In spite of its rather archaic look, Otrera holds rather moderate wealth doing so by developing mobile engineering technology and more importantly botany. Otrera is home to some of the more unique botanist who often go on to work with the First Order’s various hydroponic laboratories and botanical suites. These high value technologies, skills and services afford Otrera the quaint luxury lifestyle that it leads.

Planetary defense guards and ‘Royal Otreran Peacekeepers” work to keep the peace. Crime is relatively low and is dealt with the swift hand of justice. Otrera is a place where Humans, Advosze and other species can come together to work on the common goal of engineering. Inclusiveness and respect to others is something that is instilled into the people here.

Description:
From a distance you almost think you’ve arrived at some pre-hyperspace city, and you think this is not possible. Riflor has survived the gulag plague, the years of darkness and has emerged for the better. Otrera is just but one of the few city-states on Riflor and this particular city-state prides itself on retaining the old culture, one developed from the years of darkness. Thus while it may look archaic it is anything but as behind these ancient walls lay technology that rivals that of Avalonia. Otrera is built on a mountainous island and faces out toward the vast waters that surround it looking over at the mainland.
POINTS OF INTEREST
Andraste Spaceport: The gateway into Otrera is through Andraste, many freighters, shuttles and luxury liners often come through here. Outside of Andraste the only way to Otrera is by sea, through Siren’s Call. Siren’s Call is rumored to have housed a hidden sonar/sonic radar center, although so far it’s only been rumors.
United Speeder Services: A national name, USS has also established speeder ports throughout the city state of Otrera. They have a regional office behind the Marpesia Imperial Training Center.
Penthesilea College of Engineering: One of two premier schools in the area PCE ranks among one of the top engineering colleges throughout the First Imperial Nation.
Hippolyta Court: Hippolytan Courts are what the First Order would consider the Magistrates of the area, with both First Imperial and local judges working together.
Areto-Iphito School of Networking & Cybernetics: AISNC is now competing for top honors within the First Imperial Nation for the title of best Cybernetic School. It’s only true competition happens to be on Lotho Minor. The second major titular program is its Networking program and thus far the pilot program has been most successful. Turning out computer network professionals, as well as computer programmers.
Marpesia Imperial Training Center: MITC trains First Order Engineers, Slicers, Cybernetic Specialist and other state-employed technical professions. Many who go here either join the military and find themselves at the local War College for the Army off to neighboring city-state Gorgo for their Naval War College.
Antiope’s Tower: Was among the first towers to be built within Otrera and is now a historical site. Antiope’s Tower was the original tower used to warn the inhabitants of pending attacks. The tower still serves as a warning tower with top of the line radar and sensor technology enabling the city-state to usher its citizens to safety.
Helene Hall: Essentially a Hall of Heroes, Helene Hall honors the Otreran fallen and also serves as a massive bunker to hold most of the city-state’s populace. The Helene Hall’s main structure is also build to keep out would-be graverobbers and sits in front of the main ROPK barracks.
Lampedo War College: LWC is one of the few war colleges here on Riflor, LWC focuses primarily on the First Imperial Army. Those who enroll here are more battle hardened than their Victorian counterparts who are typically trained to become part of the upper brass, while those who attend schools such as Lampedo make up the bulk of the officer corps.
Anaea Energy Generators: These energy generators each work to power a different grid, while each generator draws from the actual Anaea Energy Center. Each of the AEGs are able to back themselves up in case of an island-wide blackout. And can function independently if necessary due to their secondary source of energy, solar energy.
HISTORICAL INFORMATION
It is said that Otrera was founded by a wandering tribe of mothers and their children. Their husbands had perished on the long journey. The men were buried in what is now Helene Hall. Otrera was named for the matriarch of the tribe, her daughters would then go on to found the village at the cliff’s edge. And as the village began to grow, the daughters of Otrera conquered farming on the cliff, and then deep-sea diving to provide jewels for trade. And as Riflor’s earthquakes became more and more hostile, so did the tribe learn to reach out to the Advosze and trade began between the two species. A peaceful co-existence continued well into the new era providing the city-state with a good foundation when the First Order arrived. It seemed that the First Order’s way of life matched well with Otreran lifestyles It wasn’t long before the two societies adapted to one another.
