OUT OF CHARACTER INFORMATION
  • Intent: Establish the Chaos-Era incarnation of a canon Chiss Organization

  • Canon: UAG
  • Permissions: N/A

GENERAL INFORMATION
  • Organization Name: Universal Analysis Group
  • Classification: Research & Development Institute, Intelligence Agency
  • Affiliation: Stybla Family, The Galactic Alliance
  • Organization Symbol: After being reorganized into a more covert institution, the UAG obviously does not have a sigil or crest - although the Stybla Family crest is often used on "official" documents due to its historical connections with the Stybla Family
  • Description: After the destruction of the Chiss homeworld, elements of the Stybla Family immediately began preparations for the loss of their other ancestral homeworld, Sposia, to the military-expansionist powers of the Maw and Empire. In doing so - one motion was to reorganize the Universal Analysis Group from merely a clearinghouse for moving artifacts and studying the military technologies of lesser space to an intelligence organization geared towards investigating, retrieving, and containing advanced technologies and using them in defense of the Chiss People and their current allies in the Galactic Alliance.
GEOGRAPHICAL INFORMATION
  • Headquarters: Officially none (being a covert organization) though operations are generally conducted from Copero
  • Domain: The UAG holds no territory (as a covert organization), though it does own a smattering of facilities under front organizations
  • Notable Assets: the UAG holds a smattering of, command centers, black sites, and research and development laboratories throughout Alliance-held Chiss Space and the lesser space regions of the Core and Deep Core, as well as many small safehouses throughout the rest of lesser space.
SOCIAL INFORMATION
  • Hierarchy:
    • While the organization generally operates under a division structure - with the central division (called the General Directorate) serving primarily to share intelligence and technology between the division, the organization is headed by a General Director, who, along with his Deputy General Director, provide oversight, administration, and executive functions to the agency. Other than the General Directorate, each division is led by a Director and their Deputy Director. While the structure of each Division is flexible to the variety of projects, missions, and purposes they're created for, they generally each are divided into Departments (headed by Department Chiefs), which are divided into Sections (headed by Section Chiefs). Within each section are a variety of laboratories, intelligence units, direct action units, and other specialized units, each of which is headed by a Section Officer. The backbone of the organization is made up of Special Agents (who serve in a role similar to a military NCO - supervising the lower agents and serving as leadership of smaller, less important units) and Agents (who serve as the general population of the organization - filling the vast majority of positions), while newcomers are given the rank of Junior Agent (who, while having passed through training and been accepted as agents - have not yet had the tenure to be trusted without direct supervision their supervising officer (a title for any Agent, Special Agent, or Section Officer assigned to prepare a Junior Agent for duty))
    • Parallel to the main Hierarchy, exists a division known as the Office of the Inspector General (OIG), headed by an Inspector General, that reports directly to the Patriarch of the Stybla Family. Under this officer are teams of Inspectors, recruited from among the ranks of the UAG, who serve as a counterintelligence and internal affairs agency - tasked with ensuring that the protocols of the UAG are well-followed and that operational security of the agency is kept.
  • Membership: The roughly 12,500 Chiss who serve in the UAG are recruited from outside the UAG - as the covert nature means it isn't an organization you can just choose to join. Recruits are generally drawn from what's left of the Chiss Expansionary Defense Force, the Sky-Walker Corps, or in rare cases the Stybla Family's own intelligence network. Only the most elite in the fields of espionage, direct action, or technological development are selected and every recruit is well-vetted to ensure their first loyalty is to the Chiss People, and that family politics will not affect how they serve the UAG. After this, even the most experienced and skilled recruit is put through a grueling 3-month indoctrination program designed for their particular field of operations before undergoing an entire GSY of training in UAG-specific skills as well as Survival, Evasion, Resistance, and Escape techniques.
  • Climate: As a covert organization, there is obviously a very high degree of secrecy within the UAG - operatives are expected to dedicate their lives to the defense of the Chiss people. Family politics are explicitly forbidden from the UAG and in fact anyone above the rank of Department Chief is expected to change their family affiliation to the Stybla Family- which itself is well known for being wary of reaching for any high position of power and instead preferring to serve as watchful guardians of information. While the standard operating procedures aren't quite as demanding as a military organization, security protocols are considered all but sacrosanct - and failure to follow them or to otherwise maintain operational security is punished severely - Even higher ranking UAG Operatives are known, rarely, to have been reassigned to janitorial duties in unpleasant postings or even to have just been disappeared entirely after a visit from the OIG.
  • Reputation: A covert organization operating somewhat separate from the major centers of power, the UAG for the most part is an unknown quantity, as even the original organization's existence was a closely guarded secret, and this evolution has taken a far more covert character during its reoganization. Very few external records exist, and those few are kept as a closely guarded secret of the Stybla Patriarch.
  • Curios: While in the facilities themselves, UAG Personnel are generally expected to carry around security badges or code-cylinders (though these are kept in their pockets, rather than openly as in imperial organizations) to grant them access to areas they are authorized to enter. Outside of these facilties they aren't allowed to carry around anything that would directly link them back to the UAG - with the only exception being special biometrically-encoded Questis Data-link Readers, which grant them access to encrypted back channels and Shadowfeeds leading back to the UAG Network.
  • Rules: While there are baseline procedures and rules and a very strict set of protocols regarding operational security, UAG Agents are given great leeway to bend the rules and even break laws throughout the galaxy in order to provide the most effective defense to the Chiss from their many enemies in the Galaxy
  • Goals: While it has a myriad of stated goals including gathering and researching technology, the primary goal of the UAG can be boiled down to something very simple - Protect the Chiss People from any threats, within or without.

HISTORICAL INFORMATION

The Universal Analysis Group, or UAG for short, is an organization that has a long and storied history with the Chiss. Founded millennia ago by the Stybla family for the purposes of disseminating interesting cultural and historical artifacts retrieved from alien races, it also became a major research and development organization, once it began receiving intact technological artifacts, and even moreso with the creation of Vault Four, which specialized in military technology.

With the invasion of Chiss Space by the Maw and Empire, however, pressures on this organization were mounting - technologies had to be evacuated or destroyed, and assets had to be moved around. The Stybla Family itself, already reeling from the destruction of Csilla, was left scrambling to put together the broken pieces of their once proud legacy. Under these conditions the Patriarch created a covert protocol, specifically triggered by the loss of Sposia, and the UAG's facilities. It was under this protocol that the new organization bearing that name was born.

While many researchers were retained after proper vetting, the organization as a whole took on an entirely new character. The cautious excitement at working with new technology was replaced with a fanatical dedication to defending the Chiss people, the mere expectation of confidentiality was replaced with an almost religious level of dedication to secrecy, and the general sadness and anger at the loss of their homeworld was overcome with sheer determination that they would not be pushed back a single step more. Out of the ashes a new UAG arose - a thin, black line in the sand, a shield against true evil.

Stybla'rei'naodo Stybla'rei'naodo - Commanding Officer (Section Chief)

HISTORICAL INFORMATION

Stybla'rei'naodo was one of the founding members of the Universal Analysis Group's modern incarnation, and this, along with her service to the CEDF and Stybla Family, earned her a influential position as a Section Chief serving directly under the General Directorate. In this capacity, she spearheaded the creation of GEIST, an elite intelligence and direct action unit tasked with ensuring the security of the Chiss Ascendancy. Operating under layers of secrecy, GEIST, became the silent protector of the Ascendancy, identifying and neutralizing threats before they could materialize. GEIST's operations, marked by precision and adaptability, are the unseen threads preserving the fabric of the Chiss realms. Although GEIST's valor remains a shadowy whisper within the UAG and the Chiss Ascendancy, their clandestine deeds are the unseen pillars supporting the stability and prosperity of their civilization.

  • Role: Sniper, Scout
  • Languages: Basic, Cheunh, and Huttese
  • Description: Mirage is the youngest member of the team, but he perhaps is the deadliest, at least for a single target. Raised on Copero, he developed a love for hunting at an early age, learning to disappear into any environment and eventually being able to hunt the feared Wampa which stalked the mountains. His tracking skills making him perfect scout and his skill with a charric rifle nearly unmatched among the Ascendancy, Lareina plucked him right out of the CEDF's Warrior Training, naming him Mirage because his enemies don't see him until it's too late.

HISTORICAL INFORMATION

The SPECTER crew's origin can be traced back to Lareina's tenure as an Intelligence Officer. Recognizing the strategic importance of a covert special operations unit that could operate in any theater, she proposed the creation of SPECTER. The aim was to create a unit so versatile and elite that it would be the unseen force behind the most significant covert operations in the galaxy. Each member was handpicked by Lareina based on their unique skills, but more importantly, their unwavering loyalty to the Chiss people. Despite the nature of their work, the team shares a bond forged in the fires of countless operations. They're more than just a unit; they're a family. With Lareina at the helm, the SPECTER crew continues to ensure that any threat to the Chiss is swiftly and silently neutralized.

  • Enhanced Team Cohesion: Fosters a heightened sense of unity and mutual understanding, leading to more synchronized operations.
Weaknesses:
  • Emotional Noise: Risk of emotional bleed-through during telepathic communication, potentially distracting during crucial moments.
  • Sensory Overload: The shared sensory experience can lead to overload, especially in chaotic situations, making focus challenging.
  • Mental Fatigue: Prolonged telepathic communication or sensory sharing can lead to mental exhaustion.
  • Range Limitation: The telepathic and shared sensory experiences have a limited effective range.
  • Unintended Genetic Mutations: While the retrovirus is designed for precise genetic alterations, there's a risk of unintended mutations which can result in physical or cognitive anomalies.
  • Rejection: In rare cases, the host body might reject the genetic modifications, leading to immune responses, inflammation, or even organ failure.

HISTORICAL INFORMATION

The Synaptic Integration Retrovirus, commonly known as the Synapse Virus, represents the Universal Analysis Group's efforts to push the boundaries of biotechnological engineering. This retrovirus is engineered to alter Chiss soldiers' genetic makeup, granting the UAG's most elite units with natural telepathic abilities similar to those of the Umbarans, Anzati, and many of the hive minds of the Galaxy

The aim was clear: to provide GEIST operatives with unmatched coordination capabilities. The ability to silently communicate is invaluable in covert operations, but the added feature of sharing senses takes it a step further. A soldier in a vantage position can relay not just information but their very perception to their comrades.

However, such profound genetic alterations come with their own set of challenges and risks. The potential for sensory overload, coupled with the mental fatigue from prolonged telepathic interactions, are factors that operatives need to manage; and great care, alongside genetic screening, are necessary to avoid rejection illness or unintended mutations. Yet, for GEIST and the Universal Analysis Group, the Synapse Virus remains a revolutionary tool in their arsenal.
