The Chancellorate
Weaving the Tapestry of the Diarchy


The Chancellorate, a sprawling and meticulously organized bureaucracy, forms the diplomatic and political heart of the Diarchy. It is the engine that translates martial conquest into lasting stability, transforming battlefields into burgeoning provinces. Like the veins and arteries of a body, the Chancellorate's influence extends to every corner of the Diarchy, ensuring that each world, each system, is seamlessly integrated into the grand design emanating from Bastion.

The High Chancellor: The Chancellorate is overseen by a High Chancellor appointed by the Diarchs. This High Chancellor is tasked with operating the legislative, logistical, and economic levers which keep the engines of government moving according to the Diarchs' designs. The High Chancellor brings the agenda of the Diarchs to the Forum, and considers the concerns of the membership and their best ideas about how to achieve that agenda. He manages the discussion, ensuring it remains productive. Once the Forum votes on the best way forward, the High Chancellor brings the decision to the Diarchs during a session of the High Council, and the Diarchs are free to approve or veto the action. A Veto may be followed by an order to re-consider, or the Diarchs may impose their will upon the Membership, with the expectation that their will be carried out with full force.

The Membership: The Membership of the Chancellorate is comprised of representatives who are divided into five groups: The Chancellery of Administration, the Chancellery of Culture, the Chancellery of Commerce, the Heralds of War, and the Speakers of the Brotherhood.

  • The Chancellery of Administration: This is the direct link between Bastion and the member worlds. These Chancellors, seasoned administrators chosen for their loyalty and pragmatism, are liaisons to established and acquired territories. Their initial task is securing the peace, often working alongside the Diarchy Armed Forces to suppress lingering resistance and establish a stable governance structure. After the initial dust settles, they oversee the implementation of Diarchal law, ensuring consistency and predictability across the province. But perhaps their most important function is the attendance of Chancellorate meetings, where they voice their concerns and share their insight about how best to implement the Diarchs' mandates upon the worlds they represent and manage.
  • The Chancellery of Culture: War is simply too costly to wage forever. This department is dedicated to winning the hearts and minds of the conquered. These Chancellors of Culture are the most highly regarded artisans, educators, and historians within Diarchy space. They are sent to member planets, often under protective escort. They build cultural centers to promote Bastion's art, literature, and philosophy. They carefully curate history books to emphasize shared heritage and the benefits of Diarchal rule, adjusting local traditions that conflict with Diarchal values. They sponsor public works projects - grand amphitheaters and libraries, all built in the imposing architectural style of Bastion – to demonstrate the power and benevolence of the Diarchy. Like the Chancellors of the Administration, the Chancellors of Culture give useful insight into the cultural effects of mandates, and how adjustments to culture or the arts can best achieve the Diarchs' aims.
  • The Chancellery of Commerce: Recognizing that a prosperous province is a loyal province, the Chancellors of this department set out to integrate member worlds into the Diarchy's vast economic network. These Chancellors of Commerce are selected from the leadership of the most powerful corporate entities and industries permitted to do business within the Diarchy. They negotiate trade agreements that are favorable to the Diarchy, but also provide newly integrated worlds with access to advanced technology, previously unavailable resources, and vast new markets. Tax regulations are standardized, ensuring a steady flow of resources back to Bastion while simultaneously incentivizing local businesses to thrive under the Diarchs' watchful eye. At the meetings of the Chancellorate, they provide advice on the economic impacts of Diarchal policy, and suggest how the economy can be made to best achieve the Diarchy's will.
  • The Heralds of War: The Heralds of War are high-ranking military representatives chosen to provide insight into how the Diarchy's policies may impact warfighting ability, or how the military might best achieve the Diarchs' goals. Like the Speakers of the Brotherhood, these Heralds serve in an advisory capacity. Nonetheless, they enjoy not only the respect of their military rank, but also the additional honor of speaking for the Diarchy's military forces during forum discussions.
  • The Speakers of the Brotherhood: Officially, the Brotherhood operates independently. However, the Chancellorate maintains a dedicated Liaison Office to coordinate with the Force-sensitive order. This office serves as a critical channel for intelligence gathering, identifying potential threats to the stability of a province before they can escalate. It also handles the more delicate aspects of Diarchal rule, ensuring that the Brotherhood's "iron fist" is used judiciously and effectively. At meetings of the Chancellorate, these speakers answer questions and voice opinions about how their order can best implement the Diarchy's rule.
Bastion's Forum

All these departments ultimately converge on the Forum of the Chancellorate. Chancellors, Heralds, and Speakers may attend in person, or use the holonet to speak at the Forum via telepresence. It is here that provincial reports are reviewed, laws are debated, cultural shifts are implemented, and the will of the Diarchs are made manifest.

The Diarchs hold ultimate veto power over every decision made by the Forum, being advised on this decision by the High Council. Laws passed by the Forum and affirmed by the Diarchs are promulgated across the Diarchy through the Chancellorate, ensuring that the will of Bastion is enforced with unwavering efficiency.

In essence, the Chancellorate is the instrument by which the Diarchy transforms military victory into enduring political and economic dominance. It is a testament to the Diarchy's commitment to Pax Per Bellum – peace through war – and their unwavering belief that order, even if enforced, is the foundation upon which a truly prosperous galaxy can be built.

The Sixteenth Session of the Chancellorate, (first under High Chancellor Mecetti,) brings the following proposal to the Diarchs:

That religious groups- including the Sith, Light Side followers, Dark Side followers, those between, and those without any Force affiliation- that they all be allowed to persist in their worship and practices so long as they do not foment against the Diarchy, or act contrary to Diarchal values.

Moreover, that staff from each office of our Chancellors of Culture should be dispatched to learn what we can from these groups: To find positive life lessons, arts, sciences, and even economic wisdom that can be shared for the benefit of all.

Less publicly, High Chancellor Mecetti additionally requests that the Network assist in the monitoring of these religious groups- for their own safety, of course- against the possibility of extremists within their ranks.
