To my mind, the best target is the One Sith. It's a huge, amorphous blob of rudderless opportunity, with over a dozen established or mentioned Sith temples and academies, and a small legion of approved tech subs. Infinite room to claw your way up, practice playing long cons, make allies, pull some false flags, or just plain kill things and take their stuff. Many many options.
