The Shield Gate, Scarif.

It was not every day a wealthy businessman courted a humble planetary Viceroy. She mused further, drawing a line through the last thought. She was being courted an awful lot by Viceroys, Administrators, Generals, Lords of the Sith, Merchant Empires and Enterprising rich boys who liked to impress upon her with their ample wealth and acumen, in hope she would part with some land or some money or some favour. She often parted with none of them and they always looked a little forlorn. She didn’t mind breaking the hearts and minds of each of them, one at a time. It was almost a game to her. She loathed the type that thought they could muscle their way into her administration and assume they could ebb away at her project.

Project.

Scarif had always been more than a project. She had single-handedly changed the face of the planet. A whole new metropolis. Undertaken vast works. Given out land, resources, all for the benefit of the millions who live on the little green jewel in the darkness of space. She had developed the military resources, adapted, and made provision for engineers and researchers. The one thing that was still in abundance? Water, land, and minerals. Scarif’s ancient past had seen it part of the ancient Galactic Empire’s ambitious plans and they had carved a little chunk to make that happen. She would see vast swathes carved out if it meant sustainable money and growth for the people.

The communication from Vislor Elatar had been one of the unsuspected ones. A welcome one but unsuspecting. Elatar had replaced the old Imperial Shield Gate with the brand new one. Thousands of craft a day made their weary way through it and it gave some good protection to the people beneath. It was more, though. A symbol of strength. Of protection.

Hester had accepted the invitation cordially and now stood in the central conference room on the space station. She had ample facilities in New Lessu or even the capital city to host dignitaries. There were beach havens and research centres she could host in but this was a more personal touch. Afterall, Elatar had made the station. It had made a bit of a fuss though. With security tight, there was an increased naval presence, much good it was. The gate was tough. Just like Hester. And like the gate, if you wanted to get to Scarif, you had to go through Hester Shedo.

I’m waiting.

A single ship emerged from hyperspace close to Scarif and began to head toward the shield gate, transferring its clearance and identity to docking control, the lone raider-ii corvette held its course, before slowly coming to a stop and holding its position await dock control, as soon as clearance was received a single shuttle left the bay of the corvette and burned quickly toward the old shieldgate.
Minutes later, Varin stepped off the shuttle and made his way to the conference room, the walk was short, and to say he knew his way around would be an understatement it was his design after all that this meeting would be taking place. For his part, he was dressed in a very nice suit with an overcoat, he was a CEO and dressed the part to be sure, at last when he arrived at the conference room he entered and found the Lady Hester Shedo Hester Shedo already there and waiting.
“I hope I have not kept you waiting long Viceroy. I am afraid my departure was somewhat delayed leaving Fondor.” he walked into the room toward her and extended a hand to her "It is an honor to finally meet you myself, I trust all is well with Scarif?" he motioned for her to take a seat and would simply take a seat across from here once she had seated herself. "What can I do for Scarif today?"

Hester took Elatar in. She was intrigued. She nodded her head and took her seat, shuffling in her chair a little. Her hands danced in front of her, all sorts of data entries being made available in the display ahead. It was encrypted and could only be accessed here and now by the approved users.

Shedo and Elatar.

"I thank you for coming as swiftly as possible. I thought you might like to meet here on this facility, your hand and eye so keenly etched into every detail of its construction."

She stood, waving her hand at the wall which seemed to blink, a visual of the planet beneath appearing. It was bright, the sun's rays reflected to bring out the hues of green and blue that blended into a pool of tones.

"Scarif is so beautifully unblemished. She is scarcely populated and yet has room and materials to spare, materials available to the right people."

She looked at Varin, a little flirtatiously.

"We have a received a civic commission from the Ministry of Influence." She turned fully to face her guest.

"Quite a large one. Enormous, in fact. One that would change the landscape of the planet forever. The funds have been made available and with it comes not only a healthy budget but also an astounding amount of prestige. What do you make of that?"

She clicked her hand on a device from her pocket, the display screen changing into a series of data slides to be accessed.

"A brand new civilian station to handle and process the immigration and asylum requests for this entire sector. To process upwards of eight million requests a day."

She moved a little more forward, taking her time.

"Secondary, a new settled area to house upwards of twenty million persons on the planet's surface. This would be housing to hold applicants for the few days prior to their eventual resettlement and release into our glittering Confederacy."

She stopped, taking in her guest.

"It would need to be very impressive."

She gave a beat. She had dropped quite the payload of information.

"Your thoughts?"

"Quite a large one. Enormous, in fact. One that would change the landscape of the planet forever. The funds have been made available and with it comes not only a healthy budget but also an astounding amount of prestige. What do you make of that?"

A small smile crept upon his lips as she made the opening pitch, his eyes appraising her as she made her case. In truth it already sounded like a venture that he couldn't say no to, nor would he want to Elatar had the resources and manpower to facilitate just about any request.

"A brand new civilian station to handle and process the immigration and asylum requests for this entire sector. To process upwards of eight million requests a day."

As he listened he folded his hands in front of him, nodding as he did the figures in his head it was fully within Elatars scope and ability nothing out of the ordinary with this request.

"Secondary, a new settled area to house upwards of twenty million persons on the planet's surface. This would be housing to hold applicants for the few days prior to their eventual resettlement and release into our glittering Confederacy."

He paused on that one, she wanted to build an entire city on the planets surface a very large city. Taking a deep breath he made a show of weighing options and when she asked for his thoughts he simply smiled. "I think, what you ask for is a very tall order. Most companies would not be able to handle the scale of your request. Elatar however is more than capable, which I surmise is why you sought me out for this."

He paced the room for a moment as he thought, Varin was one of those who preferred to think and move while considering details. "The station is simple enough. We built a station over one of Fondor's moons that is big enough to construct three dreadnaughts at a time. So the station will be a simple matter. The city? While not challenging it would be a massive undertaking which we are more than prepared for." he stopped and turned and looked at Hester. "When do you want all this?"

Varin Elatar

Hester took Varin's words and held them in her mind for a few moments. She had planned for all eventualities, of course. She wasn't a Viceroy for her looks alone, after all.

" The station is long overdue. The planning and development stage should have begun some time ago if we are to make the deadline. There are already far too many of those in need who are being let down by the system. I want it as soon as humanly possible."

She mused further, examining the overcoat and suit. Expensive. Thorough. Perfection.

"The city shall be left up to me. for now. The planetary administration has it in hand. My team will coordinate best when it is suitable to bring your own team into the frame, for the sake of cooperation. Nonetheless, it will begin immediately. One without the other is quite pointless."

She offered a drink of Vespan rum.

"To toast to our future?"

He nodded as she further laid out the details and timeline "In that case, I believe you have a company to handle your projects. I'll have my staff reach out to you're staff to finalize the paperwork. For now we will start with the station and get that operational immediately."

Varin took a few steps toward the Viceroy and accepted the offered drink. Lifting it slightly to offer his own toast "To Scarif, it's Viceroy and future partnerships."
