  • Freedom & Oppression:
    • Freedom in Rhea depends largely on your wealth and your social status, and any oppression is societal in nature, not lawful. There are approximately three social classes, the social classes are on paper easy to move in and out of as it depends largely on wealth. Unfortunately, that is on paper and many circles within these classes may have a harder time accepting new people. No single social class is above the law and the prefects are trained to treat them all the same. Voting rights were initially left only to the patricians, the highest of the three classes. After a revolt, or two, these rights were extended to the plebians, however, owning land is restricted to equestrians and patricians. Patricians unlike equestrians who work mostly as civil servants are able to run for office.

      While Plebians are able to speak their mind, the more wealth that is acquired the more one must be careful of what they say and how they say it. Patricians might seem to have the most freedom with their speech, however; it is their speech that is monitored more so than plebians. This is largely societal and not law, as according to law, all Rheans (Trasians) are given the freedom of speech. All Rheans like all Trasians enjoy the freedom of religion, the state doesn’t particularly care what you worship so long as your religion abides by the tax laws set aside for religious entities.

  • Description: The City of Rhea at a glance is quite massive and what stands out is its repulsor lifted government sector. A historic district that floats above the city as the Empress and the Council work on the day-to-day governing of both the city and the system as a whole. A culmination of modern technology and ancient architecture breathe as the one here in the city of Rhea. The core of the city is certainly a marvel of stonework, beautiful masonry work that has lasted for the ages, the stonework is meticulously kept by the various guilds throughout the city. Beyond the core of the city, noted by its cobblestone roads, lay the work of eras past and present.

    Terracotta tiles top many of the buildings that show forth their unique styles (Romanesque and Classical), almost blending in seamlessly with the duracrete and glasisteel buildings that make up the outer portions of Rhea. Streets out the outside of the core are wide to accommodate heavy traffic, the core however is limited to walking, and beast-drawn carriages with strict guidance on where air speeders are allowed to go.
POINTS OF INTEREST

  • Capponi Military Complex: Perhaps one of the more notable structures behind the government sector. The Capponi Military Complex houses the headquarters of the Trasian Legion, Cuniberti Naval Yards, and the Martinoli Aeronautica Flight Base. The Complex is easily spotted from the air which gives it a vulnerability, one that its Empresses have seen to - by providing the complex with shields in which to prevent destruction from bombing.
  • Bassi Elite Training Center: BETC is located in several parts around the outskirts of Rhea, and here they train the elite members of the Ord Trasi military. They focus primarily on the army’s elite soldiers, including paratroopers who are trained at the Aspromonte Air Training Facility up in the mountains behind or north of the city proper.
  • Amedeo Naval Base: The Amedeo Naval Base is concentrated near the Tyrreno Sea where it focuses on the Maritime Division of the Trasian Navy. It also serves as a training center for recruits looking to transfer to the Trasian’s Voidbased Navy, the focus here is on the navy’s security personnel as they learn to fight in zero gravity and void-based conditions.
  • The Colosseum: Before you approach the government sector, this massive battle area is easily seen. It plays host to blood sport events such as gladiatorial fights, which ranged from unarmed and armed fighting to fighting on mounted beasts, to fighting the strange and unusual beasts captured for this purpose.
  • Government Sector: Easily seen from the air and the ground, the illuminated glow of the repulsor lift that holds up such an ancient place. The history of Ord Trasi is felt as one walks through its narrow, cobblestone streets. It is here that the Empress and the Council rule the system, smaller municipal offices for the city are here as well. The magistrates, the courts, and even the tax collectors call this part of the city home.
  • Ulpian: Quietly tucked away in the eastern portion of the city, the Ulpian is the largest library in all of Ord Trasi. Scrolls, books, holobooks, and digital archives are housed here, among the marble columns and stone supports. Whispers of the past are carried through ink and binary code, each one with secrets waiting to be revealed.
  • The Forum: This rectangular plaza is the center of day-to-day life in Rhea. It is where everything from triumphal processions is held, to everyday shopping the nucleus of commercial affairs, and where statues and monuments to the city's great leaders line either side of the plaza. Historically, the Forum was also where criminal trials and public executions were held. Now trials are done at the courts, and executions typically take place in the Colosseum if there are to be any made public.
  • Ostia: Sitting at the mouth of the River Tevere, Ostia is Rhea’s largest port, ships going up and out toward the Tyrreno Sea end up. It is also where ships going down the Tevere stop and prepare for their journey. Macellum Nereus is also located here, the largest fish and seafood market in Rhea.
  • University of Julia Augusti: Nearer to the country, the University is the best on Ord Trasi and it focuses on political science, intergalactic history and has at least within the system itself a rather famous ROTC division, the Corps as they’re known often funnels officers into the various military branches throughout Ord Trasi.
  • Victoria Plinius: Closer toward the mountains that sit as a beautiful backdrop to the city, this sector is one of many that work for Primo Victoria. What is made here is typically rotated every quarter and depends on the needs of Primo Victoria itself. The College Plinius is also located here, an engineering-focused school where great minds come and discuss the history of their craft and produce new ideas and theories just the same.
  • Matticchio-Valazza Institutum Culinaria: Another venue that sits closer to the country and indeed closer to vineyards and gardens would be the Matticchio-Valazza Culinary Institute or Institutum Culinaria. Many of Ord Trasi’s top chefs have come through these doors, the school is rated among the best culinary schools in the Northern Galaxy. A hard-to-get-into school, their focus on Trasian cuisine and techniques along with an emphasis on fresh ingredients and sustainability has made the school stand out in the crowd.
  • Artemisia Centro Salutis: The Artemisia Health Center is the focal health district here in Rhea with several hospitals including the White-Mario, University of Rhea, and Primo Victorian-sponsored Santina Maria, Sorella Gudda, and Fortunato-Camosci. Each hospital has its own specialization while also working as a general hospital and in the case of the University of Rhea a level one trauma center. Smaller hospitals, doctor offices, and specialization centers have cropped up around these facilities making the health district quite renowned within Ord Trasi.


SECURITY
High - Like many Trasian cities, the city of Rhea is surrounded by high walls that during the age of darkness was meant to keep roving bands of barbarians out. Walls were connected to towers that anchored various parts of the city’s perimeter. These towers are now part of an integrated shield system that can be activated to help defend the city against would-be invaders.

Rhea’s repulsor engines and stabilizers keep the capital sector well preserved high above the city. Generally, the capital sector is kept floating for general maintenance, and at times security. This means the capital sector can be isolated allowing the prefects to better capture those they are looking for. Or, in cases of quarantine the capital sector can also be effectively locked down, or up as the case might be.

The prefects do make up the city's law enforcement agency and are supplemented with Primo Victorian's paramilitary law enforcement officers who work as integrated officers. The city itself does not have any further or more active defenses as far as weapons, however; the city has several military bases built around it and should push come to shove can rely on those bases for protection. In a worst-case scenario, Primo Victorian will supplement full-forward detachments and naval units to keep the city protected.


HISTORICAL INFORMATION

What the city was called before the arrival of Rhea and Silvia in the early 200s ABY is unknown, however; the following is the story of how the city came to be named Rhea.

It is said that the city was founded by two sisters, ancient warriors who had wandered across the stars looking for a place to call home. Rhea and Silvia found Ord Trasi during the darkness, it was a desolate place and the river that ran through the city had gone dry. Silvia prayed to the gods for guidance as she sought to bring water through the river again, while Rhea prayed for strength in which to clean away the ruins that settled on such fertile lands.

Others like Rhea and Silvia followed, inspired by their efforts their followers began to build tents and huts. These followers were not just human, but non-human as well Duros, Zabrak. The humans or near-humans who did arrive were Thyrsians who had escaped, run, or were exiled from their homeworld by the then Echani leaders. As time went on, the river once more flowed and the city grew. During that time Rhea took a wife and her name was Laviniia. Silvia too married, married a humble farmer by the name of Tevere. The beloved sisters then decided on how to rule their people, rather than quarrel they decided to rule together, and for a time this was well.

However the sisters would soon begin to disagree on how to rule their empire, and it is said that their arguments grew more intense. Violence between the two broke out during a session with their advisors. All but one of the advisors scattered, and that advisor had been the Grand Priestess Vesta Minerva.

Records of what occurred that day have yet to be found, however; the only woman to emerge from the chambers alive was the Grand Priestess. She was covered in blood and said only that the sisters killed each other. The news of the first Empresses’ deaths reached their spouses, Tevere it is said drowned himself in the river; creating an orphan out of his daughter Lucya Tevereia. Rhea’s wife Laviniia mourned her wife in the woods not far from the city. These days, those brave enough to venture out toward Laviniia Woods and stay the night, there is a chance that you can still hear her crying.

After the Empress’s death, however; Vesta Minerva consolidated her powerbase and ordered the city to be renamed Rhea, and the two rivers that flowed around it be named Tevere and Silvia. In doing so she married a reluctant Laviniia, and adopted Lucya, and named her Lucya Livia Minerva.

Since then, the city of Rhea and consequently the system of Ord Trasi has always been ruled by Empresses with their wives or husbands exerting influence behind the scenes or in some cases, ruling beside their spouses. A council composed of both elected officials and appointed aid the Empresses with ruling the system.

Rhea in more recent days has been relatively quiet, shielded away from the Third Imperial Civil War by Fiolette Fortan. Ord Trasi continues to work as just one of the Warlord’s paramilitary, industrial planets. The public knows its rulers to be the Empresses but is unaware that the Empresses bow to the Warlord who has been funding the planet since the days she was known as Lord Admiral Raaf.

In the time that the former Lord Admiral found the planet, it was in the middle of political strife and threatened to be torn apart as it seemed to transition from a feeble republic into imperial hands. Fiolette began to pit its own people against each other but always ensured that the imperialist would win out. When the new line of Empresses had been installed on the throne, they were installed knowing that they would govern and rule Ord Trasi at the Warlord’s discretion.

With the destruction of Keshiri, Warlord Fortan in working with the government of the First Order took on many of the refugees who had lost their world to the Brynadul. Soon the number of Keshiri had outnumbered the Trandoshan population, most of whom had been on Ord Trasi since the time of Rhea and Silvia, or at least this is what has been said. Scholars are still investigating the true personas of Rhea and Silvia as it may have been that the two sisters were Kiffars and not Human.

Today, more and more refugees arrive at Ord Trasi with their homes lost to either the Bryndaul, the Sith Empire's war with the New Imperial Order.

This is a nicely-detailed sub that takes clear inspiration from Rome without simply being Rome in space; this history in particular had me going, thinking it was just gender-bent Romulus and Remus before throwing me a curveball. I was particularly impressed with the range of locations you put in in Points of Interest. Great job overall! Just a few minor things to fix before I put my stamp on it.

  • In the Links section, under Out of Character Information, you don't list anything. At a minimum, please put N/A, but I think it would be good to link Ord Trasi and any relevant threads if possible.

  • The Image Credit section, under Out of Character Information, needs a bit more precision. I know you got the elements of the emblem from the Google searches you listed, but each of those searches pulls up a whole lot of results, and we need to know which one specifically you used in creating your overall logo. I looked through the results and was not able to identify exactly which ones you used; could you please do your best to re-track down the elements of the logo? Reach out if you need help!

  • Per the template, please link Ord Trasi in the Location section, under Setting Information.



That's it for changes required for approval. I've also got the following minor, non-mandatory suggestions to expand:

  • In Demographics, under Setting Information, you list a number of interesting near-Human species. Why is there such a (relatively) high proportion of Kiffar, Thyrsians, Zabraks, and Keshiri, for example? All of their homeworlds are fairly distant, so I'm wondering if there's a story there that would be interesting to readers.

  • In Wealth, under Setting Information, you mention wealth from manufacturing. What is being manufactured? The wiki notes that Ord Trasi is a shipbuilding world; is that industry, or the manufacturing of starship components for it, prominent in Rhea?

  • In Freedom and Oppression, under Setting Information, you state that "Freedom in Rhea depends largely on your wealth and your social status." That was interesting to me. Which rights for Rhean citizens are class-based? Is there a strong division between social classes that affects how police and courts treat different locals?

  • In Description, under Setting Information, I'd love to see a little more about how a traveler would first perceive the city; it'll help writers who roleplay there in the future. Are we looking at gleaming metal? Sturdy old stone? Neat brick masonry? Bright alabaster? Are the streets wide and straight, for easy commerce, or narrow and winding, for defense? Are they bustling with people or quiet? How much vehicle traffic is there? What would someone walking down the streets see, hear, and smell on a typical weekday?

  • In Security, I see that the city has walls and a shield, but does it have any more active defenses? Any tubolaser, ion cannon, or missile batteries for aerial defense, for example, or local defense squadrons? Or does Rhea rely on broader planetary defenses in orbit? You mention the Prefects, who I assume are police or security forces, but only in this section and only in passing. I'd love to hear more about them. Are they omnipresent or overstretched? How well equipped are they? Are they harsh and brutal or focused on nonlethal methods to capture criminals? How are they perceived by the locals?

Added mandated information. I also removed the New Imperial Order altogether from the affiliation as the city and planet are more closely affiliated with Fiolette than the NIO. I elaborated on some of the suggestions but there are some that I refuse to elaborate on, one of those is the manufacturing capabilities of the city. This is to give me and others wiggle room for story and doesn't put me into a pigeonhole. If there are any other additions that are necessary. Please let me know, thank you.
