonill began, "that everyone here has made valid points toward the future of our naval operations. I wholeheartedly agree with the good Exarch that a new type of naval doctrine is needed, one that combines the best elements of our previous doctrines while compensating for the various weaknesses such doctrines may present. In that regard, the Hydra Doctrine seems like a step in the right direction. That being said, Tertius C. Nargath Tertius C. Nargath also makes a good point against the overreliance on such doctrines. As he so rightly pointed out, rigid adherence to the Tarkin Doctrine ultimately doomed the old Galactic Empire to defeat, as they were unable to adapt to the changing tactics employed by the ancient Rebel Alliance."

Zonill paused to take a breath, before continuing,

"As such, I believe it is pertinent to take into consideration the strategies dictated by Admiral Squesha Squesha and Admiral Calin Rakel Calin Rakel , though I would go even a step further and ask us to conduct a complete and total review of all present naval assets in the Confederation Fleet."

At this point, Zonill began projecting a holographic list of all the ships currently in use by the Imperial Confederation.

"At present, their are a total of 66 different ship models on factory roster, not including the dozens of local ship variants yet to be added to Imperial registers. Of those 66 ships, 18 alone are some variant of Star Destroyer. While I certainly understand the need for the creation of specialized ship variants, I must question the wisdom of employing so many different types of vessel in such a potentially disorganized manner."

"In fact", Zonill continued, "allow me to argue the case of two specific ship types, one of which is currently produced by the Mahporeem Imperial Remnant. The CR125 Corvette was first created by us during our long period of isolation. Designed to emulate Capital Ships without requiring the same resources to construct them, the CR125 Corvette is modestly armed but heavily armored and capable of carrying up to eight starfighters at a time, allowing to take on a number of different roles at the same time."

"In contrast, the Loki-class Fast Corvette is designed to do one thing and one thing only: overwhelm its foes with superior speed and firepower. Compared to the CR125 Corvette, the Loki-class Fast Corvette is far more suited to fleet to fleet engagements, and overall is a far more effective naval combatant than the CR125 Corvette ever could be."

"Yet, is such overwhelming firepower always needed on such a vessel? When engaging pirates or smugglers, are 112 weapon emplacements truly needed against these types of foes? Would their use not be better placed elsewhere?"

"Thus, this is what I am suggesting: taking the ideas presented by Admiral Squesha Squesha and Admiral Calin Rakel Calin Rakel and adapting them to the doctrine presented by Exarch Karl Von Strauss Karl Von Strauss , while at the same time understanding the point made by Tertius C. Nargath Tertius C. Nargath . We should have specialized fleets for given situations, understanding that it is impossible to be prepared for all contingencies at all times. Instead, we take the ships we have in production and assign them to certain battlegroups that can be used depending on the situation, whether that involves anti-piracy operations, planetary occupation campaigns of both less industrialized and heavily industrialized worlds or fleet to fleet combat scenarios. By designing these fleets with specific purposes in mind, we can then emphasize the production of certain combat assets while still having enough tactical flexibility to combat any sort of threat we may face in the future. After all, why build one Death Star when you can construct 1,000 Star Destroyers instead?"

With that, Admiral Zonill finished his rather long winded speech, waiting to see the reaction of those present.

Squesha listened carefully as the other officers spoke. Everyone had valid points. After all they had all got to their positions for a reason. It may have stung when the Supreme Commander had said her proposal should be postponed but he was right. She felt a sense of pride when Rakel defended her proposal, and she agreed with his initiative. . She did have to agree that doctrine did have to come first, and the Exarch made some excellent arguments. His idea of a "Hydra Doctrine" was very appealing, and was a doctrine she could get behind. She also found Nargath's points well founded.

Zonil's next proposal concerned Squesha. While assigning different ship classes to different task forces sounded good on paper, she worried that it would be inflexible. She spoke up.

"I appreciate all the input the members of this council have put forth. This Hydra Doctrine is a fine prospect. The key to success in the navy is flexibility. It is where our predecessors have failed time and time again. Nargath is correct, having just one overarching doctrine is setting us up for failure. Still, the Supreme Commander is right, one doctrine is better than no doctrine. I do believe the Hydra Doctrine will suit our needs well, especially in conjunction with fleet templates. And with Zonil's suggestion of suggested classes for the fleets it would be an efficient system, one of the best in the galaxy.

I do not believe that we should lock ship models into different battlefleets, however. I think each admiral should reserve the right to choose what model of ships they take, based on their experiences and knowledge of their missions. As we discovered at Brosi, not every ship model is fit for the same job, and we should reserve the right to choose the models, not just the fleet type.

I will of course review each and every ship class available to me, to reassess their tactical abilities and I will suggest other officers to do the same. It is only by constantly staying up to date that we can truly be effective. And of course, Rakel is correct. A ship is only as good as its captain. If we want to truly excel we have to reward out of the box thinking. To think in three dimensions instead of two. To anticipate challenges, and react to them in new and unexpected ways. I propose that Rakel and I develop a new training program for promising naval officers, utilizing the latest holographic simulation technology at the academy."


She sat down, watching the others for their reactions.

"If I may," Amalia cleared her throat, calmly leaning a bit forward as she clasped her hands together, nodding calmly towards Tertius before turning her gaze to all the players present at the table within this nifty little conference. "I believe that 'just' declaring a doctrine is not going to be enough though... not by a long shot."

Reaching for a small, thin metal cylinder within her vest, the pulled open the device, revealing it to be a thin, fullscreen datapad which after a few taps of her fingers and a quick commandeering of the screens within the room through the connection it had with the AAII KRONOS, above the table now hovered a three-dimensional holographic map of the current size of the Imperial Confederation's holdings.

"No doctrine is complete without the... actual indoctrination," Standing up, her gloved hands reached out and pointed towards the two tail ends of the confederation, where just outside of its borders Maphoreem would be located and on the other end, her hands reached for Chandaar. "These worlds and their resources are vital, the regions are perfect springboards to truly test the doctrine in its fullest. However, besides resources, we need knowledge, we need actual competency and I have noticed that the academic strength of the confederation is too centralized, ignoring the poorer populations within its borders who could be harboring great talents."

Turning her attention to Karl Von Strauss Karl Von Strauss and Nolle Tron Nolle Tron , the woman gave a faint, nearly untraceable smile. "COMECI and COMFIN could conduct a survey on the cost for traveling to New Alderaan, utilize that info to see whether or not this cost makes it harder for the loyal subjects that have less monetary funds to reach a proper education. If there is a correlation, all we need to do is to create additional academies, expand the voice of the Confederation to the furthest and deepest parts of the territory and thus bring in more troops, more talent and a greater pool of possible officers to successfully implement any doctrine you set out to follow."

Sularen watched and listened as every member of the Conference delivered their thoughts and ideas regarding his proposal to develop a proper doctrine for the Imperial Navy moving forwards. Exarch von Strauss's proposed Hydra Doctrine offered the levels of flexibility and versatility that Tertius believed the Imperial Navy would require, while Amalia's proposals to expand the Imperial Academy system throughout the furthest and deepest territories of the Imperial Confederation perfectly fit with Admirals Rakel and Squesha's idea of reinforcing the Confederation's training methods to develop a greater pool of talent within the Imperial Confederation's Officer Corps.

Once Amalia had finished speaking, Sularen would speak up offering his own thoughts on the many proposals and ideas that had been shared by his fellow peers. He first shifted his gaze to the Exarch to address his proposal for the Hydra Doctrine. "Exarch von Strauss. I do believe your son's proposed Hydra Doctrine would be a great fit for the Imperial Navy. I also believe that the Hydra Doctrine would fit perfectly with the Marquis belief that our navy must be flexible in order to avoid overreliance on a single school of thought." he stated. "Given that your son has already begun working on this doctrine, I'd assume he has already devised a system from which this Doctrine would be implemented throughout the Navy and how it can be adapted to the specific requirements of each individual Commander, yes? If so, i would like for you to share your son's ideas with the rest of us so that we can have a deeper understanding of his Hydra Doctrine and it's inner workings."

Then the Supreme Commander proceeded to turn to Amalia giving his insights on her suggestion to expand the Imperial Academy system. "As of now the only established Imperial Academy at our disposal is the Naval Academy within this very installation. As such i doubt COMECI and COMFIC would need to conduct any surveys regarding the cost of travel to Cholganna. Instead i believe it would be best to begin working on how best we can develop an interconnected Imperial Academy system across our territories and incorporate Admiral Squesha proposal for a specialized training program for new officers within the Imperial Navy." he finished.
