- Demographics: Nirauan's population has met both sharp inclines and drastic declines in recent decades due to its focus in several wars. The majority of the population is human or near-human, but there has been no opposition to alien inhabitants. In the time since the fall of the Galactic Empire in the Core, the brief appearance of an Imperial Remnant, has made Nirauan and especially New Carannia a target destination for many Imperial-aligned refugees and the population swelled up again.

- Stability: High - Despite a large stream of migrants coming to New Carannia, stability is quite high. The presence of Imperial security forces and the general Imperial sentiment of its people not having diminished much over the years. Petty crime exists as everywhere, but overall the population is very law-abiding and the security forces quite well represented. Order and civilisation are primary interests of who lives here, at the cost of personal freedoms and liberties which are mostly willingly accepted. Security forces and military are everywhere and interwoven in the daily life.
- Freedom & Oppression: Individual freedom and liberties exist in form of privileges that are established under the terms of order and subordinate to it. Civilisation is built upon organisation, infrastructure, logistics and laws all serving a greater good. Media and the HoloNet access are controlled but not limited, crimes are pursued rigorously, even in advance if terrorism is a risk. The security forces hold a tight oversight on who comes and who goes, with the military nearby to react. One will rarely spend a day without seeing the iron sun or those who directly serve it. Certain areas are more tightly controlled than others. Customs at the New Carannia Spaceport is very tightly controlled, while residential areas only see occasional patrols. Market districts are regularly checked for their permits and industrial areas are not only protected by security but by military forces and fortifications. Overall sentiments that are not aligned with Imperial doctrine do not survive for long in the city as they are both passively and forcefully rejected.
- Description: New Carannia has been through hard times. Enduring multiple sieges and regimes, the city has changed. From the jewel of a once proud Imperial state, to the target of the most vicious enemies of civilisation. Combat has had its impacts on the cityscape and years of restoration could not undo the loss of life and people that simply left after not much more than ruins were left. Now the city is slowly recovering, its mental fortitude outliving isolation and solitude for reconstruction and immigration have given it a new start over the past years. Imperial citizens have been returning, having fled the now Sith-controlled Core in search for a new, safe heaven to build new homes.
At the center of the city stands the spire that is the Hand of Thrawn, ancient in its origins, it was once the headquarters of the Empire of the Hand. Housing both the city and planet government as well as vast military control and operations centers, it is the beating heart of the city. It is embedded into the fortifications that are Fort Imperium, the main military base and fortress of Nirauan.
Beyond that are spaceports, commercial districts, residential areas and industrial zones.
- Hand of Thrawn and Fort Imperium: The central control, government and military hub of Nirauan and New Carannia. It is both an administrative and operations center for the local civilian government as well as the military assets that work and operate from Nirauan, as well as those allied to it. It itself serves as a bastion of Imperial might, boasts a shield generator protecting the city and has growing stockpiles of weapons below its foundations. From the eyes of the tower, the city is being governed and the gaze is set to the stars to spread Imperial sentiment.
- Myrmidon Quarters: In honour of the 173rd Legion, the Myrmidon Quarters are an angular district of military installations, barracks, hangars and armouries around the city center, serving as another defensive perimeter. Much of the Imperial Army and planet-based military operates out of the Myrmidon Quarters.
- Throne District: The inner district between the Myrmidon Quarters and Fort Imperium is preserved for Imperial institutions, ministries and other organisations that serve the New Order and its successors. From a Knight and Inquisition stronghold, to an ISB office responsible for the city and many more, diverse complexes in service to various Imperial doctrines.
- Pellaeon District: A commercial district neighbouring the main spaceport, it is home to merchants, traders, guilds and corporate representation.

HISTORICAL INFORMATION
New Carannia stands as the principal city of Nirauan and the enduring heart of Imperial civilisation in the Unknown Regions. Built around the immense ancient structure known as the Hand of Thrawn, the city emerged during the rise of the Empire of the Hand as both a strategic fortress and an administrative center. Over time, the settlement expanded outward from the Hand itself into layered districts of military compounds, industrial sectors, commercial plazas, residential blocks, and heavily regulated spaceports. Even in its earliest years, the city was shaped less by aesthetics than by utility, discipline, and military necessity.
For a brief but historically significant period New Carannia served as the first capital of the so-called New Imperial Order. During those years, the city became a symbol of defiance against the vast Sith Empire. Vast administrative ministries were established within the Hand of Thrawn and the surrounding fortress-complex of Fort Imperium, transforming the city into one of the most strategically important Imperial strongholds beyond known space.
Its prominence, however, also made it a target.
In the decades that followed, New Carannia endured repeated invasions, occupations, sieges, and political upheavals that permanently altered the city's character. Entire districts were destroyed and rebuilt multiple times, fortifications expanded, and civilian infrastructure redesigned around defense and logistical resilience. Though many scars of conflict remain visible across the skyline, the greater impact was social rather than architectural. Population collapses were followed by waves of migration and resettlement, with many inhabitants either fleeing the violence or later returning to rebuild what had been lost.
Despite periods of decline after the fall of successive Imperial regimes, New Carannia never ceased to attract Imperial activity. Military detachments, intelligence agencies, loyalist administrators, and refugee populations continuously maintained a presence there, ensuring the city never fully faded into irrelevance. In recent years, renewed instability within the Core and the rise of Sith-controlled territories have once again driven Imperial-aligned refugees toward Nirauan, causing the population of New Carannia to swell considerably.
Modern New Carannia is a city defined by order, vigilance, and reconstruction. And as a lasting beacon for Imperial Order.
