Organization Name: Laranis System Protectorate
Classification: Government
Affiliation: Themselves; traditionally, the LSP has sought to serve the interests of its members, maintaining the status quo and preserving the power and benefits their autonomy and authority allows. This is certainly the interests of those who follow Koged Wust, the 'elder statesman' of the LSP and one of its most powerful and longest-serving members. However, the sudden rise to leadership and the ideals of Andro Kaas, sho seeks not only to usher in reforms on behalf of the working classes but join the LSP to the Confederacy of Independent Systems may change the course of the Laranis System dramatically.

Description:
A corporatocracy, run by a “Board” of CEOs, representing the fifteen most powerful, wealthy, and influential corporations in the Laranis System. Membership is based on total assets, and once achieved, corporations work diligently to maintain their supremacy and thus, their power. Chairmanship of this body, styled as the “Protector” is the leader of this government, and wields notable power, able to veto other decisions by the Protectorate and to decide policy unilaterally in many cases, making governance quite efficient. Member corporations contribute to the overall expense of government, each devoting a ‘division’ of their corporate structure to this purpose and from collecting ‘fees’ from other corporations and private citizens for various licenses, services, etc.

Notable Assets: Besides their prominent capital complex in the heart of Laranis City, the Protectorate maintains facilities throughout the system, not the least of which are the personnel and material of the security forces (mercenaries well-paid to maintain control over the population, combat crime, and ensure the image and reputation of the Protectorate as a benevolent and honest government). Further, the Protectorate has access to vast amounts of wealth, resources, and all reinforced by a never-ending stream of revenue from fees, investments, and yes, corruption.

SOCIAL INFORMATION
Hierarchy: Led by the “Protector”, being the wealthiest and most influential member of the Protectorate, the “Board” as it is known, represents the fifteen (15) most powerful and wealthiest corporations in the Laranis System. The CEOs of these corporations sit as representatives and in all ways the government for the entire system, with the Protector wielding considerable power over and above even the Board. Each corporation contributes one division of its internal corporate structure to the business of governing and they share equally in the costs of government, supplemented by a strict collection of fees from other corporations and private citizens, many of which can be quite steep.
Membership: Membership on the “Board” is determined by an annual assessment of corporate assets, and this commercial success is rewarded while flagging corporations may risk losing their seat, or simple not ever holding one at all. The power of the “Board” and “Protector” is absolute, and beyond their strict adherence to the rules of membership, they have historically been inspired to create a climate of democracy or libertarian kind only when necessary to prevent uprisings. Private Citizens and non-“Board” corporations have little, if any, enfranchisement.
Climate: To the world outside of the “Boardroom”, the Protectorate appears to be in total lock-step, acting in concert without dissent or difference among them, but nothing could be further from the truth. Members (and their corporations) wage an ongoing conflict of competition, corporate politics and conflict, and jockeying for supremacy. Yet, towards all others, they work collectively to ensure and maintain their power and positions and the delicate façade they portray to the galaxy.
Reputation: Because of the concentration of power and influence held by the Protectorate, even the slightest dissent might result in dire retribution. Since the Protectorate began hiring mercenaries to fill out its security forces, the reality of swift punishment and excessive force became an everyday fear among the people, and even among other corporations throughout the system. The Protectorate maintains an ominous prison in the heart of Laranis City, and ‘disappearances’ of malcontents and threats to their power (as well as those malcontents’ families) are widely whispered about. To the remainder of the galaxy, the Protectorate portrays a carefully-maintained façade of liberalism and prosperity towards all of its citizenry, and few suspect the true scope and depth of its absolutist control over the system, the result of which is vast income disparity, tremendous centralization of power and wealth, and totalitarian rule.

Rules: The Protectorate functions along what its members call, “The Code”, which includes the following ‘unbreakable’ precepts:
  1. Success is rewarded, failure is punished. - Power and position are awarded for success, within the Protectorate and all of its constituent corporations. Do well, and you rise. Fail, however, you risk losing everything. This creates a cut-throat culture of intrigue, back-stabbing, ruthlessness, and naked ambition.
  2. He who is most successful rules. - The strict rules regarding membership and hierarchy within the “Board” are never in question.
  3. Together in the eyes of others, always. - No member of the Board shall break faith with the positions and policies of the Board and/or the Protector in any public way.
  4. Do what you must, but never upset the balance. - While competition between members is just ‘part of the game’, actions which embarrass, undermine, or threaten the position and power of the Protectorate (or any member) shall not be tolerated, e.g. if you’re going to kill your rival, you better make sure that it looks like an accident, or else the retribution of the entire Protectorate against you will be swift, sweeping, and severe.
Goals: The acquisition, expansion, and preservation of wealth, power, and influence throughout Laranis System.

HISTORICAL INFORMATION

In the aftermath of the Battle of Endor, the Imperial blockage of the Laranis System was lifted. Corporations which had grown rich selling materials to the Empire made their headquarters on Laranis III, establishing Laranis City there. They created the Laranis System Protectorate, a conglomerate of the fifteen most powerful corporations in the system. Of these, the most powerful, wealthy, and influential held the “Protectorship”, acting as CEO and President of the Protectorate. The various security forces of its members coalesced to form the Protectorate Security, meant to ensure law and order and defend the independent system from raider and external threats. In fact, the Security would safeguard the Protectorate’s interests at all costs, being well-paid mercenaries enjoying great benefits and privileges even over those of normal citizens.

For centuries the Protectorate has ruled, and as always, its purpose is to reinforce the corporate control and rulership of this system. Protectorate policies govern every aspect of life, and anyone foolish enough to speak out are silenced quickly. As with all corporations, fortunes sometimes shift, and when the annual assessments are made, the roster of the Protectorate may change accordingly. This has led to fierce competition between member-corporations, and there is an unspoken rule: If you can do a thing without being found out, there is no wrong done. As such, corporate espionage, assassination, bitter feuds and price wars, all manner of tactics are used to gain and keep power here. The result is a corporate culture which goes beyond mere competition, for in the Laranis System, business is war.

Of course, on the surface all remains as it has always remained, giving the appearance of civility, prosperity, and liberality for all. But, scratch that surface, and you will quickly learn that Laranis is no place to be poor, and even the rich look over their shoulders!
