Zonill wiped the sweat off his brow as Admiral
Squesha
successfully managed to activate the device in time, scaring off the
Vornskr before it could do any lasting damage. With the conclusion of Zonill's demonstrations, the group headed back into the main conference area, ready to get to the task at hand.

Squesha
opened up the proceedings with the list of standardized fleet sizes that they had created, much to the approval of Zonill. Admiral
Calin Rakel
then spoke about the need for greater fleet commander autonomy, another facet with which Zonill agreed wholeheartedly. He had to wonder if the various admirals present had, in fact, read the after action report that the
Mahporeem Ministry of Intergalactic Warfare had created after the Invasion of Brosi. Whether they had or not, it seemed that much of what Zonill believed was already shared by his colleagues.
Exarch
Karl Von Strauss
then affirmed the actions of Admirals Squesha and Calin Rakel while reminding all present that the main focus of the conference was, specifically, the adaptation of new naval doctrine: the Hydra Doctrine. From what the Exarch described, it was a strategy that involved combining the nest components of both the Battlecruiser Doctrine and Fast Attack Doctrine. While such a move made total sense to Zonill, he did have some reservations toward the way such a doctrine would be carried out in the future.
Finally,
Tertius C. Nargath
then warned those present of the dangers of doctrinal overreliance
, agreeing with the points made by Admiral
Squesha
. That would be a perfect segway into the thoughts that Zonill had on this conference.
"I must say", Zonill began, "that everyone here has made valid points toward the future of our naval operations. I wholeheartedly agree with the good Exarch that a new type of naval doctrine is needed, one that combines the best elements of our previous doctrines while compensating for the various weaknesses such doctrines may present. In that regard, the Hydra Doctrine seems like a step in the right direction. That being said,
Tertius C. Nargath
also makes a good point against the overreliance on such doctrines. As he so rightly pointed out, rigid adherence to the Tarkin Doctrine ultimately doomed the old Galactic Empire to defeat, as they were unable to adapt to the changing tactics employed by the ancient Rebel Alliance."
Zonill paused to take a breath, before continuing,
"As such, I believe it is pertinent to take into consideration the strategies dictated by Admiral
Squesha
and Admiral
Calin Rakel
, though I would go even a step further and ask us to conduct a complete and total review of all present naval assets in the Confederation Fleet."
At this point, Zonill began projecting a holographic list of all the ships currently in use by the
Imperial Confederation.
"At present, their are a total of
66 different ship models on factory roster, not including the dozens of local ship variants yet to be added to Imperial registers. Of those 66 ships, 18 alone are some variant of Star Destroyer. While I certainly understand the need for the creation of specialized ship variants, I must question the wisdom of employing so many different types of vessel in such a potentially disorganized manner."
"In fact", Zonill continued, "allow me to argue the case of two specific ship types, one of which is currently produced by the
Mahporeem Imperial Remnant. The
CR125 Corvette was first created by us during our long period of isolation. Designed to emulate Capital Ships without requiring the same resources to construct them, the
CR125 Corvette is modestly armed but heavily armored and capable of carrying up to eight starfighters at a time, allowing to take on a number of different roles at the same time."
"In contrast, the
Loki-class Fast Corvette is designed to do one thing and one thing only: overwhelm its foes with superior speed and firepower. Compared to the
CR125 Corvette, the
Loki-class Fast Corvette is far more suited to fleet to fleet engagements, and overall is a far more effective naval combatant than the
CR125 Corvette ever could be."
"Yet, is such overwhelming firepower always needed on such a vessel? When engaging pirates or smugglers, are 112 weapon emplacements truly needed against these types of foes? Would their use not be better placed elsewhere?"
"Thus, this is what I am suggesting: taking the ideas presented by Admiral
Squesha
and Admiral
Calin Rakel
and adapting them to the doctrine presented by Exarch
Karl Von Strauss
, while at the same time understanding the point made by
Tertius C. Nargath
. We should have specialized fleets for given situations, understanding that it is impossible to be prepared for all contingencies at all times. Instead, we take the ships we have in production and assign them to certain battlegroups that can be used depending on the situation, whether that involves anti-piracy operations, planetary occupation campaigns of both less industrialized and heavily industrialized worlds or fleet to fleet combat scenarios. By designing these fleets with specific purposes in mind, we can then emphasize the production of certain combat assets while still having enough tactical flexibility to combat any sort of threat we may face in the future. After all, why build one Death Star when you can construct 1,000 Star Destroyers instead?"
With that, Admiral Zonill finished his rather long winded speech, waiting to see the reaction of those present.
