Need factions to sign contracts

To upgrade in tier Voss has to sign contracts with two or more factions/organizations. They may be NPC but it's more interesting if they aren't.

Basically Voss is a chain of bars, nightclubs, hotels, etc and we're currently at tier 2. If your faction likes to party, regularly needs places to stay or whatever other reason you can think of, let me know!
