DESCRIPTION
The Leviathan Ring is ultimately loyal only to the Falleen Noble Houses (the Heads) that run it, and to the Viceroy of Falleen (the Crown). They exist to enrich Falleen materially, financially, and by seizing control of key influential members of other worlds. Toward that end, the Ring is open to establishing deals with trustworthy, wealthy, or influential parties throughout the galaxy with no regard for any law or moral code. Their loyalty is as solid as duranium provided their partners demonstrate the same commitment. Attempts to double-cross, embezzle, or otherwise steal or impinge upon the Ring's activities or profits is met with a rapid and ruthless response.

Those interested in approaching the Ring have only to make their intentions known as common hubs of disreputable sentients; provided such people pass examination, the Leviathan Ring will approach them. Only the Crown, Heads, Claws, or Eyes are authorized to make deals and bring larger proposal before their superiors -- those that understand ever more expansive strategy that could be affected by additional or contrary arrangements. Wyverns can present an offer to their superior, but have no authority to begin negotiations or make any promises in the Ring's name.

There are often local Rings spread across their operation theater with only a select few knowing the identities of other Ring members. Anyone trusted with this knowledge has been vetted -- and tested -- in their ability to keep such matters secret. It goes without saying betrayal does not go unanswered.

While the Ring lacks moral boundaries, they rarely engage directly in the use of slave labor. Indentured servitude is possible, but outright slavery without a contract for repayment is avoided within Confederate space at least. That does not preclude arranging for the transportation of "personnel," however, for clients -- such persons being of higher class than the common rabble, of course.

RATIONALE
After maneuvering to unseat the previous Viceroy,
Xazzex Xivar orchestrated a pact between herself and several Noble Houses conducting disparate operations throughout the galaxy. While not overseeing day-to-day operations leaving it to the men or women of the Houses to handle menial affairs, the Viceroy does command its strategic goals and movements. In assembling these Falleen of power in one place, she established a means of more readily observing their movements and ensuring their actions enrich not only themselves, but Falleen as a whole.

Essentially, this criminal enterprise became the third branch of power on Falleen. They share the Viceroy's ear along side the General of Falleen Military Forces and the Duke of Falleen Planetary Governance, which presides over Legislative and Judicial matters especially when the Viceroy is called away on duty.

The Leviathan Ring will reestablish a Falleen criminal syndicate and solidify their commitment to facilitating criminal activities within the Confederacy and abroad. The Noble Houses chose to adopt a new name rather than attempt to lay claim to the 'Black Sun' as its namesake had been adopted in recent time by others.
