I have a question on Production scale. I understand that the other ratings like Speed and Armament scale to the size of the ship so a fighter with low maneuverability would still be more maneuverable in absolute terms than a Star Destroyer with a low rating. Does that apply to production scale as well? I can see a semi-unique Star Destroyer being limited to a half dozen at most but would a semi-unique fighter be able to have say a dozen or two fielded examples?

As you see with the table example above. If you produce a Unique Starfighter, it is the only one in existence. If you produce a Starfighter with a Production Rating of Semi-Unique, then you default to the Squadron Count. So if you have a Starfighter with Semi-Unique production and a Squadron Count of 12, then there are only 12 of those Starfighters in existence - scaling with the Squadron Count (None: 1, Very Low: 4, Low: 8, Average: 12, High: 16, Very High: 20, Extreme: 24).
A second question. Let's say I submit a limited production ship for use by my Clan. All is good per my understanding of the rules. If a PC wishes to buy an example of that ship for their personal use, could I sell them one even though the would-be buyer is not technically part of the approved group?
Provided that you gave that specific individual permission (e.g., you post a Marketplace for your ships and someone requests XX amount of Starfighters or Capital Ships, and you approve the "purchase"), that person may use that vessel with your approval even without being part of the approved group listed under affiliation.
Word of caution, however. When you grant permission to use a submission, be careful who you grant it to, because once you do, it is nearly impossible to retract later.
