Resolved List all Groups page link for factions

Seems like the List all Groups link in the Factions dropdown only appears on the Factions page.

On Factions page:

Everywhere else:

It'd be good to have this link accessible from everyone, for clarity and reduced clicks. It's not intuitive that listing all factions would only be an option once you're on the factions main page, especially since the page itself doesn't provide any unhidden link to doing so.
