New Factory Global Rule

As I am muddying my hands with this Factory business, I am creating an additional rule for the "global" preset of rules.

• Factory submissions may only be introduced into role-play threads whose start date begins after the submission's creation date.

This rule is effective immediately.

I have a question pertinent to the current set-up of the Factory and the implementation of this rule (which, I admit, we've established may or may not change in future).

Currently we have the Pending Submissions forum, where submissions awaiting development thread completion sit. Now, I prefer to avoid clutter and get the development thread done before the submission is submitted and left in Pending, in order to prevent a three-page pileup. This rule prevents that, as it stands. Would the standard rule of 'seek RPJ permission for anything that would be prevented by these rules' be applicable here, in order to prevent said pileup?
