Scout Ship Procurement (up to 200m) - Calling All Shipbuilders

The Outer Rim Coalition has put out a procurement order for a long-term supply of a new standard scout ship. Applicants’ designs should prioritize the following characteristics.

* Comprehensive stealth suite (cloak or comparable), including gravitic modulator.
* Above-average sensors.
* Above-average navigational equipment.
* Maximum dimension of two hundred metres or less (both corvettes and fighters are eligible).
* Class 1.5 hyperdrive or better.
* Extended operations capacity (consumables, amenities, etc.) (optional).
* Probe/drone deployment capability (optional).

A committee is accepting applications and presentations on the mobile space platform known as the Foundation, currently orbiting Pergitor.

Jorus Merrill, having learned his lesson about chip crumbs, has brought burgers and drinks for all concerned.

(OOC/ No more than one shipbuilder will receive a long-term Major Contract with ORC, so bring your A game. Others may be tagged for other kinds of contracts depending on needs and opportunities.)
 
Cal wasn't exactly a suit and tie kind of guy. Nor did he send such people on the important runs. The Coalition was something his brother had helped pull together, in his own absent way. And while Julius may not be fond of how Caladan lived his life abandoning any sense of justice for the 'black and a ship console, Cal still hero-worshipped his Jedi brother, and this was a way for him to pay it back in thanks.

So he came to the call when Jorus put it out, CEC credentials hanging about his neck on a lanyard, baggy khaki cargo shorts and lurid green/blue/yellow tropical shirt with a white undershirt, as well as a jaunty straw fedora with a frayed brim and flip-flops that looked suspiciously like the same material as his shorts for the toe thong. But his dataslate he carried was top of the line, a sonic servodriver was clipped to the pocket of his shirt, and the designs he had drawn up were top notch. Oh, and positively slick looking beach-bum sunglasses perched on the brim of his hat, arms of them tucked into the oceanic blue band of rayon across them.

There was no need to invent the wheel. Mandal Hypernautics had a suite similar to the needs for stealth that he could borrow from. Add a stygium cloak and TiabanaX stealth engines and a white noise suite coupled with a gravitic modulator, and the ship practically sold itself. Silent running, hard to detect except by mass shadow, which could be countered. As he walked out of his ship, he made notes for a probe droid launcher, a roughly .75 class hyperdrive with lessened reversion warning from hyperspace. The launcher would work ideally with Clan Rekali gear, but he could easily design custom probes specifically for the Coalitions unique territorial demands. Granted, it didn't have much in the way of armament, just concussion missile launcher and two quad-lasers. But, it would be nimble and quick. Just best not get caught in it was all.

The NavComputer would be as best as he could buy star-chart wise, and a note jotted down that if the cost was a concern, the low in number but rather spacious and well-stocked crew quarters could be cut back to provide a possible ability to reroute once per jump to a new destination without reversion. That would be tricky, but he knew it was technically possible. Just had to sell the Coalition rep that he could make it happen.

Stepping onto the Foundation, he slid the dataslate in front of Merrill. When touched, it would wake up, presenting the sketch blueprints, notations and formulas, and then the CEC logo with his own scrawl under it 'You need something quiet. I can give you a lot of options, suited to your pilots flying, on how to get there...'

Cybele hummed lightly as she finished her draft of a holonet email for the group that was looking over various ships for their newest scouting vessel. From their needs of something stealth oriented, to the needed sensor suites, to the various navigational equipment and hyperdrive requirements. It all seemed a bit too orientated to the exact ship Jaeger had made only just recently.

Finishing the final takes on the mail, it was sent through the various relays to end up at their desk; with video attachments and various technical specifications that would only interest the more savant orientated shipwright. From the exact requirements for fuel and more, the ship simply had too many requirements to be any more interesting to the various single pilots of the galaxy.

The proposition in question read as follows;

Dear Council of The Foundation,

As representative of Jaeger Solutions, I hereby wish you a warm welcome, and hope the search for a dedicated scout has gone well. To add to your various options, our own ship engineers have toiled preemptively to provide the exact thing you’re looking for, and while I’m sure there is plenty of competition, I’m unsure there is something that meets it as well as what we offer.

With somewhat moderate firepower for quick assaults, strong defenses designed in-house at Jaeger’s research and development departments, the various countermeasure packages and more, there simply isn’t something that could compare to our JC-747 “Nox”. It holds all the necessary stealth technology to ensure it is never caught, with an otherdrive to ensure stealth past standard hyperlane monitors. Gravity modulators to make sure there is no detection from gravity monitors, along with stygium based cloaking to make sure the vessel is never seen unless it wants to be.

Between the internal security automated through a biometrically controlled droid computer, and the exceptional detail offered the crew’s quarters, there simply isn’t something that could compare to our silent warrior, trudging far behind enemy lines. The ship was designed from port to stern, it was built for dedicated warfare deep cover for unknown periods of time. To capture high value targets, or investigate enemy infrastructure. Its as flexible as it is viable for what you need.

In addition, Jaeger offers whatever it can to ensure a strong war effort either defensively or otherwise; meaning while this may be a start, we hope to continue a healthy relationship from this point forward.

- Yes, but this has to be the first stygium cloak I've ever seen that's double-blind. Normally that's something you only find with hibridium. Improvised periscope would be necessary. Still, it's got backup reflec, photonics, and grav mod, and double-blind opens up some funky exploits. Plus the redundant tri-trackers help with the double-blind thing. And love that hyperwave beacon scrambler.

* Above-average sensors.
- Yes. Reeeally expensive Mon Cal sensor package will do the job.

* Above-average navigational equipment.
- Not seeing it.

* Maximum dimension of two hundred metres or less (both corvettes and fighters are eligible).
- Check.

* Class 1.5 hyperdrive or better.
- Class 1, check. Can carry a gunship with a class 1 also.

* Extended operations capacity (consumables, amenities, etc.) (optional).
- Definitely. VERY comfortable.

* Probe/drone deployment capability (optional).
- Combat drones only, but nice ones and lots of them.
- Also has adaptive small support vessel capacity.


Company is pretty dubious but I've worked with worse. CEO is that lady I met on the Technicolor Beat. Betting this company has ties to that hangover kid who tried to sell me to Velok. 'John,' his name was. Might need to poke this one a bit before we get in bed.

The Outer Rim Coalition was big, at least it held more planets than the Mandalorian "Empire" did. Though held was a strong word. The Outer Rim Coalition didn't "hold" planets in the traditional sense but more or less kept other governments from mucking up the simple, and often violent, lives of those that lived in the Outer Rim specifically from groups like the Mandalorian Empire and more specifically the First Order which straddled it quite suggestively.

Which made this request all the more curious.

ORC didn't have a standardized military. So why were they looking for stealth tech? When he entered the room he was half hoping to see Gil among the panel of ORC's committee. A hope dashed the minute he entered the room. He wasn't clad in Beskar'gam, but the beskar Mythosaur skull pin on his chest told them enough of what they needed to know about where he came from.

MandalMotors was one of few starship manufacturers with legitimate means to produce a stealth ship all on their own. With both stygium mines and research stations in Aeten II, years of experience utilizing stealth tech in ships of various sizes, and tried and true tech to get ships moving quitely he felt they had a good chance, and even if they didn't get the contract, because of his company's position they could still make the ship and contract it to someone else if they lost ORC's contract.

For now he would wait and see what others had to say.
 
"Did it specify the scoring criteria?"

"Hmm?" Went Pella, looking up from her datapad towards the lad sent up from the bidding department.

"Is it lowest compliant bit or weighted scoring? What fraction of the marks are awarded to the presentation?"

"It's an ORC ITT. It's just a list of kark they want," Pella replied. "Hopefully it's not cheapest compliant because we're not compliant."

The well spoken grad student looked quite put out by this. "But how do they demonstrate value for money to the budget holders? Doesn't this open them to legal challenge?"

"It's the Outer Rim Tristan. If we sent a lawyer they would probably roast him over a fire. Just make some nice diagrams please."

"Fine."

"Where is the prototype now anyway?" Pella asked.

"Blondie from the starship standards authority has sent one of her drones to check the specification."

"Well, if they fail it on the emissions test we can send ORC the old model and slap a few more shield generators on this one in the interim."



Summary

Incom are pleased to present this tender response to the Outer Rim Coalition. Whilst our company is not offering a specialised cloaked vessel we would like to take this opportunity to highlight the recent upgrades made to a tried and trusted Incom model that specialises in scouting and reconnaissance.

As highlighted in the technical schedules on pages 8 to 12 demonstrate that this does not fulfill all criteria in the tender we would urge the authority to consider that thirty such vessels could be purchased for a single, low quality cloaking device.

As always, should you wish to be updated please contact your local sales representative who always remains within ORC space due to your existing relationship and ongoing provision of Incom vessels.

Should the Authority wish to explore the option of a more limited production run of cloaked vessels Incom are able to seek a partnership for a combined bid that fulfills all criteria, but we believe this response provides excellent value for money.

All things considered, the A-27 fit most of the criteria, and Incom had a point: this sucker would be downright affordable. Those sensor jammer packages took an active approach to stealth; throw in reflec and TibannaX, and the suite ought to do the job. No gravitic modulator but, again, affordability. The more Jorus poked through the technical schedule, the clearer the big picture became. Incom had gone a little way outside the box and created a genuinely practical stealth ship for literally peggats on the wupiupi. And that miniature residence for two gave the Sleuth all kinds of extended operability compared to most stealth fighters. You could only sit so long in a cockpit, after all, no matter how comfortable your catheters.

The Outer Rim Coalition is pleased to extend a Major Contract to Incom for the purchase, maintenance, and replenishment of the A-27. This affordable, highly effective scout ship will play a vital role in defensive efforts at the system and sector levels.
