Of course, a supercarrier will never be seen operating without some escort elements, so in a battle where the Palace of Justice is deployed, It will be usually be perceived as a really big battle to actually get the ORC to deploy it on a battlefield, or a situation where power projection is key, but most of the time, the Palace of Justice will be patrolling internal ORC space.
