Description: With the ORC finding itself without a class of supercarrier, unlike the neighboring factions, the ORC decided to order an Oxen-class bulk freighter for use as a supercarrier. It was quickly found that the extra reactor drain caused by the weapons and the HIMS made the ship slower, and, in addition, the weight of outfitting weapons, explosive-reactive armor and also a quadranium hull made the ship much slower than the original Oxen-class chassis but, at that size, it was considered an acceptable compromise, especially while sacrificing some of the cargo and passenger space for the ability to house all those combat systems and 34 squadrons in the main port and starboard hangars. As usual with ships that size, great care is made to ensure that the Palace of Justice's firepower, both regular-range and long-range, can be distributed along nearly every arc, made easier with the relatively boxy, somewhat curved, topside and underside of the ship. Thanks to its regenerative cap drains, it can absorb ion/EMP fire directed at it.

In addition, the consequences of losing the Palace of Justice in battle can be severe: it can spell command-and-control trouble for the ORC in the theater the Palace of Justice is posted in, and loss of coordination can ensue in that case. Of course, a supercarrier will never be seen operating without some escort elements, so in a battle where the Palace of Justice is deployed, It will be usually be perceived as a really big battle to actually get the ORC to deploy it on a battlefield, or a situation where power projection is key, but most of the time, the Palace of Justice will be patrolling internal ORC space.

This weakness if speculative, you can't just say 'people will almost always target it' because it depends on something that doesn't involve the ship itself.

Also, this isn't a Lucrehulk-X.

It's not that a fleet loses coordination, it's the fact that you decided to base the weakness on the ship 'almost always' being a target.
