The population here isn't as large by Imperial Standards but the ones who are here live in close quarters, compact even but well within the maximum parameters established by Imperial Construction Codes. The First Order need only look at the foreboding and rotten Outsider Citadels that the Cereans had once erected to know what they did not want. And as they began to build, the city opened its doors to the local populace accommodating the Crown of Silk Environmental Foundation to assist in overseeing the city, although this was largely done as a courtesy.
The city itself had been started by several pro-Human factions and even fell into the hands of the Commonwealth who with great ambition wished to make something of the city. When the First Order arrived they were met with the heavy hand of the Council of Elders, and thusly went about collecting foreign technology from the planet's surface. It was a tedious task but one that seemed to make the Elders very happy. Additionally, the First Order as a show of faith would only use Nuetecave and would not create any other city outside of it. Nor would it settle any of the lands, in exchange foodstuffs, as well as agricultural and environmental information, would be sent to them.
As the First Order began to build the city up and worked closely with the Cereans they sent their historians to help them understand the planet's complete history. Moment by moment they learned of the fate of many non-Cereans. It gave them something to look at, a moment of introspection as it were and so they marked the sites as necessary one of them being the Valley of Outsiders (Outsider Valley). Where the bones of those who did not escape the planet during the Gulag Plague (and even during the four hundred years of darkness) came to meet with death.
Dilapidated Citadels reeked of death, and were soon protected by shields to keep the smell out and to serve as a reminder of the horrific past that had been here on such a beautiful planet.

Due to the Cereans beliefs with nature, much of the way Nuetecave creates its income is from the research of Botany, pedology, dendrology and agriculture. Second, to this comes from the historical complex which works with the natives to try and find the least invasive methods for dredging up relics of the past. Third, would be energy - in an effort to maintain harmony the city of Nuetecave utilizes hydropower and solar power in tandem and require highly skilled employees to maintain this. Outside of these three methods, holo-call centres which utilize a method of wireless technology have also been placed here as a way to keep the local human population employed.

- Prior to the Commonwealth's arrival, Nuetecave was an already well-disciplined city, Cerean Police had little to mind here. When the Commonwealth and subsequently the First Order did arrive there was a bit of tension. This was only natural as Cereans look down upon foreigners, but an accord had been struck given that previous pro-Human factions had already made their presence on the planet known. The First Order pulled back all foreign technology to the singular city of Nuetecave allowing the Council of Elders their harmonious relationship with nature. Provided that the First Order keep within the Elder's strict guidelines, with regards to the treatment of the land and how vegetation and overgrowth were to be governed along with enacting several environmental friendly policies.

- Nuetecave or New Tecave built miles from the original Tecave City (Capital of Cerea, home to the Council of Elders) is nestled within the Oorg Mountains. Construction of the city started with the Commonwealth and ended with the First Order, much of the architecture now speaks to the latter rather than the former. Soft blue lights with the familiar First Order hexagon illuminated in white, densely packed buildings overshadowed by the heavily vegetated mountains that surround the city. The rushing sounds of the Aryx Channel that flows through the middle of the city naturally, flood gates are used to control the water levels, treatment plants sit beneath the city ensuring only clean water is flushed out of the city. Air purifiers work round the clock near the space port to ensure air quality meets the standards set by the Council of Elders, which typically earns Nuetecave the coveted Cleanest Air title in the nation.
POINTS OF INTEREST
- Bo-Ro-Tara Spaceport: Named in honour of the slain president, the Spaceport serves as the main entrance to and from the city as well as on and off world for humans and any non-Cereans. It's also where imports and exports are conducted, Nuetecave Customs Office has been situated here along with First Order Immigration which works closely with the Council of Elders.
- Crown of Silk Environmental Foundation: A Cerean foundation that works to ensure the land is treated properly, and often act as the eyes and ears for the Council of Elders much to the First Order's chagrin. The foundation is seated in its own office overlooking the Valley of Outsiders with a full view of the Aryx Channel and flood gate controls.
- First Imperial Environmental Services: Where many of the First Order's environmental scientists work out of, it sits on the edge of Nuetecave with a single tram connecting it to the main arteries of the city. FIES works directly with the Crown of Silk to ensure their studies are well within the parameters set by the Cereans and also coordinate with the First Order Department of Science to send back their reports.
- Nuetecave Power Generators (System): The points of the generators which at first glance look only to be decoration actually double as solar panels, Nuetecave Power Systems utilises both hydro and solar power to keep the city running on clean and natural energy. Within the massive walls workers move to and from sections along tram routes.
- Flood Gate Controls: They are identical to one another and from the view, you almost swear you only see one gate, but in truth, there is a system of gates that run all the way to the command complex. This enables the city to control the flow of water and ensures water quality before it's sent back out of the city and as it runs through the city.
- Nuetecave Historical Command Complex: The complex dominates the skyline with the blue lights and illuminated hexagonal shape of the First Order as the flags of the First Order, the Commonwealth and Cerea fly freely. It houses all governmental offices on both a national and local level, it is also home to the First Order Historical Recovery Division, and the First Order Waste Management. Here also resides the Museum of Foreign Powers, dedicated to many flags that have flown over Cerea including the ancient Galactic Republic, Darth Krayt's Empire, the Imperial Remnant and more.
- FIMB Horus Nelson: A joint military complex that stretches out into the Oorg Mountains and is more grass than complex with vegetation having been allowed to grow over the many faces it holds. Named in honour of the Commonwealth's Lord Admiral Horus Nelson, the military base works to train and educate members of the First Order Armed Forces it also serves as an integration point for many of the Commonwealth's former military men and women.
- Oorg Mountains: Named for the small, pink, rounded creatures that call Cerea home the Mountains seem to resemble several of these creatures as they line up for chow. The mountains are claimed by miles and miles of vegetation and forestry, so much so that the sun seems to bleed green as the light cuts through. The mountains surround the city of Nuetecave almost completely save for the side that meets Outsider Valley.
- Aryx Channel: A single river named for the avian creatures of the world, cuts through and flows along the middle of the city naturally. It comes in from the mountains passes by FIMB Horus Nelson and continues onward throughout Nuetecave.
- Outsider Valley: It is said that those who wished to escape the crime ridden, foul depravity of the Citadels came this way but most did not make it often meeting their ends in this very valley. This was most notable during the Gulag Plague as many non-Cereans struggled to find a way off planet, the First Order has deemed the site of historical significance and forbids any from traversing its path out of respect for those who died here.
