To whom it may concern,

Following the ratification of bill JR 860AU1-1 The Confederacy of Independent Systems is seeking to reinforce the safety and security of the Southern Systems. To see this end fulfilled several prominent planets are being selected to act as rally points/defendable safe zones. Your world has been selected to serve as a DESIGNATION: DEFENSE ZONE, if you so choose. As Viceroy of this world, the primary means of defense and maintenance will be decided by your local Defense Force, however Federal Assets are available upon request.

To serve as a DEFENSE ZONE the following conditions must be met by the end of the next fiscal year:

1. Auxiliary lodging for over 1,000,000,000 sentient lifeforms. Lodging must meet the Confederate Living Standard as released quarterly by the Ministry of Commerce.
2. Reserve ration stockpile {To include: Toiletries, food, water, clothing, bedding, personal hygiene effects, & medications}
3. Planetary/System Medical facilities capable of supporting the Auxiliary lodgings maximum personnel count {1,000,000,000 sentient lifeforms}
4. Military/Martial Might capable of repelling a planetary invasion of considerable force.

All planets who participate in this Joint-Program between the Presidium & The Viceroyalty will receive a three percent tax-break on all Confederate-level taxes. Additionally, all additional costs MAY be covered by the Confederate Military & Defense Budget, provided they are deemed essential and functional. The Office of the Vicelord reserves the right to audit any and all services/programs surrounding this transaction. If, at any time, the above conditions are not met/within reasonable parameters then the contract/fiscal support levied upon the world will be rescinded, all Confederate assets will be removed, and the DEFENSE ZONE will be returned to it's original military status.

Those planets who are interested in participating in the Defense Zone MUST submit a draft that details the above conditions applied to their world. These conditions may be applied however the Viceroy deems fit, however all applications are subject to inspection by the Office of the Vicelord.

SURRIC LOCAL DEFENSE FORCES have received and acknowledged transmission. Submitting report for review by OFFICE OF THE EXARCH AND VICELORD. Report as follows:

1. Lodging locations have been set in two location groups, primary locations being aboard space stations in the Surric System patrolled and defended by members of the SLDF Naval Forces. These stations offer standardized living quarters for 2.5 billion souls with basic amenities, including mess decks, toiletries, living and working areas, and private living areas for families. Single personnel will be directed to fill communal living areas first, until all persons accounted for, then personnel will be sent to living spaces based on needs of the citizen/resident. Secondary location is on the planet of Atin, Surric System. Location has been expanded to allow for 40 billion personnel, and has been placed underground. This location offers more protection being that it is on the military center of the Surric System, and that enemy forces will have to breach planetary defenses to reach this location, which cannot be seen or detected from orbit due to its depth of 500 meters below the surface. Includes similar amenities as space station, just expanded to deal with a larger possible population. Access to ships from small freighters to Capital Class Vessels (transport 700 meter long Cruisers) is available from various locations.​
2. Stockpiles of non-perishables are being compiled as report is being sent up, however the use and incorporation of production and waste recycling facilities will reduce overall consumption of materials in both locations. This will allow for these locations to potentially be under siege for months, if not years and be able to sustain themselves with all non-perishables and perishables. Hydroponics bays and 3-D printing bays allow for production of most necessities, with both standard and molecular recycling stations allowing for re-use of most materials without needing to source from the outside. Power sources for both locations offer longevity in uninterrupted power production utilizing Isotope-5A Micro-Reactor and Reactor System Technologies.​
3. Both facilities have fully capable and stocked medical stations, with droids, materials, supplies, and personnel trained from the SLDF able to staff and man these locations if personnel that have been relocated here cannot staff them. SLDF medical troopers are also on standby to train necessary personnel from relocated persons to ensure that no matter the size of population relocation, these medical stations can handle the pressure and strain of the population size.​
4. SLDF Active Duty Forces (Expeditionary Forces) and Reserve Components number in roughly 8 million personnel. This is supported by a Navy capable of supplying, transporting, and even providing proper combat support to these personnel. This number does not include the number of combat vehicles, droids, Aero-Space Fighters, Bombers, and Naval Assets and Personnel. At any given time, the entirety of the Active Duty Forces (1.3-2 Million Personnel) and one of the Army Groups (roughly 2 million personnel) are active and training at any given time in the Surric System. This pattern is mirrored by each Army Group's respective fleet, with the entirety of the Active Duty Naval Forces being always on duty, with another fleet of reservists going through training and maneuvers.​

Yesmireen acknowledges the receipt of secured transmission and is supplying correspondence below per request:

1. Lodging allocations are established in the “Underground” of Galacot City, an extensive network of facilities designated solely for military use. This base is the largest and central headquarters of all Yesmiri Planetary Defense Force Branches with other military installations scattered across the planet’s surface. Furthermore, Yesmireen has commissioned Valnora Enterprise with the construction of two orbital platforms to serve as permanent bases for the Yesmiri Planetary Defense Force Navy. These stations will provide further lodging arrangements to comply with standards set forth from the Confederacy of Independent Systems. In total, Yesmireen can support an additional thirty-seven billion sentient lifeforms (size depending) at present, with a projected twenty billion more with the completion of current ongoing projects. These numbers do not include lodging allocations afforded by Naval Fleet vessels and instead cover the permanent lodging fixtures provided by Yesmireen.

2. Yesmireen can further assure that reserve ration stockpiles are maintained year round and are never allowed to go below a project two years worth of supplies. These resources are routinely inventoried and replaced as deemed necessary due to shelf life expirations or analysis discerning the necessity to purchase further resources to coincide with an increasing military population. These projections do not take into account the reserve ration stocklpiles allocated separately for Yesmiri civilian population.

3. Yesmireen has a number of medical facilities spread across the planet’s surface to include a fully functional medical treatment facility established in each military base. Further, Yesmiri is looking to commission another orbital platform to serve as a major medical treatment facility for the sector of space. Yesmireen is fully confident in its ability to support the addition another billion sentient lifeforms.

4. The Yesmiri Planetary Defense Force (to include reserve components) currently consist of a force totaling 19.7 million personnel designated to various specialties. The Yesmiri Naval Command reports a force of 8.2 million personnel. Yesmiri Ground Command reports a force of 7.4 million personnel. And the Yesmiri Reserve Command reports a force of 4.1 million personnel. Along with strong numbers in the personnel count, the Yesmiri Planetary Defense Force supports a fleet of a wide variety of vessels and specialties. These range from small craft to a Battlecruiser which serves as the Flagship of the fleet. Further, Yesmireen plays host to two Interdictor Mk2 Surface to Orbit defense platforms. If tested, the Yesmiri are fully confident in their ability to hold their own and repel an aggressor should one make themselves known.

Lord Malvern, the report is as follows:

1. As a matter of precaution we have taken the steps to ensure an underground facility was built under each sector. In essence it is much like the city above with some minor adjustments. By the end of the building there will be plenty of facilities, with more planned as a just in case measure. Current population of residents is about two hundred and fifty thousand and growing. Arbra has not until recently even been a blip on the map, so I hope you will forgive our modest numbers.
   
   
2. Every excess harvest and extra surplus is out of habit preserved and stored. We will have at least half the requested stockpile by the end of the year, sooner if we send out harvesters further afield should you so request. Shelf-life projection is at least five years, our target goal is to have enough saved for at least that long should a siege happen and remain for that five years.
   
   
3. Defense Force is currently staged on a military space station outside the gate past the planetary shield. Mainly droids, however our long term goal is to build a larger facility as our trade grows so that clearance and security checks will remain fluid as our population grows. This facility, once built, will serve as the first line of defense and the planetary shield secondary before, should it come to it, war comes to the surface. Further details on the planet can be found here. One third of the current population is in security and military. Droid compliment across the planet is about one million, only a third of this number is active and performing.
