Major Locations:

Blue Station: The de facto capital of Roviane, Blue Station is the common name for 'Nuz Isb' which in Ceunh translates to 'New City'. The origins of Blue Station refers to the Chiss who live there; the name was commonly used by outsiders who had a hard time pronouncing or even remembering the settlement's name. After decades the name eventually stuck but Chiss--among other--residents still refer to it as Nuz Isb when dealing with locals. Blue Station is not only the capital but it is also the largest settlement on Roviane and home to nearly half of its residential population and one of two starports on the world.

Mondal: The second largest settlement, Mondal is the colloquial term for the 'Port Mondal Administrative District' which was settled by human spacers only a few centuries after the Chiss arrived. Initially Mondal was in a state of war with Nuz Isb over disagreements on how resources should be distributed but there were no casualties and only minor incidents such as small skirmishes and sabotage. The two eventually chartered the 'New Agreement' which established effective social independence between the two governments but agreed economic cooperation for resource distribution and common defense. Mondal is one of two starports on the world.

Habitat: The small sanctuary known as 'Habitat' is namesaked for miscommunication between Ithorian settlers and the Humans and Chiss who settled centuries earlier. Recent newcomers, the Ithorians only established themselves in large numbers right after the Four Hundred Year Darkness. Secretive, and off-limits to non-Ithorians -- except for its famous 'Commons' which is a publicly-open market district which the locals trade with residents from the other settlements. What little is known has lead to somewhat racist tendencies from Mondal and Blue Station but the two have recently charted new agreements that gave protection to their privacy, in exchange for trade.

Culture:

Roviane's culture revolves around two main principles. Privacy and efficiency. Due to recent events; the planetary government has began to welcome private corporations onto their world. These companies -- for various reasons -- are granted land privileges and utmost privacy in their matters; virtually allowed to do anything. Because privacy is so important the planetary security force makes it their number one priority to protect client privileges over residents. Most residents tend to work in these industries or in some form or another are subsidized by the planetary government as custodians, security, and service sector employees officially operated by the government. Its business-minded administration focuses on profit and thus conducts their operations as efficiently as possible whilst maintaining a comfortable and content atmosphere for residents and clients alike. Whilst visitors are not uncommon, all are treated with caution depending on their affiliations.

Technology: On par with the rest of the galaxy.

History:

Roviane was once little more than a barren, cold wasteland that was home to nothing and no one. What changed was the arrival of a Chiss colony fleet; its origins have been lost into obscurity but most accepted details are that some time ago the Chiss Ascendancy attempted to establish their powers further out into the Unknown regions but many attempts failed leaving Roviane to be an isolated success. The Chiss struggled to survive in their small colonies and through trade with spacers, pirates, smugglers, and rogue fleets; they managed to survive.

It wasn't until the arrival of human spacers and war refugees that the Chiss finally made broad contact with the rest of the galaxy. Resulting in a brief and practically harmless war, this 'first contact' for the Chiss of Roviane lead to the 'New Agreement' which created a planetary wide confederation based around economic prosperity and common defense. As time went on, Roviane brokered contracts with other governments to maintain their independent and through high-technology were able to sustain themselves through the creation of closed ecological systems to maintain fresh farms; protein that isn't imported is generally found in the form of an artificial nutrient bar or drink powder and other supplements.

Throughout the Clone Wars and the Galactic Civil Wars, and even the Yuuzhan-Vong Wars, Roviane managed to be virtually unscathed by galactic conflict. Entering the events of the Four Hundred Year Darkness, the planet entered a state of total isolation and depression. The population was halved, resources were distributed strictly, and breeding was planned systematically to ensure survival. This period to them was simply known as the Four Hundred Year Depression, locally. The aftermath resulted in the arrival of Ithorian refugees who traveled en masse. Miscommunication amongst desperation resulted in cold relations between the existing government and these new arrivals who settled on their own, taking up an abandoned mining settlement that was left behind during the depression. Afterwards Roviane managed to once again achieve contact with surviving galactic governments on smaller scale and remained secluded and mostly isolated. Realizing the 'New Agreement' was not enough to sustain the world, the leaders of each settlement -- excluding the Ithorian -- established the 'Corporate Enclave Agreement' with the intentions of selling out their large portions of unused land to corporations who wish to operate discreetly and efficiently outside of traditional legal barriers.

With no laws on their own land and only agreements for common defense and privilege, companies that settle on Roviane are given 100% privacy, total autonomy and security of their privacy in exchange for bi-yearly fees and the one-time purchase of land. Quite shortly after this agreement was enacted, the planetary government was secretly visited by Primeval Agents who found potential use of the world. In exchange for their full cooperation and pledged secrecy, The Primeval allowed the world to operate as a front for economic bridging between The Primeval and the rest of the galaxy; whilst maintaining their usual business.

Notable PCs: N/A
Intent: To create a world for corporations and companies to operate discreetly, develop secret projects, and be given total autonomy and privacy. Another intention is to create a roleplay-friendly way for The Primeval to interact economically (in secret) with the rest of the galaxy.
