My question is pretty much just for clarification around this:

Are only the attacking (or any) major factions involved permitted to do so, or is this Superweapons are permitted in annihilation threads in general in more words?

Both of those questions are answered by the rules.

Only one superweapon per annihilation thread, and Major Factions are the only factions that can field a superweapon.

This is where OOC sadly interferes yet again. The official word is no, but many things can be done by communicating with the attacking Major Faction and Staff.

The attacking Major, the one that launched the Annihilation, takes precedence over all. You’ll need them in your corner if you want to use it yourself.

Addendum question; Can Minor Factions and other third parties do superweapony things in an annihilation?
