With the emergence of the Republics Naval Marines as well as the grim view on future warface that would be fight in enclosed environments, such as naval vessels or cities, the Republic underwent a process to create an assault rifle that would excel in such places. The S-12 was the product of that research and while it is not perfect, there are plans for the S-13 already in the works, it was deemed suitable enough to fulfill its desired role being a compact, but short ranged, assault rifle with decent firepower and firing rate which kept it cheap to produce.

- Compact - The S-12 is a light, compact weapon meant to give the soldier more maneuverability to better operate in urban environments or in other similar areas.
- Reliable - As is common with most mass-produced Republic Remnant weaponry, the S-12 was built to last, being resistant to malfunctions and more likely to work after mistreatment this was to ensure the trooper's weaponry did not fail them at critical moments and also as a measure to reduce logistic strain.
- Low Capacity - In order to help cut down on the weight, the S-12 was given a smaller powerpack which, while making it lighter, also made it hold less shots then most other blasters on the market.
- Short Range - As the S-12 was designed for more closed environments, range was not something that was viewed as a crucial element of the weapon and so was not designed to engage targets at moderate to long ranges.
