Sleeper Agents?

Ok, so as a preliminary: If this is not allowed, or not a good idea, just let me know.

So I got thinking today, and I realized something. The Spynet has the resources to do it, and the possibility of it is not unreasonable, so why not try it?

Any character with an insufficient backstory or a minimal one would be good if you don't want a new character, or a new character could be made. However, the latter would be harder.
And, I could also capture some people and turn them into agents, if possible.

I wrote a double spy / sleeper agent on another forum that was a felacat. Was quite interesting.

Can't see why this wouldn't be allowed. There have already been plenty of PC chars running around spying within factions. The good ones are those you never find out about, unless of course they prefer to tell people OOCly to keep things open.
