This small device delivers an extremely powerful (10 Million Volts & 4.5 mA) electrical shock which is capable of causing almost instant incapacitation on even the strongest & most unruly sentient being. Anyone deploying the device is advised to aim for extremities and/or limbs; applying such a shock to vitals (such as the face or neck) is ill-advised and likely border-line illegal on some civilized planets.
