An elite unit, hand picked by Katbiyre from CDA's security forces, because of their specific skill-sets, so that he could have backup whenever he needed. After selection, they went through a rigorous 6-month training regime and were tested physically and mentally, through obstacle courses(complete with razor sharp barbed wire), simulators, weapon training, and standing before firing squads to see how they react(They would not be notified that this was a drill). Trained in martial arts such as Echani, k'atari, and Rek'Dul, they rely heavily on each other. Although they are far less formidable alone. All of them have at least rudimentary piloting experience with Echoy'la fighters. With the best pilots among them also fly as Sundari squadron out of the Concordia One. Some of them were selected because of their piloting skills, other were selected because of their proficiency with weapons or their technological knowhow. They aren't the best tactical leaders, meaning they can lead but not really plan. Nor are they the best at anything other than their specialty, meaning that the ones who trained for stealth operations are only just above the normal recruit in piloting or efficency in open warfare.
