The High Republic is a light-aligned constitutional democracy built upon the Nabooian diplomatic legacy but expanded to serve as a beacon of order and collaboration across the Southern Systems. Where once stood the Royal Naboo Republic, now rises a galactic coalition, a unified Republic where all member worlds can contribute to shaping the galaxy's future.

Foundational Structure
At the core of the High Republic is the Republic Senate, the governing legislative body composed of senators, ministers, diplomats, nobles, and representatives from every member system.

Executive Leadership
The Republic is led by the Chancellor of the High Republic, who serves as the chief executive. The Chancellor is responsible for directing the Republic's strategic vision, ensuring implementation of Senate policies, and guiding diplomatic and military responses. They are elected by the Republic Senate.
Serving directly beneath the Chancellor is the Magister of the Republic, a second-in-command who acts as a stabilizing force and assists with overseeing interplanetary coordination, emergency response, and managing internal disputes.


The Republic Senate
The Republic Senate remains the heartbeat of the Republic. All legislation is debated and voted upon by senators from each member world. The Senate is presided over by the Chancellor, who may introduce national-level issues or crises for debate. Bills require a simple majority to pass.
Senate senators may join committees, introduce referendums, and draft legislation. Emergency powers may be granted to the Chancellor in times of crisis through Senate consensus.

Political Alignments
Within the Republic Senate, five notable political alignments have risen to prominence. Association with a political alignment is not a requirement, but many members of the Republic Senate flock together with colleagues who share similar ideals and goals.

  • Centrists: Advocates of a strong executive and centralized military, often aligned with Nabooian tradition.
  • Populists: Champions of planetary sovereignty and minimal federal intervention.
  • Loyalists (Corpo-Confederates): Supporters of corporate participation in governance, free trade, and privatized military.
  • Nobility: Advocates for the preservation of hereditary rights, traditional power structures, and increased influence for noble houses within the Republic Senate.
  • Independents: Varied in ideology, united by their resistance to overreach and desire for pragmatic solutions.
Policy and Law
The Charter of Unity outlines the legal foundation of the High Republic. It guarantees:
  • Planetary self-governance
  • Anti-slavery and anti-piracy laws
  • Cooperative military defense
  • Equal trade and tax standards
  • Protection from foreign exploitation
  • Rights to representation and free expression

Bills and Referendums: Procedural Guidelines
Bills and referendums are the formal language of the Republic Senate. Any acting Senator may propose a bill, provided prior in-character discussion has taken place and supporting Senators are identified. These supporting threads must be referenced before the bill is brought to the floor.

To maintain focus and process: A single writer account may only have one active bill proposal thread at a time. The writer must drive that thread through to the final vote, including running the OOC vote on discord (including all amendments and final bill vote) before they may initiate another bill thread.

When ready, the Chancellor or Magistrate will summon the Republic Senate to session in the Convocation Hall in Theed. Debate occurs in character, during which Senate members may voice their positions, questions, or concerns.


Amendments may be proposed during the floor session. To ensure structured and coherent debate:
  • Any amendment receiving agreement from two Senate members will be submitted to the Chancellor or Magistrate for approval to move to voting.
  • Amendments must be discussed in-character and voted on sequentially before any other section of the bill is addressed, including a vote on the final, amended bill. The thread creator is responsible for running the OOC vote on each amendment. (Please indicate to the Chancellor or Magistrate IC when ready to vote).
  • This process keeps IC discussion on-task and prevents debate from scattering across multiple, unresolved sections of the bill simultaneously.

The Chancellor controls the initiation of votes and determines when deliberation has concluded. The Chancellor or Magistrate may break tied votes and strike down bills or amendments that violate or undermine the Republic Charter.

Voting is conducted via yay / nay / abstain on the faction Discord, with a brief synopsis provided. A simple majority is required. Votes are cast as a one per WRITER account.

Passed bills become High Republic policy.

Dismissed bills are returned to their author(s) for revision, delay, or withdrawal. Additional bills may be proposed to alter passed bills or to strike at them if a senator wishes.

To submit a bill, use the provided template. You may post whenever you are ready, but authors are expected to create the thread and actively drive the story. Indicate to staff when your thread is up.

Joining the High Republic
New member worlds are granted full rights and representation upon admission. They may field senators, nobles, propose legislation, and run candidates for Chancellor or Magister, ending the exclusivity once tied to Naboo's royal houses.

Republic Ambassadors
High Republic Ambassadors serve as the official diplomatic representatives of worlds, systems, or factions not formally seated within the Republic Senate. While they do not possess full senatorial rights or voting privileges, their role is essential to maintaining political stability and open dialogue across the High Republic's sphere of influence.

Ambassadors act as liaisons between their home governments and the High Republic, facilitating negotiations, treaties, trade discussions, and conflict mediation. They may advise Senate committees, attend diplomatic functions, and speak on behalf of their people in formal proceedings, but cannot introduce legislation or cast binding votes. Their authority derives from diplomatic recognition rather than Senate membership, positioning them as a crucial bridge between the High Republic and its allies, protectorates, and unaffiliated powers.

Strategic Defense Mobilization Act

IC Information:
In recent cycles the Republic has witnessed a measurable increase in border instability, piracy, insurgent activity, and opportunistic incursions into poorly defended sectors. From disrupted hyperspace lanes to vulnerable frontier systems, the pattern is increasingly clear: the Republic's current defence authorization framework was designed for a slower era.

While the High Republic maintains formidable naval and security assets, their effective use is frequently constrained by lengthy authorization procedures and fragmented operational jurisdiction. Fleet movements that should take hours to authorize often take days, during which time criminal organizations, hostile governments, and insurgent forces are free to exploit the delay.

This bill proposes the creation of a Strategic Defence Mobilization framework, allowing the Republic to rapidly deploy defensive forces to emerging crisis zones before instability escalates into open conflict.

Under this framework:
  • The Chancellor retains strategic authority over Republic defence mobilization.
  • The Office of the Magistrate serves as the Strategic Administrator, coordinating and executing the logistical deployment of Republic security assets.
  • The Chancellor may designate Strategic Security Zones, areas experiencing heightened instability where Republic forces may be deployed to secure hyperspace lanes, infrastructure, and civilian populations.
  • The Republic may issue Rapid Defence Mobilization Orders to deploy naval task forces, security detachments, or stabilization forces without procedural delay where credible threats are identified.

All deployments remain classified as defensive security operations intended to preserve peace and stability, and the Senate will receive periodic briefings once operational security permits disclosure.

The intention of the Act is not to expand war powers, but rather to ensure the Republic is capable of acting swiftly enough to prevent conflict before it spreads.

OOC Intent:

The goal of this bill is to establish an in-character legal framework allowing the Republic government to deploy military forces rapidly in response to emerging threats or crises without requiring full Senate debate for each individual deployment.

From a storytelling perspective this allows:
  • Faster escalation of political and military conflicts
  • Greater interaction between Senate politics and military action
  • Opportunities for frontier conflicts, stabilization missions, anti-piracy operations, and crisis responses
  • Expanded narrative agency for characters involved in Republic leadership and military command
Enabling broader storytelling possibilities for both Republic and opposing factions.

Enacted by the Senate of the High Republic​

Preamble

In recognition of the growing instability affecting hyperspace trade corridors, frontier territories, and Republic border regions, the Senate of the High Republic affirms its responsibility to ensure the continued security of its member worlds and citizens.

The Senate further recognizes that recent security incidents have demonstrated the need for rapid and coordinated defensive response capabilities capable of addressing emergent threats before they escalate into broader conflict.

To ensure the High Republic may preserve peace through readiness and prevent destabilizing activity from spreading across the galaxy, the Senate hereby establishes the Strategic Defence Mobilization Act, providing a framework for the rapid allocation and deployment of Republic security assets when credible threats to stability are identified.

Article I — Strategic Defence Authority

  1. The Office of the Chancellor shall possess Strategic Defence Authority for the purpose of safeguarding the territorial integrity, economic stability, and civilian populations of the High Republic.
  2. Strategic Defence Authority permits the temporary allocation, mobilisation, and deployment of Republic defence assets to regions where credible threats to peace, security, or lawful trade are identified.
  3. Such mobilisations may include, but are not limited to:
    • Republic naval task forces
    • Peacekeeping and stabilization forces
    • Strategic interdiction patrols
    • Defensive garrison deployments
    • Security detachments tasked with infrastructure protection
  4. The exercise of Strategic Defence Authority shall be considered a protective measure intended to preserve peace and prevent escalation of conflict.

Article II — Office of Strategic Mobilisation

  1. The Senate hereby establishes the Office of Strategic Mobilisation for the purpose of coordinating, administering, and executing defensive deployments authorized under this Act.
  2. The Office of Strategic Mobilisation shall be overseen by the Magistrate of the Republic, who shall serve as Strategic Administrator of Defence Mobilisation.
  3. The Strategic Administrator shall be responsible for:
    • Coordinating the logistical mobilisation of Republic fleets and defence forces
    • Allocating operational assets in accordance with Strategic Defence Authority
    • Maintaining readiness and deployment protocols for Rapid Defence Mobilization
    • Ensuring unified command coordination between Republic security forces
  4. The Strategic Administrator shall act under the authority of the Chancellor while ensuring the efficient operational execution of defensive directives authorized under this Act.
Article III — Strategic Security Zones

  1. Where credible threats to regional stability are identified, the Chancellor may designate affected systems, sectors, or hyperspace corridors as Strategic Security Zones.
  2. Within Strategic Security Zones, Republic defence forces may be deployed for the purpose of:
    • Securing hyperspace trade routes
    • Conducting anti-piracy and interdiction operations
    • Stabilizing civil order where instability threatens Republic interests
    • Protecting Republic citizens, infrastructure, and diplomatic personnel
  3. Activities conducted within Strategic Security Zones shall be classified as defensive security operations undertaken to preserve regional stability and lawful commerce.

Article IV — Rapid Defence Mobilization Orders

  1. In circumstances where emerging threats require immediate action, the Chancellor may authorise Rapid Defence Mobilisation Orders.
  2. Rapid Defence Mobilisation Orders permit the Strategic Administrator to deploy Republic defence assets without delay resulting from standard authorisation procedures, where such delay may endanger Republic citizens or strategic interests.
  3. Rapid Defence Mobilization Orders shall remain in effect until the destabilizing condition has been neutralized or the Office of Strategic Mobilisation determines that the threat has subsided.
  4. Deployment decisions made under Rapid Defence Mobilisation Orders shall prioritize the preservation of peace and the protection of civilian populations.

Article V — Standing Defence Directives

  1. The Chancellor may issue Standing Defence Directives authorising the Strategic Administrator to initiate mobilisation actions under predefined security conditions.
  2. Standing Defence Directives may apply to:
    • Recurring piracy threats
    • Persistent insurgent activity
    • Strategic infrastructure vulnerabilities
    • Regions experiencing sustained destabilization
  3. Mobilisations conducted under Standing Defence Directives shall be considered lawful defensive actions undertaken in accordance with Strategic Defence Authority.

Article VI — Coordination and Command

  1. Republic defence forces mobilized under this Act shall operate under unified command structures coordinated by the Office of Strategic Mobilisation.
  2. The Strategic Administrator may coordinate with:
    • Republic sector commanders
    • Defence ministers of member systems
    • Authorised Republic peacekeeping forces
  3. Such coordination shall ensure the efficient deployment and operational effectiveness of Republic security assets.

Article VII — Senate Oversight

  1. The Senate Defence Council shall receive periodic briefings regarding mobilisations conducted under this Act.
  2. Such briefings shall occur once operational security considerations permit disclosure without compromising active defensive operations.
  3. Oversight briefings shall provide summaries of deployments, operational objectives, and stabilisation outcomes.

Article VIII — Preservation of Peace

  1. The authorities established under this Act are intended to ensure that the High Republic may prevent conflict through timely defensive action.
  2. Nothing within this Act shall be interpreted as a declaration of war or authorisation of aggressive military conquest.
  3. The purpose of this legislation is to preserve peace, stability, and lawful order throughout the territories and trade networks of the High Republic.

Closing Provision

This Act shall take effect immediately upon ratification by the Senate of the High Republic and approval by the Office of the Chancellor.
